ESCO사업은 전기·조명·냉난방 등 ESCO로 지정받은 에너지 전문업체가 특정건물이나 시설에서 에너지 절약시설을 도입할 때 해당기관으로부터 돈을 받지 않은 채 비용 전액을 ESCO 업체가 투자하고, 시설투자 후 여기서 얻어지는 에너지절감예산(전기요금 절약분)에서 투자비를 일정 기간 분할 상환받도록 하는 사업방식을 말한다. 대신 ESCO 업체는 투자비용을 정부에서 설치한 에너지합리화자금에서 지원받는다. 2006년 1월 현재 166개 업체가 등록, 활동하고 있다. 정부는 에너지절약 차원에서 ESCO사업의 활성화를 꾀하고 있다. 올해 ‘우수 ESCO 인증제도’를 도입해 인증된 업체에는 공공 입찰시 1점의 가점을 주는 등의 인센티브를 부여키로 했다. 또 ESCO가 민간자금으로 투자할 경우에도 사업실적으로 인정할 수 있는 근거를 마련해 사업 활성화를 유도하고 있다. 고유가와 에너지절약 시책에 맞춰 최근 많은 중견 기업이 ESCO를 신규 사업으로 채택하고 있다.
