201      미얀마   공여국   기술환경에너지   토탈(Total)과 셰브런(Chevron), 군정과 연계된 에너지 기업에 대한 일부 지급 중단        에너지 대기업인 프랑스의 토탈과 미국 셰브런이 지난 수요일, 미얀마 군정과의 관계를 중단하라는 거듭된 요구에 따라 군부에 의해 운영되는 국영기업과의 합작투자에 대한 지급을 일부 중단했다고 발표함.        석유와 가스 부문은 미얀마의 가장 큰 외화 공급원으로 연간 최소15억 달러 이상의 수익을 올리고 있음. 토탈은 지난 5월 12일 모타마가스운동주식회사(MGTC) 주주총회에서 토탈과 셰브런의 공동 제안에 따라 미얀마의 불안정한 상황을 감안하여 회사 주주들에 대한 현금 배분이 중단되었다고 밝힘. 해당 결과는 4월 1일에 소급 적용되었으며, 토탈(31.24%), 셰브런(28.26%), PTTEP(25.5%), 미얀마석유가스공사(15%)에 대한 MGTC의 현금 분배는 전면 중단되었음. 토탈은 유럽연합(EU)과 미국이 발표한 제재를 포함하여 관련 국제·국가 기관이 취할 수 있는 모든 결정을 준수할 것이라고 밝힘. 또한 토탈은 미얀마와 태국 지역 사람들에게 필요한 전력 공급에 차질이 없도록, 관련 법률에 따라 가스 생산을 유지하면서 야다나(Yadana) 유전 운영의 책임을 지속할 것이라고 밝힘.           Justice for Myanmar(JFM)는 토탈과 셰브런의 배당금 지급 중단 결정을 조심스럽게 환영하면서도 MGTC의 수입이 Yadana 유전이 미얀마 군부에 배분하는 총 지급액의 극히 일부에 불과하며, MOGE는 파이프라인 회사의 15%만 소유하고 있다고 지적함. JFM은 이번 결정이 토탈이 가스 수입, 로열티, 가스전 운영 비용 회수, MGTC로부터의 법인세 등을 포함한 군부에 대한 대부분의 지불금을 그대로 남겨두고 있다고 말하며, MOGE에 대해 즉각적인 제재를 거듭 촉구함. 지난달 프랑스Le Monde 신문이 조사한 바에 따르면 토탈의 미얀마 가스전 사업은 정부 대신 가스판매에서 해외계좌로 자금을 빼돌려 군정을 지원하고 있다고 밝힘. 프랑스 언론사에서 미얀마 군사 쿠데타 이후에 공개한 문서에 따르면 미얀마과 태국 국내시장에 가스를 공급하는Yadana유전은 육군 장교와 퇴역 장교들이 관리하는 MOGE로 수익을 전환하고 있음. 또한 셰브런은 MOGE와 오랜 파트너십을 맺고 있으며, 두 회사는 Yadana유전 프로젝트 공동 투자자로, 이는 미얀마 해양 프로젝트의 전체 석유 및 가스 생산량 42%를 차지함.            Total, Chevron suspend some payments to Myanmar Junta-linked energy firm In response to repeated calls to cut ties with the military regime in Myanmar, energy giants Total of France and Chevron of the US on Wednesday announced they have suspended some payments to their joint venture with a state-owned company controlled by the coup leaders.   The oil-and-gas sector is Myanmar’s largest source of foreign exchange, earning at least US$1.5 billion annually. Total said that in light of the unstable context in Myanmar, following a joint proposal by Total and Chevron at a shareholders meeting of Moattama Gas Transportation Company Limited (MGTC) on May 12, distribution of cash to the shareholders of the company has been suspended. The decision is retroactively effective April 1. All cash distributions by MGTC to its shareholders, Total (31.24%), Chevron (28.26%), PTTEP (25.5%) and Myanma Oil and Gas Enterprise (MOGE) (15%) are suspended. Total said that it will comply with any decision that may be taken by the relevant international and national authorities, including applicable sanctions issued by the EU or the US. Total said it will continue to act as a responsible operator of the Yadana field, maintaining the production of gas in accordance with applicable laws, so as not to disrupt the electricity supply that is vital to the local populations of Myanmar and Thailand.   While cautiously welcoming Total and Chevron’s decision to suspend dividend payments, Justice for Myanmar (JFM) pointed out that income from MGTC accounts for only a small fraction of total payments from the Yadana project to the Myanmar military. MOGE owns just 15% of the pipeline company. JFM said the latest decision leaves intact the vast majority of payments to the junta facilitated by Total, which include the state’s share of gas revenue, royalties and cost recovery from the Yadana gas field operation and corporate income tax from MGTC. The group reiterated its calls for the immediate sanctioning of MOGE. An investigation by France’s Le Monde newspaper revealed last month that Total’s gas operation in Myanmar has been propping up the military junta by diverting funds from gas sales to offshore accounts instead of the government. According to documents accessed by the French newspaper and released after the military coup, the Yadana gas field, which supplies gas to local markets in Myanmar and Thailand, is diverting revenue to the MOGE, which is managed by army officers and retired officers. Chevron also has a longstanding partnership with MOGE. 202      미얀마   공여국   기타     일본, 세계식량계획(WFP)을 통한 식량지원 약속       일본 외무성은 미얀마 식량 지원을 위해 세계식량계획(WFP)을 통해 400만 달러의 긴급 보조금을 지원할 것이라고 발표함. WFP 성명에 따르면, 양곤 주변의 약 60만 명의 사람들에게 도움이 지원될 것임.  WFP는 향후 6개월 동안340만명 이상의 사람들, 특히 도시 지역 사람들이 기아에 직면할 것이라고 추정하고 있음.                                    Japan pledges food aid through WFP       Japan's ministry of foreign affairs announces that it will provide emergency grant aid of $4 million through the World Food Programme(WFP) for food assistance in Myanmar. It will help WFP to provide assistance to some 600,000 people around Yangon, according to a WFP statement. 203      미얀마   수원국   교육     군총사령관, 모든 시민이 교육을 받고 교육 자격을 높일 수 있는 기회를 창출하는데 우선권 부여 필요 강조          민아웅흘라잉 군총사령관은 5월 10일 네피도에서 개최된 국가행정위원회(SAC)회의를 주재하며 다음과 같이 연설함.          헌법은 모든 국민이 의무적으로 기초교육을 받도록 규정하고 있는 만큼 모든 국민이 교육을 받고 교육 자격을 높일 수 있는 기회를 만드는 데 우선권이 주어져야 함. 또한, 교육 과정은 이전 정부에서 승인한 30년 국가 교육 진흥 장기 계획에 따라 사용되며, 학교 개교를 방해하는 것은 국가를 파괴하는 매우 나쁜 행위임. 이러한 파괴적인 행위에 대해 효과적인 조치를 취해야 하며, 행정 조치의 취약성과 정치적 공격에 따른 오해로 CDM에 가입한 교사들은 각 학교에 보고해야 함. 또한, 교사들의 요구 사항은 개교기간 동안 충족될 것임.       수도원 교육 학교는 미얀마의 교육 시스템에 많은 기여를 하고 있음. 수도원 교육 학교의 원활한 교육을 위해 필요한 지원이 제공되어야 하며, 공휴일은 국가 발전을 위한 업무 과정에 해를 끼치지 않도록 고려해야함.                 Priority must be given to creating chances for every citizen to learn the education and enhance the education qualification: Senior General        State Administration Councio Chairman Senior General Min Aung Hlang Presides over the SAC meeting 10/2021 in Nay Pyi Taw on 10 May 2021.          The constitution stipulates that every citizen shall compulsorily learn basic education. As such, priority must be given to creating the chances for every citizen to learn the education and enhance the education qualification. The curricula are being used in line with the 30-year national education promotion long-term plan approved by the previous governments. Disturbance to the opening of schools is the acts of destroying the country, and it is very bad. Effective action must be taken against these destructive acts. The teachers who joined the CDM due to misunderstanding based on the weakness in administrative measures and political attacks need to report back to the respective schools. The requirements of teachers will be fulfilled during the school opening period.   Monastic education schools have been contributing much to Myanmar’s education system. As such, necessary assistance must be provided for the smooth teaching of monastic education schools. 204      미얀마   수원국   기타     기초 식재료 가격 최대15%까지 인상         국내 식품 기업가와 생선 및 육류 도매업체에 따르면, 일부 기초 식품 가격이 10~15%까지 인상되었으며, 가격이 급등한 주요 식품은 쌀, 식용유, 육류, 채소, 의약품임. 판매자와 구매자들은 2월 1일부터 가격 인상이 시작되었으며, 가격 인하의 기미는 보이지 않고 있다고 말함. 최근 일반 쌀 가격은 안정세를 유지하고 있으나 고품질의 Pawhsan Taungpyan쌀은 한 포대에 40,000짯에서 50,000짯으로, Pyapon Pawhsanhmway쌀은 포대당 40,500짯에서 48,000짯으로 상승함. 고품질 쌀은10~15%까지 가격이 상승했으며, Mazin 브랜드 1.8L 식용유 한 병이 3,500짯에서4,500~4,600짯으로 상승함. 한편, 식용유 판매업체들에 따르면 식용유 한 통(10viss) 가격이 60,000짯에서 65,000~70,000짯으로 상승했음.          닭고기는 한 마리 당 5,000짯에서 약 6,000짯으로, 미얀마 토종닭은 7,000짯에서 10,000짯으로 상승, 돼지고기는 viss당 8,000짯에서 12,000짯으로 상승함. 채소 가격도 두 배로 올랐으며 의약품 등 일부 소비재 가격도 오름세를 보이고 있음.                    Basic food prices increase up to 15 percent          Prices of some basic foodstuffs have increased by 10 to 15 percent, according to local foodstuff entrepreneurs and fish and meat wholesalers. The major foodstuffs seeing a sharp increase in price are rice, cooking oil, meat, vegetables and medicines. Increasing prices have started since February 1, and they are showing no signs of decreasing again, said sellers and buyers alike.      Normal rice prices remain stable but the price of Pawhsan Taungpyan rice with better quality has increased from over Ks40,000 to around Ks50,000 per bag containing 24 pyis. Meanwhile, the price of Pyapon Pawhsanhmway has increased to Ks40,500 or K48,000. Prices of quality rice have increased by 10 percent to 15 percent.  The price of a 1.8-litre bottle of Mazin brand vegetable oil has increased from Ks3,500 to Ks4,500 or 4,600. In the meantime, the price of one container of groundnut oil (10 viss) has increased from Ks60,000 to Ks65,000 or Ks70,000, according to oil dealers. The price of farm chicken has increased from Ks5,000 to around Ks6,000 per viss and that of traditional Bamar chicken from Ks7,000 to Ks10,000. Pork price has increased to Ks12,000 per viss up from Ks8,500. 205      미얀마   수원국   기타     ATM대기열이 줄어들 기미가 보이지 않고, 불법 암시장 등장   현지 소식통에 따르면 미얀마 민간은행 현금인출기(ATM)에서 돈을 인출하기 위해 기다리는 대기열은 줄어들 기미가 보이지 않고 있으며, 수수료를 받고 현금을 거래하는 암시장이 등장했다고 전함. 현금인출을 위해 여전히 ATM에 줄을 서는 사람들이 있는 반면, 일정 비율의 수수료를 받고 현금을 주는 시장도 있으며, 이는 지난 일주일 넘게 사용되었음. 이전에는 현금이 필요한 사람들이 5%의 수수료를 지불해야 했지만, 지금은 최대 7%에 달해, 이러한 암시장이 몇몇 사람들 사이에서 비판을 받고 있음.    미얀마 중앙은행(CBM)은 4월 29일 국영방송을 통해 AYA, KBZ, Inwa, CB, Ayeyarwaddy Farmers Development Bank(농업개발은행) 등 5개 민영은행이 온라인 뱅킹 서비스를 재개했다고 전하며, CBM은 일시적인 인터넷 차단 기간 동안 인터넷을 통해 운영되는 금융 시스템과 애플리케이션이 정상적으로 운영될 수 있도록 최선을 다했다고 밝힘. 또한, 지난 4월 28일 모바일 뱅킹, 인터넷 뱅킹, 모바일 Top-up, 카드 충전, 청구서 결제, 카드(Visa, Master) 결제, 계좌이체, CBM net의 CCT 기능 등 온라인 서비스가 재개됐음에도 불구하고 ATM 대기열은 줄어들 기미를 보이지 않았으며, 보도에 따르면 일부 사람들은 새벽 4시부터 ATM에 대기를 시작한다고 함. 현재는 어떤 ATM을 사용할 수 있는지에 대한 발표가 매일 공지되고 있으나, ATM에서 인출할 수 있는 현금 제한은 은행에 따라 다름. 현재 하루 최대 KBZ 20만짯, Yoma 30만짯, AGD은행15만짯, CB은행은 30만짯 인출 가능함.            CBM 부총재 윈따우(Win Thaw)는 지난 5월 7일 기자회견에서 은행에 예치된 돈은 어떤 이유로도 손실되지 않을 것이라고 약속함. 또한 당국은 일정 비율의 수수료를 받고 현금 거래하는 암시장 종사자들에 대해 효과적인 조치를 취할 것이라고 경고함.                 Queues at ATMs show no signs of decreasing, illegal payment market has emerged   Queues of people waiting to withdraw money from ATMs of private banks in Myanmar show no signs of decreasing, and a black market has emerged where a required amount of cash is given on commission, according to local sources. While there are those still queuing at ATMs for their cash withdrawals, there is also such a market where cash is given on a certain percent commission.  The practice has been used for over a week. Earlier, those needing cash had to pay 5% commission, but now it has reached up to 7%. However, such a black market has attracted criticism among some people.            The Central Bank of Myanmar (CBM) announced on State TV on April 29 that 5 private banks; AYA Bank, KBZ, Inwa Bank, CB and Ayeyarwaddy Farmers Development Bank had resumed their online banking services via mobile internet. CBM said during temporary internet blackouts, it tried its best for financial systems and applications run via the internet to return to normal. Online banking services such as mobile banking, internet banking, mobile top-up, other cards top-up, bill payments, visa, master and credit card payments, all ATMs, bank pay, account to account transfer, wallet to wallet, bank to wallet, wallet to bank and CCT functions of CBM net resumed on April 28. However ATM queues have shown no signs of decreasing. Some reportedly start their queue at an ATM after 4 am in the early morning. Currently, daily announcements are being made about which ATMs can be used.  The amounts of cash that can be taken out from ATMs of the private banks are different. 206      미얀마   수원국   기타     군총사령관, 정세 안정 시 1년 내 선거 진행 의사 밝혀         중국 언론사 Phoenix의 5 월 20 일 화상 인터뷰에 따르면 민아웅흘라잉(Min Aung Hlaing) 총사령관은 안전한 환경에서 선거가 가능하다면 1 년 내에 선거가 치러질 것이라고 말함. 인터뷰 전체 내용이 공개되지는 않았으나 선거에 관한 해당 정보는 5월 22일에 공개됨. 군총사령관은 시위에 대한 군부의 탄압으로 인해 700 명이상의 사망자가 발생했다는 비판을 부인함.     군부는 해당 인터뷰와 관련하여 요약된 뉴스를 발표했지만, 아직 인터뷰 전체는 공개하지 않음. 군총사령관은 Phoenix의 정치부 기자 푸샤오티안(Fu Xiao Tian)이 주최한 ‘세계 지도자와의 대화’프로그램 인터뷰에 참석하여 유권자 사기 주장, 휴전 활동, 미얀마-중국 국경 문제, 라카인 지역 문제 등 현재 정치 문제를 논의했다고 밝힘.                            Elections in a year if conditions are safe: Senior General   According to the May 20 video conferencing interview by a Chinese media called Phoenix, the Senior General Min Aung Hlaing said that elections will be held in a year if it is possible to do so in a safe environment. While the full extent of the interview has yet to be released, this particular snippet regarding the election was published on May 22. He denies the criticisms that there have been over 700 deaths from crackdowns on protests.   The military had also issued a summarized news update regarding this interview but also has yet to disclose the full extent of the interview. 207      미얀마   수원국   기타     국가행정위원회(SAC) 대변인, ASEAN 의장과 사무총장의 미얀마 공식 순방일정 미통보           국가행정위원회 대변인 조민툰(Zaw Min Tun)준장에 따르면 ASEAN 의장과 사무총장의 미얀마 방문은 아직 공식 통보되지 않음.      대변인은 15일 열린 기자회견에서 미얀마 방문과 관련된 공식 통보는 없었다고 말함. 해당 일정에 대해 국가행정위원회(SAC)는 관여하지 않고, 외교부와 ASEAN 관계자와의 논의가 있을 것으로 예상된다고 전함. 관련하여, ASEAN 관계자와의 미팅은 있지만 미얀마 방문은 아니며, 방문 자체에 대한 통지는 아직 없다고 말함. 또한 SAC는 ASEAN 지도자들의 제안을 인지하고 있으며 논의 후 발표한 3가지 성명을 근거로 추진해 나갈 것이라고 전함.         3가지 성명은 미얀마에 대한 긍정적인 제안에 감사하고 ASEAN의 의견을 고려할 것이며, 국가 안정에 따라 ASEAN 순방을 추진하고, 국가에 도움이 된다면 SAC의 5단계 계획에 ASEAN의 노력이 포함될 것이라는 점임.                ASEAN Chair and Secretary-General’s trip to Myanmar yet to be officially notified: SAC spokesperson      According to Brig-Gen Zaw Min Tun, the alleged trip of the Asean's Chair and Secretary-General to Myanmar has yet to be officially notified.       At the press conference on May 15, Brig-Gen Zaw Min Tun says that In regards to the trip, there hasn't been any official notification. And the other thing is that we are not involved in this but there is supposed to be a discussion with the foreign ministry and Asean officials. So there is a meeting but it is not a trip to here. As I've said, there hasn't been any notification about the trip itself. We are aware of the suggestions by Asean leaders. In regards to those, we had issued a three-point statement after the SAC discussed them. We will be going forward based on those three points. 208      미얀마   수원국   교육     기술 및 컴퓨터 대학을 위한 재무관리 교육 과정 개최          고등교육 부문(기술 대학 및 컴퓨터 연구) 재무관리 교육 과정이 어제 오전 네피도에서 열림. 교육부 뉸페(Nyunt Pe)장관은 개강식에서 숙련된 근로자가 없다면 금융 분야가 교과부에서 가장 큰 문제가 될 것이며, 좋은 의도로 일하지만 금융규정을 지키지 않으면 해고당할 수 있고, 실제로 해고당하는 경우가 종종 발생한다고 말함. 또한 장관은 공무원이 정당 정치에서 자유로워지고, 담당자들과 문제를 조정하고 재정 규정에 따라 허용된 기금을 효과적이고 효율적으로 사용하는 것이 필요하다고 덧붙임.       이번 교육은 기획예산, 재무관리, 재무 규칙, 규정의 세가지 주제로 진행됨.                 Financial management refresher course held for technological and computer universities   THE Higher Education Sector (Technological Universities and Computer Studies) Financial Management Refresher Course was held yesterday morning in Nay Pyi Taw. At the course opening ceremony, Union Minister for Education Dr Nyunt Pe said the financial sector would be the biggest problem in the ministry if there were no skilled workers. 209      미얀마   수원국   농림수산           축산 및 수산개발을 위한 연구 확대           농축산관개부 장관은 5월 10일에 Talote Hla 수산 양식장, Twantay 수산 연구소 및 양식장, 에야와디주 Maubin 타운십 연구원들과 만남을 가지고, 축산 및 수산 부문 개발에 필요한 연구 활동이 확대될 것이라고 밝힘.    회의에서 장관은 영양이 풍부하고 건강한 인적자원이 넘쳐나는 나라로 되기 위해서는 사람들이 양질의 신선한 생선을 소비할 수 있어야 한다고 말함. 이러한 제품의 많은 생산은 국내 소비뿐 아니라 수출 촉진에도 도움이 될 것이며, 축산과 수산업 분야의 발전을 위한 연구 작업이 확대될 것임. 또한 장관은 모든 분야 연구 작업의 중요성을 덧붙이며, 해당 분야 전문가들에게 가능한 빨리 관심있는 대학 및 사립 기관과 협력할 것을 촉구함.       Talote Hla 수산양식장, Twantay 수산연구소 및 Maubin 타운십의 수산 양식장은 토착 어류를 그룹으로 나누어 연구를 진행하고 있음. 번식은 자연에 가장 가까운 번식 연못에서 수행됨. 연령과 번식에 따른 생식기관 발달에 대한 연구가 진행되고 있으며, 현지 시장에서 인기가 높은 농어와 은바브어의 상업적 번식을 위한 부화장을 생산하기 위해 노력하고 있음. 또한 해당 수산 양식장 연구소는 자연 및 주입 방법으로 혈통 어종 생산, 보다 나은 양식법을 위한 ASEAN 우수양식업 관행지침(GAqP) 기술 지원, Maubin 대학의 동물학 전공 학생들과 민간 기업 및 지역 농민에게 실습 교육을 제공하고 있음.                    Research work to be expanded for livestock and fisheries development        According to the Union Minister for MoALI, necessary research work will be expanded to develop the livestock and fisheries sector. Union Minister met officials from the Talote Hla Fisheries Camp, Twantay Fisheries Institute and fisheries camp, and researchers from Maubin Township, Ayeyawady Region on 10 May.   During the meeting, he said the people must be able to consume quality fresh fish to stand as the country rich in nutritious and healthy human resources. Excessive production of these products will benefit not only domestic consumption also export promotion. Research work will be expanded for the development of the livestock and fisheries sector. He added the importance of research work every sector. He urged the professionals to work together with interested universities and private institutions as soon as possible. Breeding is carried out in breeding ponds closest to natural waters. Researches are being done on the development of their reproductive organs according to their age and breeding. Efforts are being made to produce hatcheries for commercial breeding of Perch and silver-hued barb, which are popular in the local market. Total said in a statement the decision was made at a May 12 meeting of shareholders of Moattama Gas Transportation Company Limited        MGTC also includes the French firm, Chevron, and the Myanma Oil and Gas Enterprise, which has been under military control since military coup. It added that it would comply with any potential sanctions against the junta from the EU or US.         The MGTC-operated pipeline, which is 15% owned by MOGE, brings gas from the offshore Yadana field operated by Total to Myanmar’s border with Thailand. He also discussed the production of market potential farming products, plans to promote income and living standard of the local populace, distinct agricultural farmland area of Taninthayi and state peace and economic development for the proper income and living standard. He also said the region has distinct farmland for oil palm plantations, rubber, cocoa, perennial crops and other seasonal plants, and the businesses like fishing, fish and prawn farming, and other marine product production. Therefore, if the relevant officials adopt the proper ways with the private sectors, there would be growth in these sectors in short term.   According to proper climate condition, it should encourage the private sectors in animal farming and fish and prawn farming sectors using research and modern techniques. It should create a specific market for the farmers by organizing cooperative organizations to ensure solid capital, loan to expand the operations and opportunity to enter the wholesale market. The ceremony was attended by Union Minister for Construction U Shwe Lay, Chairman of the Kayin State Administration Council U Saw Myint Oo and members of the council, officials from the ministry and relevant departments/organizations and residents.    At the meeting, Union Minister U Shwe Lay said the Eindu-Kawkareik road is part of the Greater Mekong Sub-region East-West Economic Corridor and also part of the India-Myanmar-Thailand trilateral road. Viet Nam, Laos and Thailand have completed their parts in the East-West Economic Corridor as Asian Highway Standard Class 2-level. Myanmar has just upgraded its parts of the road.      He said the upgraded Eindu-Kawkareik road would be a major trade route connecting with neighboring Thailand. It would speed up the flow of goods and reduce transport costs for regional and international vehicles. As part of the project, upgrading Kyondoe port ring road will also benefit from transporting goods from Laos and Viet Nam to Mawlamyine in a short time at a low cost. Prior to the start of Monday’s hearing, the deposed state counsellor met for about 30 minutes with defense lawyer Min Min Soe and 5 other members of the defense team alongside President Win Myint and Naypyidaw Council Chairman Myo Aung. She faces 6 charges. If convicted she could face up to 14 years in prison. Min Min Soe said that during the meeting Aung San Suu Kyi expressed her concern for the health of the people of Myanmar, and said that her party, the National League for Democracy, was built for the people, so it would continue to exist as long as the people exist.  Aung San Suu Kyi’s trial had been conducted since late February by online video, with Monday the first time she appeared in person for a special tribunal set up by the junta-appointed Supreme Court. The court also heard the other two defendants’ cases on Monday. They face charges of violating COVID-19 restrictions and causing public unrest. Myanmar’s coffee export has dropped by half last year on the weak demand triggered by the coronavirus. Typically, Myanmar exports about 500-600 tonnes of coffee to external markets.  The volume plummeted to 300 tonnes last year, said an official of the Myanmar Coffee Association. The impacts of coronavirus hurt the coffee industry as the lockdown, and physical distancing caused a reduction in consumption.          Myanmar primarily produces Arabica coffee. Specialty coffee fetches as much as US$4,500-10,000 per tonne, which are highly demanded because of their high quality and organic production. Myanmar’s coffee has already earned a good reputation. It has penetrated markets in Asia such as Hong Kong and Singapore, and European countries and the US and it also has a good potential in the global market.        Myanmar’s coffee has grabbed a market share in the US with the contribution of USAID and WinRock International NGO. Efforts are being made to penetrate markets in Japan, the Republic of Korea, and Canada. At present, the export volume of coffee is extremely low, tracking the negative impacts of the coronavirus. 219      미얀마   국제기구           기타     유엔개발계획(UNDP), 2022년까지 미얀마 인구의 절반이 빈곤에 빠질 위험 경고           유엔개발계획(UNDP)은 COVID-19 대유행과 군부 쿠데타로 촉발된 미얀마의 이중적 정치 위기 영향으로 2022년까지 거의 인구의 절반 또는, 2,500 만여명이 빈곤에 빠질 수 있다고 경고함. 유엔 사무총장보 카니 위냐라자(Kanni Wignaraja) UNDP 아시아 태평양 지역국장은 지난 10년간의 민주화 전환 과정에서 이루어진 발전이 몇 달 만에 사라지고 있다며 국가의 발전은 군부 통치를 받았던 2005년으로 되돌아갈 수 있다고 전함.      연구결과에 따르면 COVID-19로 인해 작년 말까지 평균 83%의 가구 소득이 거의 절반으로 줄었음. 빈곤선 이하의 인구는 전염병의 사회 경제적 영향으로 인해 11% 가량 증가한 것으로 추정됨. 한편, 지난 2월 1일 쿠데타 이후 악화되고 있는 미얀마의 안보 상황과 인권개발에 대한 위협이 내년 초까지 빈곤율을 12% 가량 증가시킬 수 있으며, 해당 위기는 여성과 어린이들이 가장 클 것이라고 말함. 또한, 도시 빈곤이 3배로 증가할 것으로 예상되는 반면, 안보 상황은 공급망을 파괴하고 농산물을 포함한 사람, 서비스, 상품 등의 이동을 방해하고 있다고 말함. 미얀마 통화에 대한 압박은 수입과 에너지 가격을 상승 시켰지만 은행 시스템은 여전히 마비되어 있음. The development gains made during a decade of democratic transition, however imperfect it may have been, is being erased in a matter of months, U.N. Assistant Secretary-General and UNDP Regional Director for Asia and the Pacific, Kanni Wignaraja said, adding the country's progress may be set back to 2005, when it was also under military rule.       The study showed that by the end of last year, on average, 83% of households incomes had been cut almost in half due to the pandemic. The number of people living below the poverty line is estimated to have increased by 11 percentage points due to the socio-economic effects of the pandemic. Meanwhile, the report says a deteriorating security situation, and threats to human rights and development, in Myanmar since the Feb. 1 coup could drive the poverty rate up by a further 12 percentage points by early next year. The report says women and children are set to bear the heaviest burden of the crises. The report said urban poverty is expected to triple, while the security situation was fracturing supply chains and hindering the movement of people, services, and commodities, including agricultural goods. Pressure on Myanmar's currency has also increased the price of imports and energy, while the banking system remains paralyzed. According to 13th National Party Congress report, “Public investment will be focused on key sectors of the economy, key works and projects which have spillover effects and can create socioecomomic development momentum, and create breakthroughs in attracting capital from domestic and foreign private sources under the form of public-private partnerships (PPPs),” “All loans must be strictly controlled in order to invest into socioeconomic infrastructure. 240      베트남   수원국   기술환경에너지   Z세대, 기술이 일자리에 미치는 영향에 가장 비관적인 것으로 밝혀져   PwC 베트남 법인은 베트남 내 Z세대(11세부터 26세까지)의 11%가 미래 기술이 일자리에 미치는 영향에 대해 '우려된다'고 응답했다고 함. 이는 모든 세대의 응답을 통틀어 가장 낙관적이지 못한 수치임. Z세대는 특히 기술로 인해 자신들의 역할이 불필요해질 것이라는 점과 그들이 적절한 역량을 갖추고 있지 않고, 그 역량들을 습득할 수 없을 것이라는 점에서 특히 우려를 표하고 있음.       Z세대 응답자 중 46%는 정부와 기업체들이 필요한 기술을 익히는 데 도움을 줄 것으로 기대한다고 얘기함. 조사에 따르면 베트남의 젊은 세대들은 기술 관련 지식이 풍부하지만, 4차 산업혁명 시대에 요구되는 정식적인 기술 훈련과 소프트 스킬(soft skill)은 여전히 부족하다라고 함.   Z세대 중 80%가 원격 근무를 근무 방식의 새로운 기준으로 예상하며,  57%는 재택근무 방식이 생산적이라고 얘기함. 이는 응답한 모든 세대 중 가장 높은 비율임.      베트남 통계청(General Statistics Office)에 따르면 2019년 근로자 중 약 1,300만 명이 Z세대라고 함. PwC는 2025년까지 근로자의 3분의 1을 Z세대가 차지할 것으로 추산함.    Gen Z least optimistic about technology impact on jobs      Eleven percent of Gen Z, described as those aged between 11 and 26, is nervous about the future impacts of technology on jobs, making it the least optimistic of all generations, released on may 18 by accounting firm PwC Vietnam said. The top concerns of this group is that that technology would make their roles redundant and that they would not have the right skills and would not be able to learn them.       Forty six percent of Gen Z respondents said they are looking to businesses and the government to play the main role in helping people improve their skills. While young Vietnamese people are tech-savvy, many still lack formal technical training and soft skills that are necessary to keep up with the fourth industrial revolution, the survey said.           Eighty percent of Gen Z expect remote work to be the new norm and 57 percent of working Gen Z said they were productive while working from home, the highest of any age group.     There were around 13 million Gen Z people in the working age population in 2019, according to the General Statistics Office.            공공행정           베트남, 對 EU 시장 수출 77% 증가 베트남은 올 들어 5월 중순까지 유럽연합(EU) 시장으로의 기계, 장비, 공구, 예비부품 수출이 지난해 같은 기간과 비교해 77% 증가했다고 밝혔음. 베트남 세관총국(General Department of Vietnam Customs)이 발표한 통계에 따르면 이 기간 베트남은 EU 시장으로 해당 제품을 총 133억 달러 이상을 수출하며 EU로 수출하는 베트남산 주력 수출상품 중 하나로 자리 잡았음. 특히 주목할 만한 것은 유럽시장에서도 독일이 가장 해당 제품에 대한 수입이 많아, 미국과 더불어 베트남의 최대 시장이 됐음.        베트남 세관총국은 또한 같은 시기 對 유럽연합으로 수출량은 총 1,168억 달러 규모로 이는 지난해 같은 기간에 비해 30.9% 증가한 것으로 나타났다고 전했음. 베트남이 유럽연합으로 수출한 품목 중 1위는 삼성전자의 힘이라고 해도 과언이 아닌 휴대전화와 예비부품으로, 이들 제품의 수출액은 전년 동기비 21.4% 증가한 199억 2,000만 달러를 기록했음. 이어 컴퓨터, 전자제품 및 예비부품의 수출액은 177억 1,000만 달러로 전년 동기 대비 30.2% 증가했음. 또한 베트남 기계·장비·공구 및 예비부품의 수출은 76.5% 늘어난 16억 1,000만 달러를 기록했음. 미국 시장으로는 같은 상품들을 올 4개월 동안 전년 동기비 157% 늘어난 수출액 57억 1,000만 달러를 기록했음.                                                                                                                            한국경제TV           https://www.wowtv.co.kr/NewsCenter/News/Read articleId=A202105290055&t=NN

 

 

247      베트남   KOICA   농림수산           뚜옌꽝(Tuyen Quang)성의 빈로이(Vinh Loi) 꼬뮨, 보건소 준공 5월 11일, 뚜옌꽝성 인민위원회(Provincial People's Committee)와 한국국제협력단(KOICA)이 선정(Son Duong)현에 위치한 빈로이 보건소의 준공식을 개최함. 동 행사에는 뚜옌꽝성 인민위원회장, 박노완 주 베트남 한국 대사, 한국국제협력단 베트남 사무소장, 선정현과 빈로이 꼬뮨의 대표 및 유관부서 대표 등이 참석함.   이 공사는 한국국제협력단의 무상원조를 받아 시행하는 뚜옌꽝성 포용적 농촌 개발 프로그램에 일환으로 보건소의 총 사용 면적은 2층 건물, 의료장비를 갖춘 기능실 10곳으로 총 1,600㎡에 398㎡를 차지함. 이 공사는 2020년 6월에 착공하였으며, 총 투자자본은 50억 8,000만 동으로 이 중 한국국제협력단의 예산 자본은 41억 6,000만 동, 대충(對充) 자금은 9억 2,000만 동임.                           Inauguration of Vinh Loi Commune Medical Station in Tuyen Quang Province  On May 11, Tuyen Quang PPC and KOICA held the inauguration ceremony of Vinh Loi CMS, Son Duong District. Attendants: Mr. Nguyen Van Son, Tuyen Quang PPC Chairman, Mr. Park Noh Wan, Ambassador of Korea in Vietnam; KOICA Vietnam Country Director; representatives of related departments, Son Duong district and Vinh Loi commune.         This construction belongs to the Tuyen Quang Rural Development Program using grants funded KOICA. The total area for usage is   398 m2 in the total area of   1,600m2, including 2-storey building, 10 equipped functional rooms. The construction was started from June 2020. 248      베트남   수원국   공공행정           베트남 국회 상임 위원회, 56번째 회의 열어 5월 27일, Vuong Dinh Hue 국회의장의 주재로 56번째 베트남 국회 상임 위원회 회의가 소집됨. 상임위원회는 중앙선거관리위원회(National Election Council)의 예비 보고서에 대한 개선방안과 2019년 국가 예산 수지 보고서, 2019년 국가 재정 보고서, 절약 실천 및 낭비 방지를 위한 2020년 정부 보고서에 대해 의견을 제공하는 등 현안을 논의할 예정임.           국회의장은 오는 2021-2026년 제15대 국회·국민의회 의원 선거 결과 보고를 위해 국회 상임위원들에게 선거 결과와 추가 시행이 필요한 내용에 대한 의견 제시를 요청함.           이날 회의에서는 국회 상임위원들이 국비 예산 추계에 대상 추진에 대한 의견을 내고, 국비 예산 추계에 관한 법률의 단점과 한계, 부적합 사항 등의 사안에 관해서 논의할 예정임.                  NA Standing Committee opens 56th meeting The National Assembly Standing Committee (NASC) convened its 56th meeting on May 27 chaired by Speaker V  ng   nh Hu . 249      베트남   수원국   보건의료           7개 지역, 코로나19 지역사회 감염 사례 보고          지난 4월 27일 첫 지역 감염 환자가 발생 한 이후 5월 5월 현재, 베트남 7개 지역에서 총 38건의 지역 감염 사례가 확인돼 더이상 베트남은 '코로나19 안전지대' 가 아닌 것으로 밝혀짐.   지난 8일간 지역 감염 사례는 하남(Ha Nam)성 14건, 하노이 4건, 호치민 1건, 빈푹(Vinh Phuc)성 14건, 다낭(Da Nang) 2건, 흥옌(Hung Yen)성 2건 등 7개 지역에서 발생함. 감염원은 하남성, 옌바이(Yen Bai)성, 빈푹성 등 북부지역에서 확인됨.          특히, 하남성의 28세 남성은 중부도시 다낭에서 14일간의 의무 격리 기간을 마친 지 며칠 후에 코로나19 양성 반응을 보임. 이 남성과 연관하여 하남성, 하노이, 흥옌성, 호치민 등 4개 지역에서 최소 20건의 다른 감염 사례가 기록됨.           한편 옌바이성의 한 격리시설은 중국과 인도 전문가들이 베트남 입국 직후 격리하기 위한 용도의 시설로 지정됨. 또한 당국은 최소 두 명의 중국인이 이 격리시설에서 14일간 격리된 후, 코로나19 양성반응을 보였다고 밝힘.           Seven localities report COVID-19 community infection cases  As of May 5, seven localities in Viet Nam have confirmed a total of 38 locally-transmitted cases since the first local infection was founded on April 27, ending the country’s ‘COVID-free’ status within over a month.  Over the past eight days, the community cases were recorded in seven localities including Ha Nam (14 cases), Ha Noi (four), HCMC (one), Vinh Phuc (14), Da Nang (two), and Hung Yen (two). The sources of transmission have been identified in the northern provinces of Ha Nam, Yen Bai and Vinh Phuc.           Specifically, a 28-year-old man in Ha Nam tested positive for COVID-19 just a few days after he completed 14-day mandatory quarantine period in the central city of Da Nang. At least 20 other infection cases have been documented in four localities namely Ha Nam, Ha Noi, Hung Yen, HCMC, all linked to this man.         Meanwhile, a quarantine site in Yen Bai Province designated for isolating Chinese and Indian experts upon arriving in Viet Nam. Prime Minister has asked ministries, agencies and People’s Committees at all levels to raise their sense of responsibility and pay great attention to preparations for the general elections.      Prime Minister called on Ministry of Health to provide regular updates on the COVID-19 pandemic, supplement appropriate plans and solutions to deal with any pandemic incidents during the elections, and establish a working group that will receive and respond to health information from May 18 to the end of the political event.         Ministry of Information and Communications should work harder to encourage voters to cast their ballots on the day, he said, suggesting the utilisation of both traditional and modern communication methods, with more attention paid to remote, far-flung and ethnic minority-inhabited areas.
