101      라오스   국제기구           농림수산           관개국과 국제농업개발기금, 소규모 농작 지원         농림부의 관개국은 국제농업개발기금(IFAD)와 협력하여 코로나19 발병 동안 식량 안보 대응에 있어 소규모 농작을 위한 관개사업 개선 방안 지원을 가속화하는 중         최근 두 파트너 사이의 온라인 회의에서 관개 및 소규모 농업 사업 진행을 논의함. 이 사업은 라오스 정부와 IFAD의 자금 지원을 받고 있고, 총 3,000만 달러 규모의 ADB 하위 목표 분야의 일부   본 사업은 2019년 말부터 2025년까지 시행되고, 소규모 상품 생산 및 영양과 시장 통합의 연장에 있는 사업의 결과를 보완하기 위한 개발을 지원할 것            가난한 농촌 사람들이 지속 가능한 식량 및 영양 안보와 수익 수단에 대한 높은 기회를 가질 수 있도록 1980년 IFAD는 라오스에서 활동을 시작함  Irrigation department, IFAD supporting small-scale agriculture production     The Department of Irrigation, Ministry of Agriculture and Forestry in cooperation with International Fund for Agricultural Development (IFAD) in Laos are accelerating to support ways in improving irrigation projects for small-scale agriculture production in response of food security during the Covid-19 outbreak.        The online meeting between two partners recently discussed moving forward on Irrigation and Small-Scale Agriculture Projects which are funded by the Government of Laos and the International Fund for Agricultural Development and is part of the Asian Development Bank’s subtarget areas, with a total value of US$ 30 million. 102      라오스   수원국   보건의료           라오스, 러시아 스푸트니크V 백신 추가 확보 현재 러시아의 스푸트니크 V 코로나19 백신의 라오스 추가 공급에 관한 협상이 진행 중이라고 주라오스 러시아 대사관의 한 소식통이 전함. 러시아 가말레야 전염병 및 미생물학 연구소가 개발한 백신의 상업적 수입에 관한 논의도 진행 중  라오스 의료규제기관인 보건부 식품의약국은 스푸트니크 V를 등록하여 다른 백신과 같이 사용을 승인함. 가말레야 연구소에 따르면, 본 러시아 백신은 이미 65개 이상의 국가에 등록됨. 이들은 본 백신 효능이 90% 이상이라고 주장함          라오스의 스푸트니크 V 수입을 제안한 한 기업의 최고경영자는 자신의 회사가 상업적 수입과 관련하여 본 백신 개발자들과 양해각서를 체결했다고 말함          라오스 정부는 올해 말까지 700만 명 이상의 인구 중 50%에 백신을 투여할 계획. 이론상으로 코로나19로부터 라오스를 지키기 위해서는 인구의 70%가 백신 접종을 받을 필요가 있다고 라오스 국립 의과대학 부총장은 말함          Laos to get additional doses of Russia’s Sputnik V vaccine           Negotiations are currently underway regarding the supply of additional doses of Russia’s Sputnik V Covid-19 vaccine to Laos, a source at the Russian Embassy in Laos has said. Discussions are also being held regarding the commercial imports of the vaccine, developed by Russia’s Gamaleya Research Institute of Epidemiology and Microbiology, the source said. The Lao health regulator, the Food and Drug Department of the ministry, has registered Sputnik V, giving it the green light for use like other vaccines. The Russian vaccine is already registered in more than 65 countries, according to its developers. They have claimed that the vaccine’s efficacy is more than 90 percent. Mr Phouvong Souyavong, the Chief Executive Officer (CEO) of Atlantic International Group Sole Co Ltd, the company proposing to import Sputnik V into Laos, said his firm has signed a memorandum of understanding with the vaccine’s developers on commercial imports.          The Lao government has plans to vaccinate 50 percent of its seven-million-plus population by the end of this year. Some 28 villages in six of the city’s nine districts have been classified as red zones after recording Covid-19 infections.           The Vice Mayor of Vientiane, Mr Phouvong Vongkhamxao, said people living in red zones must not leave their homes unless absolutely necessary, and family gatherings, meetings or conferences of any kind are banned. Barber shops, casinos, gaming venues, cock fighting rings, tourist attractions and snooker clubs must remain closed    Village offices and essential government offices may remain open, while emergency service vehicles and personnel are allowed entrance to red zones. Garbage trucks will also be granted access.  In yellow zones , residents are forbidden from coming within 10 houses’ distance of the home of an infected person. On Wednesday, 46 cases were confirmed, bringing the countrywide total to 1,072, according to the National Taskforce for Covid-19 Prevention and Control.  More than 3,760 people have been admitted to 57 quarantine centres across the country and samples taken from them have been sent for Covid-19 tests.     To date, almost all provinces have recorded cases of the virus. 107      라오스   수원국   보건의료           학교 재개를 위한 청결한 위생 대비           교육국 국장에 따르면, 교육체육부는 학교 관리자들에게 코로나19 감염 위험을 줄이기 위해 학교를 청결히 유지하도록 지시함           바이러스 감염 위험이 높은 비엔티안과 주 내의 국립 및 사립 학교들은 교내와 교육장비가 청결하도록 소독을 실시하고 있는 중        수업 재개 준비를 위해 학교들은 손을 씻을 수 있는 세면대 설치, 비누와 마스크 제공 및 직원과 학생들의 체온을 검사할 준비를 갖추어야 한다고 교육체육부는 권고함. 또한 이들은 좌석 배치가 코로나19 국가 태스크포스가 권장하는 사회적 거리두기 지침 및 예방 조치를 따르도록 해야 함     코로나19 태스크포스는 교사와 학생들에게 현 상황을 주시하고 보건부의 소식을 모니터링하도록 권고함   Schools ensure good hygiene in readiness for reopening     The Ministry of Education and Sports has instructed school administrators to keep their premises clean to reduce the risk of Covid-19 infection, according to the General Education Department.    State and private schools in Vientiane and provinces where there is a high risk of virus infection are spraying disinfectant to ensure their grounds and educational equipment are clean. Pre-school and primary and secondary schools in particular are taking steps to reduce the risk of infection    In preparation for reopening, schools should  install hand washing basins, provide soap and face masks and be ready to check the temperature of staff and students to prevent the spread of infection, the ministry advised. The province reported 30 new cases on May 4, an increase of 26 compared to May 3.       The Governor of Champassak province, Dr Vilayvong Boudakham, on Tuesday met with authorities in Bachiang Chaleunsouk district to discuss ways to keep the virus in check.    Champassak officials will ensure that local residents are fully informed of the measures put in place to prevent and control the spread of Covid-19. They will also step up security measures by setting up checkpoints between districts to question people about their movements. Trucks carrying agricultural produce will be allowed to travel freely.           Officials will also encourage everyone to help prevent the spread of the virus by wearing facemasks, washing hands frequently soap, using hand sanitiser, and observing the social distancing rules. Employees, as well as visitors, should also have their temperature checked. Eight new cases were reported in Vientiane on Tuesday, down from 16 on Monday     The virus initially spread quickly in Vientiane, totalling 659 cases after a record number of infections were recorded on April 24. Meanwhile, 60 people have been discharged from hospitals and the total number of active cases now stands at 966.  Deputy Head of the Vientiane Taskforce for Covid-19 Prevention and Control, Mr Phouvong Vongkhamxay, announced the new figures at a press conference on Tuesday. He thanked all the individuals and organisations that had made donations and assisted in efforts to control the spread of Covid-19 in the capital.   Mr Phouvong said authorities are considering stricter lockdown measures to ensure the virus is brought fully under control. The ministry said it did not object to the proposal so long as the proposed cuts were approved by the state enterprise’s executive council        The proposal recommends a price reduction for three months beginning with electricity bills for April. The price cut would apply to the residents of all provinces under lockdown, meaning that consumers throughout the country will benefit from the proposed policy if it is approved, as the lockdown is now nationwide.          Meanwhile, the Ministry of Public Works and Transport has asked state water supply enterprises in the capital and provinces to consider policy changes. She had previously been diagnosed with diabetes and hypertension  The same vaccine has been given to thousands of people, most of whom have not experienced any problems. In the meantime, health officials urge everyone to get vaccinated in order to slow the spread of the deadly virus.        On Tuesday, 35 new Covid-19 cases were announced after 3,247 samples were tested. This brings the total number since March last year to 1,362, of whom 297 have been discharged from hospital. The pandemic has forced the Lao government to seal the country’s borders to contain the spread of the deadly virus, and this has affected several development projects, including the fifth Friendship Bridge         The Project Director, Mr Laythong Phommavong, told Vientiane Times recently that the bridge is being built by a Thai contractor. The builder was unable to send workers to the project site to complete construction activities that were part of the official plans           The construction work began five months ago, and the bridge is scheduled to take 36 months to complete. It will connect Borikhamxay province in Laos to Thailand’s northeastern province of Bueng Kan.  Since the second wave of Coronavirus infections erupted in Laos in April, the government has tightened controls on border with neighbouring countries as part of efforts to keep the virus from spreading. 143      말리     국제개발협력파트너        기타     서아프리카경제공동체(CEDEAO) : 말리 제재 결정을 위한 특별정상회담 개최     서아프리카 경제 공동체(ECOWAS)의 일원인 15개국의 수장은 5.30(일) 말리 군사 쿠데타에 대한 대응을 논의 예정임.            서아프리카경제공동체 정상회담에서는  ECOWAS 정상 회담 메뉴에는 말리에서 과도정부 바 은다우(Bah Ndaw) 대통령과 모크타르 우안(Moctar Ouane) 총리가 5.24(월) 구금되었으며, 아시미 고이타(Assimi Go ta)대령이 이끄는 군대에 의해 사임되었음. 따라서 이번 회담의 주요의제로는 동 문제가 주를 이룰 것으로 예상됨.       작년 8월 말리 내 쿠데타 이후로,  서아프리카 경제공동체는 모든 의사결정기관으로부터 말리를 제재하고,  회원국의 국경을 폐쇄함. 또한 기본적인 사항을 제외하고는 말리와의 금융 및 상업 교류를 중단했다고 밝힘.        대통령과 총리, 군부가 합의한 약속 이후, 18개월 만에 제재가 가해짐. 말리의 권력을 완전히 장악한 아시미 고이타(Assimi Go ta)대령은 2022년 선거 역시 장악할 것으로 전망함.                                                     Les quinze chef d’Etat et de gouvernement membres de la Communaut   conomique des Etats de l’Afrique de l’Ouest (Cedeao) se r uniront dimanche au Ghana pour examiner la r ponse   apporter au nouveau coup de force perp tr  par les militaires au Mali.   Au menu de ce sommet extraordinaire de la Cedeao, l’actualit  politique et militaire au Mali avec Bah Ndaw et Moctar Ouane, respectivement pr sident et Premier ministre de transition maliens, arr t s ( 24 Mai 2021)et d missionnaires selon les militaires dirig s par le colonel Assimi Go ta devrait  tre l’exclusif ordre du jour.
