158      모잠비크           국제기구           긴급구호           세계은행, 사이클론 Idai와 Kenneth에 피해를 입은 중소기업에 2천만 달러 지원 발표      세계은행은 모잠비크에서, 특히 엄청난 피해를 입은 Beira시에서, 사이클론 Idai와 Kenneth에 영향을 받은 중소기업을 지원하기 위해 총 2천만 달러를 추가로 지원한다고 발표함. 두 개의 금융 채널로 나뉘어 지원하게 됨: 중견 기업 지원을 위한 1천5백만 달러, 소기업 지원을 위한 5백만 달러   금번 지원으로 세계은행은 모잠비크의 사이클론 복구에 무려 2억 달러를 지원하게 되며, 상수도, 공공 인프라 재건, 질병 예방, 식량 안보, 사회 보호 및 기상 조기 경보 시스템과 관련된 프로젝트에 투자를 하게 되는 것임.             Cyclones Idai and Kenneth: World Bank announces US$20 million for affected MSMEs  The World Bank announced a total of US$20 million (€17 million) in further support for small, medium and micro enterprises [MSMEs] affected by cyclones Idai and Kenneth in Mozambique, especially the city of Beira, one of the most devastated areas.         These are two finance channels: one worth US$15 million for medium-sized companies, plus another US$5 million for micro-companies.      The World Bank, with this support,  will have supported Mozambique’s post-cyclone recovery to the tune of US$200 million, invested in projects related to water supply, reconstruction of public infrastructure, disease prevention, food security, social protection and weather early warning systems.

 

                                                               

159      모잠비크           공여국   기타     포르투갈, 훈련 임무 위해 모잠비크에 추가 병력 60명 파견    포르투갈은 새로운 협력 협정의 일환으로 모잠비크에 병력 60명을 추가로 파견할 계획임. 이는 모잠비크 정부가 북부 지역의 이슬람 극단주의 조직에 맞서는 것을 지원하기 위한 것임.     2026년까지 효력이 있는 이번 협정을 통해 포르투갈은 모잠비크 파견 병력 수를 80명까지 증원할 예정임. 또, 모잠비크 군사들이 테러에 대응하고, 정보를 공유하며 무장 세력의 움직임을 추적하는데 정부에서 드론을 사용할 수 있도록 훈련할 계획임.                                 Portugal to send another 60 troops to Mozambique on training mission        Portugal will send a further 60 troops to Mozambique as part of a new cooperation agreement aimed at helping the country tackle an Islamic State-linked insurgency in its north.    The agreement, which runs until 2026, will see Portugal increase its number of troops in Mozambique to 80 to train Mozambican soldiers to tackle the insurgency, share intelligence and help the country use drones to track the militants’ movements.

                                                                                    

160      모잠비크           국제기구           긴급구호           포르투갈 NGO, 카보델가도에 2.6톤 이상의 식량 지원           포르투갈 NGO Oikos는 모잠비크 북부의 카보델가도 지역에서 실향민들을 보호하고 있는 가족들에게 2.6톤의 식량을 전달함.         금번 지원은 개인, 공공 및 민간 기관, Cam es 협력 기관을 통한 포르투갈 정부의 협력과 지원을 통해 이루어짐.     음식 바구니에는 밀가루, 쌀, 콩, 설탕 및 식용유와 같은 필수 물품이 들어 있음. Oikos는 또한 고아를 보호하고 있는 가정에 연필, 공책, 책, 펜 및 연필 깎이와 같은 학교 물품 560개를 배포할 예정임. 더불어, 앞으로 3개월 동안 15,750명에게 위생, 피난처와 보호물 등과 같은 기본 필수품을 배포할 계획임.                   Mozambique: Portuguese NGO hands over 2.6 tonnes of food aid in Cabo Delgado    The Portuguese NGO Oikos is delivering  2.6 tonnes of food to families sheltering displaced people in the province of Cabo Delgado, in northern Mozambique.         The aid is coming via Oikos   cooperation and development, with financial support from Portugal, including from private individuals, public and private entities, as well as the Portuguese government, through the Cam es cooperation agency.         The food baskets contain essential goods such as flour, rice, beans, sugar and cooking oil. Oikos will also distribute 560 school items, which will help families that are hosting orphaned children so that they can have materials such as pencils, notebooks, books, pens and sharpeners.The NGO also plans to distribute basic necessities such as hygiene, shelter and protection to 15,750 people over the next three months.       

                                                               

161      모잠비크           수원국   기술환경에너지   모잠비크 정부, 'Energy for All' 프로그램을 위해 2억 8천만 달러 동원           모잠비크 정부는 전국의 모든 가정에 전력을 공급하는 것을 목표로 하는 Energy for All 프로그램 구현을 위해 개발협력 파트너들로부터 약 2억 8천만 달러를 동원함.    정부의 5개년 프로그램(2020-2024)은 가정에서 전기를 사용하는 인구 수를 전체 인구의 34%에서 64%로 증가하는 것을 목표로 설정함. 금년도에 40만 가구가 처음으로 전기 시설망에 연결될 예정임.            Filipe Nyusi 대통령은 2018년 11월에 동 프로그램에 착수하였음. 2030년까지 전기에 대한 보편적인 접근을 보장하고자 하는 야심찬 목표를 달성하기 위해서는 약 60억 달러의 자금 동원이 필요함.                      Mozambique: 280 Million Dollars Mobilised for 'Energy for All'         The Mozambican government has mobilised about 280 million US dollars from its cooperation partners to implement the programme Energy for All, intended to provide electrical power to every household in the country.           The government's Five-Year Programme for the period 2020-2024 set a target for increasing the number of people with electricity in their homes from 34 to 64 per cent of the population.This year 400,000 households will, for the first time, be linked to the electricity grid.     President Filipe Nyusi launched the programme in November 2018. The ambitious target of ensuring universal access to electricity by 2030 will require the government to mobilise about six billion dollars.    

                                                               

162      모잠비크           공여국   긴급구호           Colm Brophy 장관, 모잠비크 북부 지역에 아일랜드 원조 지원 발표           모잠비크 북부 지역에서 악화되는 인도주의 상황에 대응하여, 해외 개발 원조 및 디아스포라의 국무부 장관은 260만 유로의 아일랜드 원조 지원을 발표함. 해당 지원에는 Irish Aid Rapid Respone Initiative를 통한 긴급 인도주의 물품 전달도 포함되어 있음.    아일랜드 정부는 지속적으로 국제 파트너 및 모잠비크 정부와 협력하여, 모잠비크 북부 지역의 고통을 줄이고 평화와 복구를 위해 노력할 것임.                               Minister Colm Brophy announces Irish Aid funding for northern Mozambique    In response to the deteriorating humanitarian situation in northern Mozambique, Minister of State for Overseas Development Aid and the Diaspora, announced €2.6 million in Irish Aid support, including the delivery of emergency humanitarian supplies through the Irish Aid Rapid Response Initiative.  Ireland will continue to work with international partners and with the Government of Mozambique to reduce suffering and work toward peace and recovery in northern Mozambique.                                                                                    

163      모잠비크           국제기구           기타     세계은행, 모잠비크 내 포용적 성장 촉진을 위해 중소기업 지원           세계은행은 모잠비크 정부의 다각화를 위한 경제 연계 프로젝트를 지원하기 위해 국제개발협회(IDA)로부터 1억 달러의 보조금을 승인함. 이 프로젝트는 중소기업이 규모가 더 큰 사업체를 비롯하여 모잠비크 중북부 지역의 큰 도시에 상품과 서비스를 제공할 수 있는 역량을 개발하는 것을 지원함.        동 프로젝트는 또한 기술 개발, 금융 및 시장에 대한 접근성 확대, 절차 및 제품의 품질 개선을 통해 중소기업의 역량개발을 지원할 예정임. 프로젝트의 지리적 우선순위는 Cabo Delgado, Nampula 및 Tete 지역임. 경제 연계를 구현하기 위한 조건에 대한 지원과 더불어 지속 가능한 민간 투자와 제도적 조정을 추진할 수 있는 제도적 개발 및 규제 개혁도 지원할 계획임.              World Bank Supports Micro, Small, and Medium Enterprises to Foster Inclusive Growth in Mozambique        The World Bank approved  a $100 million grant from the International Development Association (IDA) in support of the Government of Mozambique’s Economic Linkages for Diversification Project, which supports Micro, Small, and Medium Enterprises (MSMEs) develop their capacities to provide goods and services to larger businesses, as well as serve the growing cities in the center and north of Mozambique.           The project will help develop MSMEs’ abilities through skills development, expanding access to finance and markets, and quality upgrading of their processes and products. The project's priority geographic areas are Cabo Delgado, Nampula and Tete provinces.      The project will also support enabling conditions for economic linkages, and support institutional development and regulatory reforms that can drive further sustainable private investments and institutional coordination.                                                               

164      모잠비크           공여국   긴급구호           모잠비크의 불안정한 상황에 대응하기 위한 미국의 인도주의적 지원 및 보급품   미국은 모잠비크 정부, 국제기구, 시민사회단체 및 민간 부문과 협력하여 다른 긴급구호 물품 가운데서도 식량, 물 그리고 대피소가 필요한 사람들에 대한 인도주의적 지원을 확대하고 있음. 이는 카보델가도주 ISIS의 테러 사태에 대응하기 위한 것임.         미국은 USAID을 통해 실향민의 긴급한 필요를 충족시키기 위한 필수적인 인도주의적 구호 물품을 제공하고 있음. 국내 실향민 약 2만 가구에게 플라스틱 시트 2천 롤, 대피소 키트 8천 개, 담요 및 주방 세트로 구성된 물품을 제공하여 실향민의 생활 재건을 도움.   미국은 국무부의 인구, 난민 및 이주국을 통해 2021 회계연도에 70만 달러를 인도주의적 지원에 제공함. 이는 UN 난민기구(UNHCR)를 지원하여 Palma 공격으로 인해 새로 발생한 실향민 2만 8천여 명에게 대피소, 담요 및 매트리스, 정신 건강 및 심리사회적 지원을 제공하기 위함임.             Mozambique: U.S. Humanitarian Aid and Supplies Help Respond to Insecurity in Mozambique          The United States is working with the Government of Mozambique, international organizations, civil society organizations, and the private sector to increase  humanitarian assistance to those in need of food, water, and shelter, among other emergency relief items, in response to the devastating violence by ISIS-Mozambique in Cabo Delgado province. The United States, through the United States Agency for International Development (USAID), is providing vital humanitarian relief supplies to help meet the urgent needs of people displaced from their homes. The supplies will provide approximately 20,000 displaced families with 2,000 rolls of plastic sheeting, 8,000 shelter kits, and blankets and kitchen sets to help them rebuild. The United States, through the State Department's Bureau of Population, Refugees and Migration, is providing $700,000 in new Fiscal Year 2021 humanitarian assistance to help the UN Refugee Agency (UNHCR) provide shelter, blankets and mattresses, and mental health and psychosocial support for many of the 28,000 newly displaced people following the Palma attacks.                                                                     

165      모잠비크           국제기구           보건의료           마푸토 중앙 병원(HCM), 암 치료 장비 수령 모잠비크에서 가장 큰 의료시설인 마푸토 중앙 병원(HCM)은 다양한 종류의 암 치료 역량 강화를 위해 여러 가지 수술 및 의료 용품, 개인 보호 장비, 병원 가구 및 재활치료 재료를 받았음.           Clinton Health Access Initiative(CHAI)의 16만 3천 달러에 달하는 기부금은 소아 및 산부인과 암 치료를 위한 수술 장비, 치료용 침대, 인공호흡기, 주입펌프, 환자 진찰대 및 마취 재료와 같은 물품 제공에 사용됨.           미국 前 대통령 Bill Clinton과 MD Anderson 암 센터가 설립한 CHAI는 다양한 형태의 암과의 전쟁에서 국가의 행동을 강화하기 위한 노력에 동참하며, 자원을 동원하고 있음.             Mozambique: HCM receives equipment for cancer treatment   Maputo Central Hospital (HCM), Mozambique’s largest health unit, received  a wide variety of surgical and medical supplies, personal protective equipment, hospital furniture, and physical rehabilitation material to boost the capacity to treat various forms of cancer.        The donation, by the Clinton Health Access Initiative (CHAI) which is budgeted at about 163,000 US dollars, consists of supplies such as surgical equipment for paediatric and obstetric-gynaecological cancer treatment, hospital beds, ventilators, infusion pumps, patient examination tables, and anaesthetic material.       CHAI, founded by the former US president, Bill Clinton, and the MD Anderson Cancer Centre, have joined efforts and are mobilising resources to enhance the country’s actions in the fight against various forms of cancer. 

                                                               

166      모잠비크           공여국   긴급구호           Galp, 실향민 2만 명에게 가정용 액화 가스 및 연료 제공       포르투갈 석유회사 Galp는 가정용 액화 가스 및 연료 제공을 통해 카보델가도 지역의 무장 공격으로 인해 발생한 실향민 2만 명을 지원하고 있음.      Galp는 연료와 45kg의 LPG 병 공급을 통해 Metuge 지역과 25 de Junho 캠프에 재정착한 사람들이 식사 준비하는 것을 도움.        동 프로젝트는 식량 지원을 강조하며 폭력으로 피해 입은 사람들을 지원하기 위한 다양한 프로그램을 관리하는 시민사회 플랫폼 Makobo와 협력하여 운영됨.            Mozambique: Galp provides cooking gas, fuel to 20,000 displaced people   Portuguese oil company Galp, is supporting 20,000 people displaced due to armed attacks in Cabo Delgado, with cooking gas and fuel.  The supply of fuel and 45-kilogram bottles of LPG by Galp allows for the preparation of meals for people who are resettled in Metuge District and also in the 25 de Junho camp.         The project is being run in coordination with the civil society platform Makobo, which has been managing various programmes to support populations affected by violence, emphasising food support. 

                                                               

167      모잠비크           공여국   기술환경에너지   영국, 모잠비크의 재생 가능 에너지 개발에 대한 지원 약속    영국의 국제 무역부 및 산업, 에너지 및 산업 전략부 Gerry Grimstone 장관은 청정에너지 개발에 있어 모잠비크를 지원할 준비가 되어 있음을 표명함.  영국은 재생 가능 에너지, 녹색 금융, 에너지 저장, 풍력 에너지, 기술 지원에 대한 노하우와 역량을 공유할 계획임. 청정에너지에 대한 모잠비크 정부의 관심은 더 많은 가정이 전기에 접근할 수 있게 하고 에너지원으로 나무와 석탄을 사용하는 것을 포기하여 제한 없이 나무를 벌채하는 것으로부터 숲을 구할 수 있음.             UK pledges support to Mozambique in developing renewable energy        The United Kingdom’s Minister for Investment at the Department for International Trade and the Department for Business, Energy & Industrial Strategy, Lord Gerry Grimstone, expressed the UK’s readiness to help Mozambique in the development of clean energy.       The UK intends to share with Mozambique, knowledge and capabilities in renewable energy, green financing, energy storage, wind energy and technical assistance.           The Mozambican government’s focus on clean energy would allow more families to have access to electricity and abandon the use of wood and coal as energy sources, saving forests from the unconstrained felling of trees.                                                                  

168      모잠비크           공여국   긴급구호           일본, 백신 보존을 위한 냉장 보관에 70만 불 이상 기부        일본 정부는 모잠비크의 코로나19 백신 보존을 위한 냉장 보관 장비 관리를 개선하기 위해 72만 3천 불을 지원함.   유니세프에 전달된 해당 기금을 통해 냉장 보관 장비를 구입할 수 있을 뿐 아니라, 모잠비크 정부의 코로나19 대응 계획에서 확인된 우선순위에 대응할 수 있음. 유니세프는 모잠비크 당국이 장비를 구입하는 것을 지원하고, 의료진들에게 기술적인 지원 및 교육을 제공할 것임.                      Mozambique: Japan donates over US$700k for cold storage to conserve vaccines       The government of Japan provided US$723k to Mozambique for the country to improve management of cold storage equipment for the conservation of vaccines against Covid-19.          The amount, handed over to the United Nations Children’s Fund (UNICEF), which will apply it, will allow the purchase of cold storage equipment in Mozambique, in addition to responding to the priorities identified in the country’s response plan to Covid-19.  UNICEF will support the Mozambican authorities in the acquisition of equipment, as well as providing technical assistance and training to health professionals.                                                                   

169      모잠비크           공여국   긴급구호           중국 정부, 모잠비크 테러 피해자 지원을 위해 기부   중국 정부는 카보델가도 지역 테러 피해자들의 코로나19 예방과 퇴치를 위해 7백만 메티칼(약 12만 달러) 상당의 식품과 보충제를 기부함.            외교협력부에 전달된 기부금에 테러 피해자를 위한 또 다른 지원을 위한 50만 달러도 포함되어 있음.       중국 정부는 또한 UNDP와 UNFPA를 통해 각각 2백만 달러와 1백80만 달러를 지원함.               Mozambique: Chinese government donation to assist victims of terrorism      The Chinese government has donated food products and supplements valued at more than seven million meticais [US$120,513] to help prevent and combat Covid-19 among victims of terrorism in Cabo Delgado.   The donation handed over to the Ministry of Foreign Affairs and Cooperation includes yet another US$500,000 for different support to the victims of terrorism. The People’s Republic of China has also provided aid in the amount of two million US dollars and  1.8 million channelled through UNDP and UNFPA, respectively.

The strategy, which covers the period of FY2021-2025, aims to support Mongolia in overcoming the COVID-19 crisis in the short term, while working towards a more sustainable, inclusive, and resilient recovery into the future, with a strong focus on job creation and climate resilience.          The strategy is anchored by Mongolia’s national development strategy - Vision 2050 - as well as the government’s program and the World Bank Group’s twin goals of eradicating poverty and boosting shared prosperity.            In detail the CPF has three key areas:  1. They arranged for students to stay 6 feet apart from each other during the enrolment process            Deputy Director Daw Myint Myint Khine said the Nay Pyi Taw Education Office inspected basic education schools, monastic schools and private schools according to 35 guidelines (version 4.0) of the Ministry of Health and Sports. Inspection on schools includes 6 feet spacing arrangement at school entrances, 4 feet distancing seats at classrooms, hand gel, face shields and masks, adequate supply of disinfectants for spraying, good ventilation and healthcare facilities in line with the set guidelines. School buses are also arranged for the students. Full security is provided where necessary to ensure peaceful education in basic education schools, she added.           She also urged parents to come and enrol in the schools with the appreciation of the State's goodwill, adding that parents have to provide the education to their children. The move follows a decision this week by Total and Chevron that suspended some payments from a similar gas joint venture that is also part-owned by the state-owned gas enterprise.        International firms doing business in the country have come under pressure from rights groups and Myanmar's deposed civilian government to review their operations since the coup and an ensuing bloody crackdown on protests in which hundreds have died. The oil and gas sector is one of the largest sources of foreign revenue for the country. Posco International has a majority stake in Myanmar's Shwe gas project, which comprises three fields in the Bay of Bengal, alongside the Myanmar Oil and Gas Enterprise (MOGE), India's Oil and Natural Gas Corp (ONGC) and GAIL. It also has a stake in the pipeline that transports the gas to China. Posco International had invested about $1.53 billion in the gas project and about 20% of the gas business is used for local consumption including electricity production, while the rest goes to China through pipelines, according to the company.           Kinam Kim, a human rights lawyer at Korean Civil Society in Support of Democracy in Myanmar, a rights group, said the move didn't go far enough. The military's crimes are bankrolled by oil and gas. General Assembly draft resolution on Myanmar, including removing a call for an arms embargo on the country, in a bid to win the unanimous support of the 193-member body. Brunei, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam wrote to Liechtenstein, which has drafted the resolution, after a planned vote last week was postponed at the last minute.   In the letter dated May 19, the Southeast Asian countries said the draft cannot command the widest possible support in its current form, especially from all countries directly affected in the region and that further negotiations are needed to make the text acceptable, especially to the country’s most directly affected and who are now engaged in efforts to resolve the situation. It is also our firm conviction that if a General Assembly resolution on the situation in Myanmar is to be helpful to countries in ASEAN, then it needs to be adopted by consensus, the countries wrote, referring to the Association of Southeast Asian Nations.   The letter was from all of the ASEAN nations except Myanmar. The draft resolution calls for an immediate suspension of the direct and indirect supply, sale or transfer of all weapons and munitions to Myanmar. The Southeast Asian countries want that language removed. General Assembly resolutions are not legally binding but carry political weight. It will cover 43,000 acres of monsoon paddy.            The MADB branches will disburse farmers’ loans for the monsoon season by paying out K150,000 per acre. The growers can take out loans for a maximum of ten acres. The loan maturity date is 15 April 2022. 182      미얀마   KOICA   공공행정           미얀마 법률정보시스템 3주년 기념 행사 개최         법무부는 지난 28일 미얀마 법률정보시스템(MLIS) 3주년 기념 행사를 개최함. 기념 행사에는 법무부 싼륀(U San Lwin) 차관, 각 부처 사무차장, 국장, 부국장, 법무부 관리자 등이 참석함.     법무부 띠다우(Dr. Thida Oo) 장관은 MLIS가 법률관련 정보를 제공하기 위해 KOICA와 대한민국 법제처(MOLEG)의 도움으로 2018년 5월 24일 웹사이트(www.mlis.gov.mm)로 개발되었으며, 올해로 3주년이 되었다고 말함. 해당 시스템은 ASEAN 국가 중 미얀마에서 최초로 구축된 시스템으로, 현재까지 시스템에 등록된 데이터는 총 10,761개이며, 조회수는 1,260,000회임.       장관은 MLIS는 법학 연구원, 법대생, 의원을 포함한 모든 국민들을 위한 법학 도서관 방식으로 설립되었다고 강조함. MLIS를 구축하려는 법무부의 노력은 향후 정부가 전자정보시스템을 구축할 때에 도움이 될 수 있음. 따라서 부처들은 MLIS를 통한 법학 도서관방식으로 법을 표현할 수 있도록 관련 데이터를 적시에 보내야함.                Ceremony to mark 3rd anniversary of Myanmar Law Information System held           Union Attorney-General Office organized the 3rd anniversary of the Myanmar Law Information System (MLIS) establishment on 28 May 2021. Present at the ceremony were Deputy Attorney-General U San Lwin, the Permanent Secretaries of Ministries, Directors-General, Deputy Directors-General and Directors of the UAG Office.   Union Attorney-General Dr Thida Oo pointed out that MLIS had been developed at www.mlis.gov.mm with the help of KOICA and the Ministry of Legislation (MOLEG) of Korea on 24 May 2018 to provide law-related information. Now, it reaches its third full year. The free MLIS is the very first system established in Myanmar among the ASEAN countries. A total of 10,761 data are added to the system to date, and there are 1,260,000 views.      She then highlighted the objectives for the establishment of MLIS as a Law Library for the people, including law researchers, law students and lawmakers, and the new category of Legal Translation Commission containing the law terms translated by the commission. The efforts of the UAG Office to establish MLIS can assist the government when it implements an e-government system. Today, the United States is announcing new sanctions against Burma's military regime in response to its continued violence and repression against the people of Burma, most recently in Mindat, Chin State, and its failure to take any steps to restore Burma's democratic transition, Secretary of State Antony Blinken says in a statement.  16 officials have also been added to the U.S. list. They include technocrats and civilians in charge of economic ministries and the central bank, according to a Treasury Department statement. All property and interests in property of those people named in the United States, or in the possession or control of U.S. persons are blocked. The U.S. move is part of coordinated new sanctions actions with the U.K. and Canada. The U.K. announces sanctions on Myanmar Gems Enterprise, a state-owned firm now under the junta's control. Canada sanctioned 16 individuals and 10 entities.   Besides four members of the SAC, the list includes key figures in carrying out Myanmar's economic and monetary policy. One of them is Than Nyein, Central Bank governor, Pwint San, Commerce Minister and Win Shein, Minister for Planning, Finance and Industry have been sanctioned as well, according to a Treasury Department statement. The news quoted the organizations saying that the ASEAN Chair and Secretary General are scheduled to hold talks with Myanmar’s Commander-in-Chief of Defence Services Senior General Min Aung Hlaing. The visit comes amid calls for more assertive ASEAN action in implementing the five-point consensus seeking constructive dialogue to resolve the crisis.       The five-point consensus includes immediate cessation of violence in Myanmar and all parties to exercise utmost restraint and commencement of constructive dialogue among all parties concerned to seek a peaceful solution in the interests of the people. The Union Minister talked about water shortage problems under climate change, disputes and rows the farmers and villagers faced for water issues in the past, and the solutions to systematically organize the water users association. He then said the effective use of water could create coexistence and understanding among the people. Moreover, it should establish cooperative associations for livestock and farming sectors based on such experiences as the solid capital and collective sale system can penetrate the wholesale market. During the meeting, Union Minister U Aung Than Oo discussed the importance of electricity and energy sectors for developing the country and socio-economic of public and sufficient power distribution with stable volt and frequency.           The ministry arranges to generate power from hydro, solar and renewable sources with minor impacts on natural resources and the environment. Japan is a top donor to Myanmar, and has already suspended new aid after the military ousted civilian leader Aung San Suu Kyi. But Toshimitsu Motegi said the freeze could be expanded.   Motegi has said Japan is Myanmar's largest provider of economic assistance, and Tokyo has long-standing relations with the country's military. According to the Nikkei, Japan provided $1.74 billion in development aid to Myanmar in fiscal 2019. His release came as Japan said it had offered Myanmar $4 million in emergency aid through the World Food Programme.   Tokyo has called for Suu Kyi's release and the restoration of democracy, and Motegi told the Nikkei that Tokyo was continuing to hold dialogue with the military. At the meeting, the Union Minister said the meeting aims to coordinate for the opening of all basic education schools on June 1, and all the teachers who attended the meeting must work together for the educational development of the country.        The enrollment week will be held from May 24 to May 31, and the government is implementing a free education system. The textbooks, one dozen note books, and four pencils each will be provided to all students, including the primary school students and two pens and two pencils each to middle and high school students. Students and teachers will also be provided two reusable masks and one face shield each.      He also said to the teachers to work according to financial regulations to avoid financial problems in carrying out management matters and implement the education work with the value of being a good teacher. Located on 700 acres of land by the riverside of Kyaukphya River in Kywelku village, Myeik town, the fish market project also includes an industrial zone, a jetty for fish stock handling and housing.       Chairman of Taninthayi Region Administration Council Tin Aung held a meeting with local entrepreneurs on April 27 and discussed the project. During the meeting, the chairman called for prompt implementation of the project. The region council chairman quoted the State Administration Council (SAC) as saying that the fish auction market project will be allowed on 700 of over 2,000 acres of land as earlier submitted. He also stressed that the project should be outside farmland project areas of Myeik that has 64% farmland area. A corporation director said the 7-year project worth US$300 million will create tens of thousands of jobs. The project includes a jetty, cold storage room in phase-1, processing factories in phase-2 staff housing in phase-3 and extended sites in phase-4.            “If we are allowed to implement the project successfully, we will be in a position to compete against Thailand’s Mahachaing market. We will be able to produce over 2 million tons of products every year. DICA는 미얀마 투자 부문에서 2016~2017년 회계연도부터 2021년 3월까지 265억 3,500만 달러의 외국인 투자가 허용되었으나, 2021년 4월에는 신규 투자가 이루어지지 않았으며 데이터는 그대로 유지되었다고 밝힘. 2021년 3월에는 생산, 전기, 서비스 제공 부문에서 5억 9천만 달러 이상의 외국인 투자가 이루어졌음.     산업특구법(Special industrial zone law)에 따라 2021년 3월에는 700만 달러 이상의 투자가 이루어졌음. 미얀마투자위원회(MIC)는 5월 7일에 열린 MIC의 2021년 3분기 회의에서 25억 달러 규모의 프로젝트를 포함하여 발전, 축산, 제조업 및 기타 서비스 부문의 15개 신규 프로젝트를 승인했음.  생산, 교통, 통신, 부동산, 전력, 호텔관광, 축산·수산, 석유·가스, 농업, 광업, 서비스 제공 부문 등 미얀마의 11개 경제 분야에 외국인 투자가 이루어졌음. Thilawa 경제특구에서는 6개의 경제 분야에 외국인 투자가 이루어졌음. DICA가 발표한 자료에 따르면 1988~1989년부터 2021년 4월까지 33년 동안 880억 달러 규모의 투자가 이루어졌음.                  No new Foreign Investment during April: DICA       There is no new foreign investment during the month of April according to the data issued by the Directorate of Investment and Company Administration (DICA). In the investment sector of Myanmar, foreign investment of US$ 26.535 billion was allowed from the 2016-2017 FY to March 2021. In April 2021, no new investments were made and the data remained the same according to DICA. In March 2021, over US$590 million worth of foreign investment were made in the production sector, electricity sector, and service providing sectors.        In accordance with the special industrial zone law, more than US$7 million investment was made in March 2021. MIC has permitted US$2.5 billion worth of power generating project and approved 15 new projects for electricity generation, livestock, manufacturing and other services sectors at the MIC’s 3/2021 meeting held on May 7.    Foreign investments were made in 11 economic sectors of Myanmar such as production, transportation, communication, real estate, electricity, hotels and tourism, livestock and fishery, industrial sector, oil and gas sector, agricultural sector, mining and service providing sector. Foreign investments were made in other six economic sectors in Thilawa special industrial zone. In contrast, the remaining 15 per cent of the budget is used for other sectors and difficulties in using the budget for this sector. The Union Minister also urged the trainees to concentrate on the short-term training. It should use the allocated budget effectively and repair the damaged school buildings if natural disasters hit them. The region, state, district and township education officers, including headmasters, should cooperate in using the budget.     The ministry also keeps carrying out the plans under National Education Strategic Plan (NESP). The NUG said in a statement the new force was a precursor to a Federal Union Army and that it had a responsibility to make effective reforms in the security sector in order to terminate the 70-year long civil war. It also said it has a responsibility to deal with the military attacks and violence from state administration council on the people”.           The NUG has pledged to end violence, restore democracy and build a federal democratic union. The NUG did not provide details of how the new force would be organized or armed, or how it would try to achieve its objectives. A spokesman for the unity government was not immediately available for comment.      Myanmar's well-equipped army is one of the region's most battle-hardened forces. However, the LNG project approved on Friday is likely to be the Chines-backed Mee Lin Gyaing power project in the country’s Irrawaddy Delta given the nature and estimated cost of the project. The 1,390MW Mee Lin Gyaing Project is to be developed jointly by Yunnan Provincial Energy Investment Group Co.Ltd., UREC, Zhefu Holding Group Co.Ltd. and Superme Group. Previous court hearings have been held via video conference, and court officials have refused to let Aung San Suu Kyi meet face-to-face with her attorneys. Though attorneys on her defense team have asked the court to allow them to meet with Aung San Suu Kyi privately during the trial, they have not yet received a definitive answer, Khin Maung Zaw said. He said accused persons have an undeniable right to meet with their defense lawyers. He added that this course would help them solve the difficulties they may face while on duty as the pro-rectors as they are promoted from being professors.        A total of 105 professors (71 from arts and science universities and 34 from computer/ technological universities) were promoted to the pro-rectors. The capacity enhancement course will be held on 13 May and 14 May.
