251      베트남   수원국   보건의료           베트남 코로나19 집계에 61건의 지역 감염 사례 추가          베트남은 5월 31일, 61명의 국내 코로나19 환자가 확진되며 현재 발병이 지속적으로 증가하고 있으며, 4차 대유행의 감염 사례 합산은 총 4,096명으로 집계됨. 새로운 감염 사례는 북부의 박장(Bac Giang)성, 하노이, 랑선(Lang Son)성 등 세 지역에서 발견됨.   이번 4차 대유행 진원지인 박장성은 43건의 사례를 보고하였으며 모두 산업단지의 감염 집단(clusters)과 관련이 있음. 하노이는 코로나19 환자와 접촉한 15명의 확진자를 발견하였으며, 랑선성은 박장성에 위치한 꽝 차우 (Quang Chau) 산업단지의 대규모 감염지와 연계된 세건의 사례를 보고함. 베트남이 현재까지 직면한 네 번째 대유행이자 가장 힘겨운 싸움이 될 코로나19 4번째 대유행이 일어난 지 한 달이 넘은 이 시점에 베트남은 63개 성·시 중 34곳에서 국내 감염 사례가 보고됨.     박장성과 가까운 박닌(Bac Ninh)성의 확진자 수는 각각 2,161명과 804명임. 3대 대도시 감염 사례로는 하노이 399건, 호치민 157건, 다낭(Da Nang) 156건 순임.          61 local cases added to Vietnam's Covid tally         Vietnam's ongoing outbreak continues to grow with 61 new domestic Covid-19 patients confirmed on May 31, sending its fourth wave's tally to 4,096. The new cases were registered in three northern localities of Bac Giang, Hanoi and Lang Son.  Epicenter Bac Giang Province reported 43 cases and all are related to clusters at its industrial parks. Hanoi recorded 15 cases who have come into contact with Covid-19 patients. Lang Son reported three cases, one is linked to the hotspot at Quang Chau Industrial Park in Bac Giang.          Over a month into the new Covid wave, the fourth one and the most challenging one Vietnam has faced yet, the nation has recorded domestic cases in 34 of its 63 cities and provinces.      Bac Giang Province and its neighbor Bac Ninh account for most infections, with 2,161 and 804 cases. 253      베트남   수원국   보건의료           베트남항공, 6월부터 디지털 백신 여권 ‘트래블 패스’ 시범운영 베트남 항공(Vietnam Airlines)은 국제항공운송협회(International Air Transport Association, IATA)와 공동으로 다음 달부터 디지털 백신 여권인 IATA ‘트래블 패스(Travel Pass)’의 시범운영을 실시함. 5.31.(월) 베트남 항공은 IATA와 6월부터 트래블 패스 시범운영 실시에 합의했다고 밝혔음.           IATA 트래블 패스란 항공여행객이 각 국가에 입국하기 위해 반드시 필요한 코로나19 검사 결과를 휴대폰에 설치된 앱을 통해 한 번에 확인할 수 있도록 한 일종의 '디지털 건강증명서'로, 이번 시범운영은 국제 여행 재개를 위한 하나의 신호로 해석됨. 시범운용 기간 동안 승객들은 무료로 IATA의 트래블 패스 앱을 휴대폰에 다운로드해 사진과 여권 및 항공편 정보를 입력하면, 비행 상태나 여행지의 코로나19 발생 상황 등을 실시간으로 확인할 수 있음. 여행 출발 전에 예약을 통해 IATA에 등록된 초청 국가의 정부가 지정한 시설의 코로나19 검사나 백신 접종 여부를 디지털로 공유하면 됨.  이 앱은 항공사와 각국 보건당국이 증명서의 유효성을 확인하고 승객 상태를 쉽게 식별할 수 있도록 도와줌. 앱에 등록된 모든 정보는 보안으로 승객이 허락하는 경우에만 공개됨.        트래블 패스와 같은 디지털 건강증명서는 코로나19 이후 각국이 항공 및 관광산업 회복을 가속화하기 위해 추진하고 있는 백신 여권의 일종임. 현재 베트남 민간항공국(Civil Aviation Authority of Vietnam, CAAV)도 국제선 정기 항공편 재개를 서두르기 위해 이 같은 백신 여권 시행에 대한 연구 및 도입을 교통 운송부에 제안한 상태임. 그러나 세계보건기구(WHO)는 이러한 백신 여권에 대해 아직 조심스러운 입장임.                                                                                                       인사이드 비나           http://www.insidevina.com/news/articleView.html idxno=16804

 

254      베트남   수원국   공공행정           코로나19 지역 감염 사례가 급증하는 가운데 국무회의 소집   내각은 5월 4일 회의를 소집하여 지난 4개월 간의 사회경제적 성과 및 지난 한주 동안의 코로나19 지역 감염 환자 급증에 대한 대응을 논의함.           베트남 통계청(General Statistics Office)에 따르면 지난 4개월 동안의 베트남 무역액은 10년 만의 최고치인 2,065억 1천만 달러를 달성했으며, 이는 전년대비 29.5% 증가한 수치임. 통계청은 이 중 수출액은 28.3% 증가한 1,039억 달러, 수입액은 30.8% 증가한 1,026억 달러를 기록해 총 12억 9,000만 달러의 무역흑자를 기록했다고 보고함. 베트남의 핵심 수출 품목은 전화기 및 예비부품(184억 달러, 전체 수출량의 17.7%)을 포함하여 전자제품·컴퓨터·예비부품(159억 달러), 기계 및 예비부품(120억 달러), 의류·섬유(95억 달러), 신발(64억 달러) 등임.      미국은 지난해 동기간 대비 50% 이상 증가한 303억 달러 상당의 물품을 구매하여 여전히 베트남 최대 수입국이며, 중국(168억 달러·32.4% 증가), EU(126억 달러·18% 증가), 아세안(88억 달러·13.3% 증가), 대한민국(69억 달러, 12.1% 증가)과 일본(65억 달러, 1.5% 증가)이 그 뒤를 이음.   Cabinet convenes meeting amid surge of local COVID-19 cases          The Cabinet convened a meeting on May 4 to discuss socio-economic performance in the first four months and responses to the surge of local COVID-19 cases over the past week.           According to the General Statistics Office (GSO), Viet Nam’s trade with the rest of the world hit 10-year high of US$206.51 billion, or a year-on-year increase of 29.5 percent, in the reviewed period. 255      베트남   수원국   보건의료           베트남 총리, 공장 근로자에게 코로나19 백신 우선권 부여 요청         5월 25일, Ph m Minh Ch nh 총리는 북부의 박장(Bac Giang)성과 박닌(Bac Ninh)성에 있는 산업단지의 공장 근로자들에게 코로나19 백신의 우선 접종이 필요하다고 말함. 지난 며칠간 코로나19 감염 사례가 급증하고 있는 가운데 총리는 지방 당국과 긴급회의를 주재함. 박장성은 1,520건의 코로나19 사례를 기록했는데 이중 대부분이 산업단지의 근로자임. 박닌성은 그동안 주로 주택가를 중심으로 624건을 기록했으나, 산업단지로 바이러스가 확산될 위험이 있음.  베트남 보건부(Ministry of Health) 장관은 검사 및 치료를 돕기 위해 의료 전문가를 포함한 특별 실무팀을 박장성에 파견함. 또한 박장 폐 질환 병원과 박닌 일반 병원에 중환자실이 지어짐. 보건부는 박장성과 박닌성이 중환자를 치료하고 더 많은 사망자가 발생하지 않도록 총리의 요청에 따라 전국적으로 계속 인력을 동원할 방침임.      Ph m Minh Ch nh 총리는 박장성과 박닌성의 감염원이 두 개의 국립병원에서 발생했다고 밝혔으며, 이 변종 바이러스는 감염속도가 빠름.      PM requests COVID-19 vaccine priority given to factory workers Factory workers at industrial parks in the northern provinces of B c Giang and B c Ninh must get priority for vaccinations, said Prime Minister Ph m Minh Ch nh on 25 May.        Prime Minister chaired an urgent meeting with local authorities of the two hotspots amid surging cases of COVID-19 reported over the past few days. B c Giang Province has recorded 1,520 COVID-19 cases, mostly workers at industrial parks. B c Ninh has logged 624 cases, mainly in residential areas, while there is a risk of the virus spreading to industrial parks. Minister of Health had sent a special working group including leading medical experts to B c Giang to help with testing and treatment. Intensive care units had been built at B c Giang Lung Hospital and B c Ninh General Hospital. The Ministry will continue to mobilise human resources across the country at the request of the Prime Minister to help B c Giang and B c Ninh treat serious cases and avoid more deaths.  Prime Minister Ch nh said the infection source in B c Giang and B c Ninh came from two national hospitals. 257      베트남   수원국   보건의료           베트남, 10억 달러 상당의 코로나19 백신 기금 마련 추진       베트남 재무부(Ministry of Finance)는 코로나19 백신 기금 마련을 위한 정부의 승인을 구하고 있음.    베트남은 약 7천 5백만 명의 사람들의 백신 접종 시행을 위한 1억 5천만 도스(doses)의 백신을 추정 25조 2천억 동(10억 9천만 달러)의 비용으로 구입할 계획임. 이 중 21조 동은 백신 구매에 사용될 것이며 나머지는 운송, 상태 보존, 유통, 백신 접종 등의 이행 비용에 충당될 것임. 재무부는 백신 조달에 필요한 16조 동은 국가 예산 내에서 조달될 것이며 나머지 9.2 조 동은 지방, 기업, 기관 등에서 동원될 것이라고 밝힘.      코로나19 백신 기금 마련은 감염병 세계적 유행 대응관련 긴급 필요 사항들을 해결하고 백신화 계획을 위한 백신 구입 및 수입을 가속화하기 위해 필요함. 비영리 기금은 코로나19 백신의 후원, 구입 및 사용을 위한 재정 관리와 편성에 사용될 예정임.       이 백신 기금의 운용은 베트남의 국가 금융관리 기관과 감사기관의 감독하에 놓일 것임. 이에 관해, 자금 동원 및 지출을 정부와 국회에 보고해야 할 뿐 아니라 자금 출처, 기부자 명단 및 잔금 등을 공개해야 함.      Vi t Nam moves to establish $1 billion COVID-19 vaccine fund           The Ministry of Finance is seeking the Government’s approval for the establishment of a COVID-19 vaccine fund. Vietnam plans to buy 150 million doses of vaccine to inoculate about 75 million people at an estimated cost of VN 25.2 trillion (US$1.09 billion). Of the amount, VN 21 trillion will be used to purchase vaccines and the remainder will cover transportation, preservation, distribution and vaccination costs. The Ministry of Finance said VN 16 trillion for vaccine procurement will come from the State budget, while the remaining VN 9.2 trillion will be mobilised from localities, businesses and organisations.          The establishment of the COVID-19 vaccine fund is necessary to meet urgent requirements in the fight against the pandemic and speed up vaccine purchases and imports for the sake of the immunisation drive. The non-profit fund will manage and co-ordinate its finances for sponsorship, purchase and usage of COVID-19 vaccines.        The fund's operation will be placed under the supervision of State financial management institutions and the State Audit Office of Vi t Nam. 260      베트남   수원국   농림수산           베트남, 코로나19 상황에서 농산물 소비촉진 방안 마련         코로나19가 베트남에서 전국적으로 확산하고 있는 가운데, 농산물은 수확기에 접어들고 있음. 이러한 점을 고려하여, 베트남 농업농촌개발부(Ministry of Agriculture and Rural Development)는 화상 회의를 통해 코로나19 중 농산물 소비촉진 방안에 대한 6가지 과제를 제시함.         농업농촌개발부는 코로나19 시기 농산물 소비촉진을 위한 해결 과제로 중소기업 재정 지원 문제, 거래 지연에 따른 세금과 비용 증가에 관한 문제, 메콩강 삼각주 일대 및 일부 지역의 물류저장 시스템의 현지 수요 미충족 문제, 꽝닌(Quang Ninh)성, 랑선(Lang Son)성, 라오까이(Lao Cai)성 국경지대에서 농산물 규제 및 유통 문제를 지목함. 또한 생산을 위한 투입량 부족, 생산과 소비를 연결하는 효율적 운영 메커니즘 부족도 과제로 지정함.   위 과제에 대한 해결책으로 농업농촌개발부와 베트남 외교부(Ministry of Foreign Affairs), 베트남 산업무역부(Ministry of Industry and Trade), 베트남 재무부(Ministry of Finance)간 공동 대응팀을 구성하여 농산물 생산 및 국경지대 관련 문제를 신속하게 해결하는 방안이 제시됨. 또, 제품 분류, 보관, 질병 관리를 위한 신규 전환 지점 설치, 코로나19 대응을 위한 3가지 시나리오 구성을 통해 코로나에 대응하기로 함.         코로나19 상황에도 불구하고, 농수산물 수출은 지속적인 성장세를 유지하고 있음. 올해 첫 4개월간의 수출액은 400억 3,000만 달러로, 이는 지난해에 비해 35.8% 증가한 액수임. The genetic sequencing on several COVID-19 patients in Vi t Nam revealed the presence of two common coronavirus variants from the UK and India.    Reporting at the meeting, Minister of Health said that the fourth wave of COVID-19 in Vi t Nam included infections in industrial zones, multiple sources of infections and the presence of various coronavirus variants. The virus spread very fast, particularly in closed spaces without ventilation systems. Many COVID-19 patients suffered from more serious symptoms, thus required more intensive medical care than those in previous waves. Towards this end, the health ministry and Japan International Cooperation Agency (JICA) signed the Record of Discussion(RoD) on the project, Strengthening of the COVID-19 Test and Health Service Delivery yesterday. The RoD determines the mutual agreement to implement the project.  The project which will be implemented within a year intends to strengthen the COVID-19 test and provide equitable and quality health service. Through the project, the health ministry expects to ensure uninterrupted health services for all times to come. The project will also help enhance COVID testing and provide essential health care equipment. It will also help in conducting in-country workshops and seminars on COVID-19 testing.    “This project is basically intended for COVID related activities, as well as our health services. If you see the component of the project, basically we are going to get the equipment. For example, we will get some hemodialysis machines, x-ray machines, echo machines which will be stalled in our hospitals and it will definitely help our people. Then we will also be getting some refrigerated vans for the Royal Centre for Disease Control that will be used mainly for COVID related activities,” said Health Secretary Dr Pandup Tshering. The schools, institutes and offices will also remain closed, however, farming and movement of people within their Gewog are allowed.  Public bus service, shops and restaurants will also remain closed.  “We are going to trace both primary and secondary contacts of positive cases and will do a screening. The community screening will start tomorrow and will end on the 24th. Then we will send the samples and relaxation of lockdown will depend upon the results,” said Trashigang Dzongdag Chekey Gyeltshen, who heads the district COVID task force. Meanwhile, the community screening in Merag started today. And Merag and Saagteng Gewogs are under complete lockdown until further notice. 281      세네갈   국제개발협력파트너        농림수산           직업기술훈련기금(3FPT)-유엔식량농업기구(FAO) 파트너십 : 15,840 명의 청년들이 교육을 받고, 5,000개의 농업관련 기업이 창출됨.           FAO와 3FPT는 지난 5.10(월) 청년농가를 위한 통합모델 가속화 프로그램 파트너십 협정을 맺음. 가금류, 원예,어업 및 축산업 분야에서 청년 15,840명을 훈련시키고, 18억 FCFA로 추산되는 5,000개의 기업을 창출하는 것을 목표로 함. 285      세네갈   공여국   교육     중등 교육 개발 지원 2차 사업에 프랑스 개발청(AFD) 98 억 FCFA 지원 프랑스 개발청은 중등교육개발(ADEM) 프로젝트 개발을 재지원함. 프랑스 대사관 보도에 따르면, 아마두 호트(Amadou HOTT) 경제기획협력부 장관과 파트너십 협정을 체결했다고 밝힘.   동 체결식에는 마마우 탈라(Mamadou TALLA) 교육부 장관, 필립 랄리오트(Philippe Lalliot)가 참석함. 동 협정은 교육부의 프로젝트 2차 사업 이행에 있어 98억 FCFA를 지원하는 것임.        2019년 프랑스 개발청은 동 프로젝트 1차사업에서 초등학교에서 중/고등학교로의 전환에 1,500만 유로(56억 FCFA)를 지원했다고 알렉산드르 푸앙티에르(Alexandre Pointier) 프랑스개발청 세네갈사무소장이 언급함.         프랑스 개발청은 두번째 지원을 통해 다카르(Dakar), 티에스(Thies), 카올락(Kaolack)에서 중등교육을 받는 학생들의 수용능력을 향상시키는 것을 목표로 함. 동 프로젝트는 또한, 20여개의 교육기관을 건설하거나, 재건을 포함하고 있음. 건물 건설에 있어서 이후 지속가능성을 촉진하기 위해 생물기상학적인 건축과 인프라 유지 관리 개발을 반영한, 에너지 효율성을 개선하는 데 중점을 둘 예정임.                                                          L'agence fran aise de d veloppement a renouvel  son accompagnement dans la mise en œuvre du projet d'appui au d veloppement de l'enseignement moyen (Adem). Selon le document, cette convention vise   allouer   l' tat une enveloppe financi re de 9,8 milliards de Francs CFA pour soutenir le Minist re de l'Education Nationale dans la mise en oeuvre de la phase 2 du projet.   L'afd avait octroy  en 2019, un financement additionnel de 15 Millions d'euros (environ 5,6 milliards de Fcfa)   l' tat du S n gal pour soutenir, dans la premi re phase de l'Adem, la transition du primaire vers le coll ge et le lyc e, a rappel  Alexandre Pointier, Directeur de l'Afd au S n gal, dans le communiqu .          Le document infrme qu'  travers ce deuxi me soutien de l'Afd, il s'agit d'am liorer kes capacit s d'accueils et de r ussite des  l ves des  l ves das l'enseignement moyen et secondaire des r gions de Dakar, Thies, Kaolack. Le Projet ambitionnz  galement la construction ou la r habilitation d'une vingtaine d' tablissements d'enseignement. 286      세네갈   수원국   기타     케르 마사(Keur Massar) , 재형성된 다카르 주의 46번째 현    영토 분할 개혁의 일환으로 케르 마사(Keur Massar)는 세네갈의 46번째 현으로 지정됨. 새로운 개혁은 10년전에 발생한 국토불일치 건을 수정한 것임. 케르 마사(Keur Massar)는 피킨(Pikine) 현 내 16개의 시 중 하나였으며, 동 개혁은 내무부와  국토부에 의해 수행되어짐.           새로운 현 구성을 위해 북 욤불(Yeumbeul Nord)시 , 남 욤불(Yeumbeul Sud)시 그리고 말리카(Malika)시 3개의 시가 피킨(Pikine) 현에서 분리되었음. 또 다른  자싸이(Jaxaay) 시 역시 새로운 현으로 통합됨에 따라, 뤼피스크(Rufisque) 현을 떠남. 따라서 케르 마사(Keur Massar) 현은 6개의 시로 구성됨.                                                                             Dans le cadre de la r forme de d coupage territoriaux, Keur Massar sera  rig  46  d partement du S n gal. La nouvelle r forme corrige des incoherences territoriales n es, il y a 10 ans. Pour rappel,  Keur Massar  tait l'une des 16 communes du d partement de Pikine. La r forme est port e par le Minist re de l'Int rieur et le Minist re des Collectivit s territoriales.      Pour la composition de ce nouveau d partement, 3 autres communes (Yeumbeul Nord, Yeumbeul Sud et Malika) seront extraites du d partement de Pikine. Une autre Commune (Jaxaay) va quitter le d partement de Rufisque pour int grer le nouveau d partement. 287      세네갈   국제개발협력파트너        교육     포괄적인 교육 : 교육부는 '장애아동을 위한 자유로운 선택과 양질의 접근방식 결정(DEECLIQ)를 추구합니다.         교육부와 ACRA 재단은 5.19(수)에 '장애아동을 위한 자유로운 선택과 양질의 접근방식 결정(DEECLIQ)과 포괄적교육을 위한 학부모교사와 학생(PEEPITE) 두가지 프로젝트를 시작함. 동 이니셔티브는 이탈리아와 모나코의 개발협력기구가 자금을 지원하며, 두 지원을 통해 세네갈의 양질의 교육을 촉진하는 것을 목표로함. 이탈리아 밀라노에 본사를 둔 ACRA 재단 대표 Emilia Vavassori에 따르면DEECLIQ 및 PEEPITE 프로젝트는 이탈리아 개발 협력기구 (AICS)와 모나코 개발협력기구에서 2년간 각각 140만 유로와 35만 유로의 자금을 전액 지원한다고 밝힘. 동 프로젝트는 세두구(S dhiou), 콜다(Kolda), 까올락(Kaolack), 까프린(Kaffrine) 및 다카르(Dakar)의 5개 지역에있는 69 개 학교를 대상으로하며, 다카르(Dakar), 뤼피스크(Rufisque), 피킨-궤디아와예( Pikine-Gu diawaye)의 27개 학교가 포함됨. 2007년 부터 정부는 사회통합의 일환으로, 교육과 훈련을 통해 장애인 권리에 관한 협약비준 및 프로그램 정부는 사회 통합의 틀 안에서 교육과 훈련의 질과 투명성을 향상시키기 위한 많은 행동을 취해왔음(Paquet-Ef 2018-2030 전략).  이러한 노력에도 불구하고, 세네갈의 장애 아동은 항상 학교에 거의 접근할 수 없었음. 최근 연구에 따르면, 7-16세의 많은 장애아동이 학교에 가본 적이 없었다고 밝힘. 동 맥락에서 교육부와 이탈리아, 모나코의 개발협력기구는 세네갈 포용적 교육을 위한 공동의 조치를 취하기로 함.                                                                                      Le minist re de l’Education nationale et la Fondation Acra ont lanc  ce mercredi deux projets : Deecliq (D cidons d’une  ducation pour les enfants handicap s par des choix libres et une approche de qualit ) et Peepite (Parents enseignants et  l ves pour l’inclusion de tous   l’ cole). Les deux initiatives, financ es respectivement par l’Agence italienne pour la coop ration au d veloppement et la Coop ration mon gasque, visent   promouvoir une  ducation inclusive de qualit  au S n gal. La Fondation Aca bas e   Milan a  t  retenue avec son projet  D cidons d’une  ducation pour les enfants handicap s par des choix libres et une approche inclusive de qualit  . Selon Emilia Vavassori, repr sentante pays Acra, les projets Deecliq et Peepite sont enti rement financ s par l’Agence italienne pour la coop ration au d veloppement (Aics) et la Coop ration mon gasque res­pectivement   hauteur de 1,4 million d’euros et 350 mille euros pour une dur e de 24 mois. Le projet cible 69  coles dans les 5 r gions de S dhiou, Kolda, Kaolack, Kaffrine et Dakar dont 27  coles dans les Inspections d’Acad mie de Dakar, Rufisque et Pikine-Gu diawaye.     Depuis 2007, le Gouver­nement, dans le cadre de l’inclusion sociale, a pris beaucoup d’initiatives avec la ratification de la Convention relative aux droits des personnes handicap es et la dotation du Programme d’am lioration de la qualit  et de la transparence de l’ ducation et de la formation (Paquet-Ef 2018-2030). Malgr  tous ces efforts consentis, les enfants s n galais en situation de handicap ont toujours eu peu acc s   l’ cole. Beaucoup d’entre eux  g s de 7   16 ans n’ont jamais  t  scolaris s selon les derni res  tudes. 288      세네갈   공여국   농림수산           대한민국, 세네갈에 115억 FCFA를 지원      지난 5.4(화), 세네갈과 대한민국은 3개 분야의 협력지원을 약속함. 세부 사업은 포도르지역 미곡가치사슬 2차사업, 새마을 시범마을 조성, 인큐베이팅 센터 구축으로 총 115억 FCFA이 소요됨.      동 협약식에서 경제기획협력부 아마두 호트(Amadou HOTT)장관과 이남순 코이카 세네갈사무소장이 서명함. 동 장관은 협력의 본보기로 코이카의 새로운 지원에 사의를 표함.                                                                               Le S n gal et la Cor e du Sud ont sign , le mardi 04 mai 2021, 3 accords de coop ration sous forme de dons. 289      세네갈   공여국   보건의료           백신 캠페인 : 세네갈, 시노팜(Sinopharm) 30만 도즈를 기증받다.        중국은 세네갈의 코로나19대응을 위해 지원을 강화함. 중국 대사관 측에 따르면, 세네갈에 30만 도즈의 시노팜(Sinopharm) 백신과 약 30만개의 주사기를 제공함. 5.15-16사이에 에어세네갈을 통해 운송될 예정임. 중국은 지난 2월 세네갈에 20만도즈의  백신을 제공한 최초의 국가였으며, 이를 바탕으로 지난 2.23부터 백신예방접종 캠페인을 시작하였음.      세계보건기구(WHO)는 베이징서 중국 제약그룹인 시노팜(Sinopharm)에서 만든 코로나19 백신을 긴급 승인하였으며, 이는 공식 승인을 받은 6번째 백신임.                                                                                  La Chine renforce son appui au S n gall sur le front de la lutte contre la Covid-19. 290      세네갈   수원국   보건의료           세네갈 내 1년간 코로나19 현황, 말라리아 사망률의 3.5배, 결핵 사망률의 3배           아프리카 과학기술대학교가 주재한 한 회의에서 FANN대학 병원센터 감염병 전문가 Moussa SEYDI 교수는 세네갈 내 2020년 3월부터 2021년 3월까지 약 1년간의 코로나 19 사망률이 결핵과 말라리아 사망률 보다 높음에 관심을 기울여야한다고 언급함.      실제로 말라리아 260명, 결핵 420명과 비교했을 때, 코로나19로 인한 사망자 수는 888명임. 코로나19로 인한 사망률은 말라리아의 3.5배, 결핵의 3배임. 다른 병에 대한 관심 뿐만 아니라 코로나 19로 인한 피해를 무시해서는 안됨. 코로나19에 대한  2차 대응의 결과는 나쁘지 않았지만 성공이라고 단정짓기도 불분명하다고 전함.                                                                                     Lors d'une conf rence organis e par l'Universit  africaine des Sciences et Technologies, le Pr Moussa SEYDI, Infectiologue au Centre Hospitalier universitaire de Fann,  a estim  que le S n gal doit continuer   accorder plus d'attention   la Covid-19 qui a tu  plus de personnes que la tuberculose et le paludisme entre le 2 mars 2020 et le 2 mars 2021.  En effet, le Covid-19 a tu  888 personnes contre 260 pour le paludisme et 420 pour la tuberculose. 3,5 fois plus que le paludisme et 3 fois plus que la tuberculose. Mais, il pense qu'on doit s'occuper des autres pathologies mais on doit pas minimiser le Covid-19. 291      세네갈   공여국   기타     협력 : 일본, 유리섬유로 된 피로그(pirogue : 소형 고깃배) 제작을 위해 15억 FCFA을 지원.           ARAI Tatsuo 세네갈 주재 일본대사에 따르면, 어업에 종사하는 60만명의 세네갈인들을 위해 나무가 아닌 유리섬유로 된 피로그(소형 고깃배)로 대체하여 어업을 활성화시키는 매우 흥미로운 프로그램을 제안했다고 밝힘. 유리섬유로 된 보트는 빠르고 안정적이며, 연료 소비가 적기에 공해로 인한 피해를 줄일 수 있는 등 어부를 위한 다양한 장점을 가지고 있음.           세네갈 발전에 기여하고자 아프리카 개발 도쿄 회의(TICAD)에서는 3개 분야에서 양질의 인프라를 지원하는 프로젝트를 지원함. 다카르 항구의 방파제 재건 프로젝트, 해수 담수화 프로젝트, 그리고 건강분야에서 보편적인 건강보험(CMU)와 코로나19대응, 평화안보를 지원하고 있음.    올해, 일본과 세네갈은 수교 60주년을 맞이하였고, 일본 봉사자들을 세네갈에 파견한지 40주년을 맞이하였다는 것을 상기시키는 프로젝트라 할 수 있음.                                                                         Au S n gal, le secteur de la p che emploie plus de 600 000 personnes.    Le S n gal a mis sur pied un programme tr s int ressant de modernisation de la p che artisanale   travers le remplacement des pirogues en bois par des pirogues en fibre de verre. 292      세네갈   공여국   기타     부채 상환 합의 : 일본이 세네갈의 지불유예기간을 연장하다. 코로나19 상황에 의해 시험대에 오른 세네갈은 부채 상환을 통한 경제회복을 위해 최선을 다할 것임. 일본은 세네갈 정부의 지불유예를 허용하였음. 지난 5.20(목) 세네갈 재정예산부 장관과 세네갈 주재 일본대사는 부채상환의 일부를 구제하는 이니셔티브(ISSD) 각서 교환에 서명함. 동 서명은 작년 8월 세네갈과 파리클럽 회원국 간의 ISSD 글로벌 양해 각서의 체결을 따른 것임. 일본과 G20회원국을 포함한 22개의 채권국이 참여한 본 회의서 세네갈은 작년 5월부터 12월까지 지불 연기를 허락받았으며, 이번은 6월까지 연기하는 두 번째 연기였음.         세네갈 재정예산부 장관은 신흥국들이 건강의 위기를 극복할 수 있는 또다른 유예를 허락받기를 희망하고 있음.  동인에 따르면, 동 이니셔티브는 많은 국가가 부채상환에 대한 지불유예를 받음으로서 건강 및 사회적 회복에 대한 긴급지출에 대처할 수 있도록 도움. 일본이 2020년에 이어 2021년에도 이러한 지불유예를 허용한 것은 강한 연대를 위한 도약이라고 할 수 있음. 또한, 세네갈 정부가 이러한 이니셔티브에 힘입어 세네갈 내 일상생활에 대한 전염병의 영향을 완화하고 경제활동의 부활을 위해 우선순위의 비용을 충당할 수 있는 추가자원을 제공할 것임                                                                                Eprouv  par la pand mie du Covid-19, le S n gal va consacrer   sa relance  conomique une partie de ses ressources servant au remboursement de la dette. Le Japon a accord  un moratoire au gouvernement repoussant le paiement de la dette. Au cours d’une c r monie le 20/05/2021, le ministre des Finances et du budget et l’ambassadeur du Japon au S n gal ont proc d    la signature de l’ change de notes sur l’all gement d’une partie de la dette sous la forme d’un diff r  de paiement qui s’inscrit dans le cadre de l’Initiative de la suspension du service de la dette (Issd). Cette signature fait suite   la conclusion du Protocole d’accord global de mise en œuvre de l’Issd entre le S n gal et les pays membres du Club de Paris en ao t 2020. Une rencontre   laquelle participent les 22 pays cr anciers dont le Japon et les pays membres du G20, qui ont estim  que la R publique du S n gal est  ligible   cette suspension pr vue du 1er mai au 31 d cembre 2020. Il y a eu un deuxi me report qui devrait aller jusqu’en juin 2021.    Le Ministre des Finances et du budet du S n gal esp re une autre suspension pour permettre aux pays  mergents de se relever de la crise sanitaire. Selon lui cette initiative constitue un geste important qui a permis   de nombreux pays de b n ficier d’un moratoire pour le remboursement de la dette et de faire face aux d penses urgentes de sant  et de r silience sociale. C’est fort de cet  lan de solidarit , que le Japon a accord  un premier report de paiement en 2020 et un deuxi me en 2021. 293      세네갈   공여국   보건의료           코로나19 환자 관리 : 미국, 세네갈에 이동식 치료장치 제공.   미국의 협력을 통해 세네갈 요프(YOFF)지역의 순례자의 창고라고 할 수 있는 전염병치료센터에 의료장비를 제공한다. 보건사회행동부 공식보도에 따르면, 동 센터에 침대 30개, 단열 텐트 4개(행정서비스팀 1개, 입원시설용 3개), 35만리터 용량의 물탱크 3개, 연료 4,500리터의 용량을 가진 150kva 발전기 2개, 텐트 1개당 2개씩 총 8대의 에어컨, 박테리아, 바이러스 제거 및 공기 여과용 시스템 3대, 입원시설용 텐트 당 2개씩 총 6대의 음압제어시스템 등 매우 현대적인 시설이 포함되어 있음.           의료 장비를 증여받음으로서 보건사회행동부장관은 이러한 지원이 환자를 잘 보는데 의심할 여지가 없으며, 미국의 지원에 사의를 표함. 장관에 따르면, 미국이 세네갈의 보건발전을 위해 연간 6천만 달러를 지원함을 언급하였으며, 이에 세네갈 주재 미국대사는 코로나19 전염병 회복력을 축하함.                                                                                   LA coop ration am ricvaine met   la disposition du S n gal des  quipement m dicaux destin s au Centre de traitement des  pid mies, sis au hangar des p lerins de yoff. 294      세네갈   수원국   기타     아프리카 경제에 관한 파리 정상 회담서 마키 살(Macky SALL)대통령이 1000억의 DTS(IMF 특별인출권) 할당을 요청함.          코로나19로 인한 위기에서 벗어나려면, 아프리카와 같은 가난한 국가에서 경제를 되살리는 것이 필요한 사항임. 그리고 동 나라들은 많은 자원을 필요로 하다고 밝힘. 마키 살(Macky Sall)대통령의 탄원에 따라 파트너 국가들은 이를 받아들임. 엠마누엘 마크롱(Emmanuel Macron)  프랑스 대통령은 기자회견서 프랑스가 개발도상국의 할당량의 일부를 재할당할 것이며, 프랑스는 미국을 포함한 파트너국가들을 설득하기 위해 최선을 다하고 있음을 밝힘. IMF와 같은 기관도 같은 의견을 하고 있다고 밝힘.   실제로 전염병은 부채에 대한 출자자의 접근방식을 변화시킴. 국가가 주요 고용주로서, 전염병의 가속화되는 가운데, 경제활동의 여러부문을 죽이고 있는 현실에서 국가 자금 조달 능력을 제한하는 것은 비정상임. 따라서 주요 인사들은 패러다임의 전환을 요구함.  청년이 존재하는 나라에 가장 중요한 것은 경제회복을 보장하고, 훈련과 학습을 지속하는 것임. 국가의 헌신과 민간 이니셔티브의 촉진을 위해 자금이 사용되어야 한다고 주장함. 마키살 세네갈 대통령에 따르면, 대륙이 회복되지 않을 때, 혼란과 문제는 심화될 것이고, 심지어 테러를 포함한 파괴가 계속될 수 밖에 없음을 이야기하며, 청년을 위한 훈련, 고용, 회복의 중요성을 강조함.   선진국들은 자국민에게 백신을 접종을 한다고 해서 건강이 절대적으로 보장되는 것이 아니라는 인지하고 있고, 아프리카에서 2%에 불과한 예방접종률의 현재 추세가 지속된다면, 이후 매우 내성이 강한 변종이 생겨 백신의 효과를 복잡하게 만들 것이라고 함. 바이러스가 존재하는 이상 지구는 안전하지 않을 뿐임.         AU(아프리카연합)의 의장인 민주콩고공화국 대통령은 아스트라제네카 백신(AZ) 10만명이 접종을 받았음에도 불구하고, 자신의 나라에서 백신접종이 가능한 사람은 1만 명에 불과하며, 나머지는 대부분 국외거주자라고 밝힘. 이러한 백신이 만료되지 않도록 하기 위해서 국가는 백신이 가장 필요한 다른 국가에 백신을 제공해야하며, 특히 COVAX를 통해 지원하지 않는 일부 국가가 있는 한, 올해 말까지 대륙의 40%를 예방 접종 하고자 하는 의제의 달성이 어려워진다고 밝힘.                                                          La sortie du Covid-19 passera n cessairement par la relance de l’ conomie, surtout dans des pays aussi d munis que ceux d’Afrique. Dans un contexte o  l’Etat est le premier employeur, o  la pand mie et ses effets ont acc l r    tuer plusieurs pans de l’activit   conomique, il est anormal de limiter les capacit s des Etats   lever des fonds. Macky Sall, Felix Tshisekedi et Emmanuel Macron ont appel    un changement de paradigme. Mais le plus important, pour des pays   la jeunesse bouillonnante et pleine d’esp rance, c’est d’assurer la relance  conomique, garantir la formation et l’apprentissage. Toutes choses qui ont besoin de l’engagement des Etats, et de la promotion de l’initiative priv e. Une bonne partie de ces fonds devrait donc servir   cela. Car, dit Macky Sall,  si le continent n’assure pas sa relance, les perturbations et les probl mes vont s’accentuer. Et les destructions se poursuivre, sans parler du terrorisme qui d structure le continent. Car, la jeunesse a besoin de formation, d’emploi, de relance .      Les pays ont compris que vacciner ses propres populations, dans les pays industrialis s, ne leur garantit absolument pas la s curit  sanitaire. Si la tendance actuelle se poursuit, o  nous ne sommes qu’  2% de taux de vaccination en Afrique, il se d veloppera sur le continent africain, des variants extr mement r sistants, qui compliqueront l’efficacit  des vaccins. C’est dire que tant que le virus circulera encore quelque part dans le monde, la plan te ne sera pas en s curit .   Le Pr sident du Congo Kinshasa, pr sident en exercice de l’Ua, a indiqu  que dans son pays, malgr  le million cent mille doses re ues d’Astra Zeneca, on n’a pu vacciner que 10 mille personnes, et expatri es pour la plupart. Et pour que ces vaccins ne soient p rim s, le pays ad  les offrir   d’autres pays qui en avaient le plus besoin. Resources in Sri Lanka will support democracy programs and help strengthen economic governance.    The Development Assistance (DA) request of $284.9 million for South and Central Asia will promote sustainable development to resist coercive economic practices and unsustainable debt, and address climate security by improving natural resources management including energy generation and markets. This grant is part of the EU’s EUR 25 million support to the US$ 125 million project and will be administered by the World Bank.  Since inception in 2016, the Agriculture Sector Modernization Project has supported the Government of Sri Lanka’s efforts to increase agriculture productivity, boost the value addition of smallholder farmers and agribusinesses and to improve their access to markets.         “Sri Lanka is blessed with an agricultural sector with deep historical roots, which will continue to underpin rural livelihoods and enable the country to rise to future challenges,” said Faris. The two key messages are that Net Zero will be impossible to achieve without action on nitrogen, and that action on nitrogen will offer multiple co-benefits for health, nature and economy.      Delivering a statement to the event, on behalf of the President of Sri Lanka Gotabaya Rajapaksa, Foreign Minister Dinesh Gunawardena emphasized that “...Climate scientists have been studying and grappling with the impact of increased carbon dioxide emissions in the atmosphere for decades. 298      스리랑카           공여국   공공행정           스리랑카, 대한민국과 5억 달러 양허차관 체결         대한민국 정부는 한국수출입 은행의 대외경제협력기금(EDCF)을 통해 스리랑카와 양허차관을 체결하기로함. 이에 따라, 스리랑카 정부와 한국정부는 2020~2022년 새 기본약정을 체결하여 EDCF를 통한 차관으로 상호 합의된 프로젝트의 자금조달을 위해 총액 5억 달러까지 지원하기로 합의함.   해당 차관의 특별 이율은 0.15% - 0.20% 정도의 낮은 이율이며 상환기간은 40년, 유예기간은 10년임. 덧붙여, 양측은 2016년 1월 개관한 한국 수출입은행 스리랑카 사무소가 사업들을 잘 조율하고 추진 될 수 있도록 지속하는데 동의함.      차관의 기본약정에 재무부 차관 Attygalle와 주 스리랑카 한국대사 정운진대사가 각각 스리랑카 정부와 대한민국 정부를 대표하여 서명함.               Sri Lanka signs USD 500 Mn Concessional Loan with South Korea     The Government of the Republic of Korea has agreed to provide concessional loans from the Economic Development Cooperation Fund (EDCF) of the Export-Import Bank of Korea (KEximbank).Accordingly, the Government of the Republic of Korea and the Government of Sri Lanka have agreed to sign a new Framework Arrangement for the period of 2020-2022 to obtain loans through EDCF up to an aggregate commitment amount of USD 500 million to finance projects mutually agreed. The loan interest rate on this concessional loan is about as low as 0.15% -0.20% and the loan has a repayment period of about 40 years with a grace period of 10 years. 299      스리랑카           공여국   covid 대응         JICA, 스리랑카  코로나19 대응 강화 위해 긴급 지원 실시     JICA와 스리랑카 보건부는 스리랑카 코로나19 대응 강화를 위해 JICA의 긴급 기술 협력 지원 계약을 체결했음. 보건부 주요 공중보건의 Dr. Sanjeewa Munasinghe와 JICA 스리랑카 사무소장 Yamada Tetsuya는 코로나19 대응 강화 사업 계약에 서명함.           해당 사업은 환기장치, 중환자용 침대, 초음파 스캐너, 혈중가스분석기와 같은 코로나19 치료를 위한 필수 의료 기기들을 공급하는 것에 중점을 두고 있음. 이러한 의료기기들과 물품들은 지정된 병원 4곳(Theldeniya병원, Warakapola병원, Welikanda병원, Pimbura병원)에 제공될 예정임.       나아가, 사업은 의료진 대상 연수 프로그램을 제공하는데, 이는 지정 병원의 의료진을 대상으로 병원 내 감염 예방, 환자 안전 그리고 코로나19 를 비롯한 여타 감염병의 관리 사례를 다루며 일본 전문가들의 원격 교육으로 이루어 질 예정임.                     JICA emergency assistance to strengthen Covid-19 Response in Sri Lanka       Japan International Cooperation Agency (JICA) and Sri Lanka Ministry of Health, have signed a bilateral agreement for JICA’s emergency technical cooperation grant to strengthen the COVID-19 Response in Sri Lanka. 300      스리랑카           공여국   covid 대응         미국, 스리랑카에 1300만 루피 상당의 PCR 검사 키트 기부    화요일, 주 스리랑카 미국 대사관은 보건부에 1300만 루피 상당의 PCR 검사 키트 4,700개를 기증했음.  인도-태평양 개발 연합 책임자 Bradley Elder는 보건부의 제약 생산, 공급, 규제 담당 정무장관(State Minister)인 Channa 교수에게 이를 전달했음. 해당 부서의 전문가인 Dr. Sudarshini 함께 행사에 참석함.            Elder는 미국 정부가 대유행 발생 이후 스리랑카의 코로나19를 통제하기 위해 지원하고 있으며, 앞으로도 양국 관계를 더욱 강화하기 위해 지원을 이어갈 것이라고 밝힘. 미국은 공중보건 지원 분야의 세계적 리더로서 스리랑카 COVID-19 퇴치를 돕는데 전념하고 있다고 대사관은 말했음.        이 사업은 인도적 지원 및 재난 대응 목적으로 미국 국방부의 보조금으로 지원됐으며, 미국 대사관 민방위지원과가 물자 구매와 전달을 조율함. 보건부는 지원받은 PCR 검사 키트를 스리랑카 전역의 PCR검사소에 배포할 예정임.                  U.S. donates Rs. 13 million worth PCR test kits to Sri Lanka   The United States Embassy in Sri Lanka Tuesday donated 4,700 PCR test kits worth Rs. 13 million to the Ministry of Health. Bradley Elder, Director of Indo-Pacific Development Group symbolically handed over the donation to Prof. Channa Jayasumana, State Minister of Production, Supply and Regulation of Pharmaceuticals at the Health Ministry today. State Minister of Primary Health and Covid Control Specialist Dr. Sudarshini Fernandopulle also joined the occasion.       Elder stated that the United States Government has provided support for the control of Covid-19 in Sri Lanka since the pandemic’s inception, and will continue to do so to further strengthen the relationship between the two countries.
