PCB는 폴리 크롤 바이페닐(Poly chlor biphenyl)의 약칭으로서 현재 25종이 있으며, 결합된 염소수에 따라 화학적 성질에 차이가 있다. 일반적으로 불에 타지 않고 열에 안전하고, 불휘발성, 전기 절연성 등의 성질을 가지고 있어 다양하게 이용되고 있다. 즉, PCB는 트랜스포머 콘덴서의 절연유(絶緣由), 각종 공업의 가열(加熱)과 냉각의 열매개체, 기계류의 윤활유, 전기줄의 절연피막, 절연 테이프, 폴리에틸렌 수지, 폴리에스터 수지, 고무 등의 혼합체(混合體) 접착제, 니스, 왁스, 아스팔트 등에 섞여 쓰인다. 또한 불에 타지 않는 도료(塗料), 물에 견디는 도료, 벌레가 쓸지 않는 도료 등에 사용되며, 인쇄 잉크, 복사지, 종이의 코팅, 농약의 효력연장을 위해 널리 사용된다. 이렇게 널리 사용된 PCB는 자연계에서 분해되지 않아 우리의 환경을 오염시켜 우리에게 많은 피해를 준다. PCB에 중독되면 안질(眼疾)이 늘어나고, 손톱과 발톱이 변색하고, 일반 증상으로는 식욕 부진, 구토, 사지탈력감(四肢脫力感) 마비, 관절통, 월경이상, 체중 감소 등이 일어난다. 또한 PCB는 성대를 통하여 모체(母體)에서 태아에게 전해지며 동일한 증상을 보인다. 일본에서 PCB에 오염된 식용유(食用油)를 통해, 평균 약 2gr정도의 PCB를 섭취하고 9백13명이 중독된 일이 있었다. 미국에서는 PCB와 비슷한 화학물질 PBB 엄청난 양의 계란, 치즈, 버터, 분유에 오염되어 폐기 처분되었으며, [미시가] 주에서는 2년동안 소가 3만 마리 이상, 돼지 6천마리, 양이 2천마리, 닭이 50만 마리가 PBB로 인해 몰살당했다. PCB와 같은 안정된 화학물질은 그야말로 버릴수도 태울 수도 없는 것이다. 그냥 강으로 버리면 하천과 바다를 오염시키고, 땅에 묻는다면 토양을 오염시키고, 태운다면 대기를 오염시킨다. 환경에 잔류하는 이독성 물질은 다시 먹이 연쇄를 통해 결국 우리의 생명을 노리게 된다. 공장 굴뚝에서 나오는 시커먼 매연이 우리의 허파 속까지 들어오듯이, 우리들 주위에서 흔하게 사용되고 버려지고 있는 PCB와 같은 위험한 화학물질은 우리의 생존을 위협하고 또한 우리들 자신에게 치명적인 피해를 가져올 것이다.
