654      페루     수원국   보건의료           Google과 유니세프, 페루 전역의 전염병 퇴치 지원   로레토, 우야칼리, 우안카벨리카 지역과 리마 북부지역의 약 125,000명의 주민들이 구글과 유니세프 간의 전략적 제휴를 통한 코로나19 대응 지원 활동을 통해 수혜를 받을 것으로 예상됨.          Google.org (Google사의 자선 사업부)에서 기증한 미화 27 만 달러는 페루 내 UNICEF 활동 지원을 위해 사용될 것이며, 산소발생기, 손 소독 시설 설치, 의료인 개인보호장비 구입 등의 목적으로 활용될 예정임.  코로나19 환자 치료를 위해 사용될 산소농축기는 로레토(60대), 우야칼리(30대) 및 우안카벨리카(20대) 지역 내 27 개 의료 시설로 배포됨.        한편, 의료진 개인보호 장비는 앞서 언급된 세 지역을 비롯해 리마 북부 지역 내 1 차 진료 시설 120 곳에서 근무하는 국내 1,500 명의 의료 종사자에게 제공될 예정임. 665      필리핀   KOICA   기술환경에너지   한국-아세안 생물 다양성 센터, 해양 쓰레기 오염에 관한 파트너십 모색           주필리핀한국대사관과 아세안 생물 다양성센터는 협업할 수 있는 분야를 모색 중임. 협력 분야에는 필리핀 해안 및 해양 보전에 대한 인식 제고가 포함됨. 필리핀 해양 플라스틱 오염은 환경 파괴와 건강상의 위험을 야기하고 있음.  KOICA는 최근 필리핀 환경부(DENR) 및 필리핀 해양 경비대 협력 하에 해양 쓰레기 관리 프로젝트에 착수함. 이 프로젝트는 2021부터 2025년까지 이행될 예정이며, 해양 쓰레기 모니터링 시스템, 마닐라 베이 인근에 청항선 배치, 필리핀의 해양 쓰레기 관리 역량 강화에 중점을 두고 있음.        KOICA 프로젝트를 통해 기증되는 청항선은 필요한 조달 절차를 마치는대로 내년 하반기 필리핀에 도착할 예정임. 이 청항선은 필리핀에서 해양 쓰레기를 수거하는 최초 선박이될 것임.   Theresa Mundita Lim ACB 센터장은 해양 쓰레기 관리에 대한 한국과의 협력이 아세안 우선순위에 부합될 것이라고 전했음. 또한 아세안 회원국들은 '아세안 내 해양 쓰레기 퇴치를 위한 방콕 선언' 일환으로 해양 쓰레기를 줄이고 방지하기로 약속했습니다. 아세안은 해양 오염이 역내 공동 협력이 필요한 초국경 문제라는 것을 인식하고 있습니다라고 덧붙임.       ACB, South Korea Embassy explore partnership on marine debris pollution     The Asean Centre for Biodiversity (ACB) and the Embassy of the Republic of Korea in the Philippines are exploring areas for collaboration, including raising awareness on coastal and marine conservation in the country, where marine plastic pollution is causing environmental damage and posing health risks, an ACB and South Korean Embassy joint news release said.     The South Korean government’s development cooperation agency, Korea International Cooperation Agency (Koica), has recently launched a marine litter management program in the Philippines in partnership with the Department of Environment and Natural Resources (DENR) and the Philippine Coast Guard. The multi-year assistance from 2021 to 2025 is focused on establishing a marine litter monitoring system, stationing a clean-up vessel near Manila Bay, and enhancing marine litter management capacity in the Philippines.           A clean-up vessel, which will be donated by the South Korean government under the Koica project, is tentatively projected to arrive in the Philippines late next year upon completion of necessary procurement procedures. The clean-up vessel will be the first marine vessel dedicated to collect marine litter in the Philippines.          ACB Executive Director Theresa Mundita Lim said the possible partnerships with South Korea on marine litter management would be aligned with the priorities of the Asean, under the Asean Working Group on Coastal and Marine Environment. “The Asean member-states have pledged to reduce and prevent marine debris as part of their commitments under the Bangkok Declaration Combating Marine Debris in the Asean Region. 666      필리핀   공여국   기타     일본, 필리핀 ODA 최대 공여국     일본은 필리핀 ODA 최대 공여국이자 주요 인프라 개발 파트너임. 일본 재정 지원의 대부분은 두테르테 정부의 “Build, Build, Build” 프로그램에 주로 집중되어 있음.     필리핀 정부 투자정보국(IRO)에 따르면, 2020년 3분기 기준, 대 필리핀 일본 ODA는 112억 달러를 기록했으며, 이 중 89.1%인 99억 달러가 인프라 프로젝트에 투입됨.    동 기간, 다른 주요 ODA 및 차관 공여기관(혹은 공여국)은 아시아개발은행, 세계은행, 한국이 있음. 필리핀과 중국의 긴밀한 관계에도 불구하고, 중국은 6억 달러를 ODA로 지원함으로써 5위에 그침.        ADB는 ODA로 85억 달러를 지원했으며, 이 중 25.8%인 22억 달러가 대형 인프라 프로젝트의 자금으로 사용됨. 세계은행은 필리핀에 53억 달러의 자금을 지원했으며, 그 중 약 7억 달러(13.1%)가 인프라 프로젝트에 투입됨. 한국은 약 7억 달러의 ODA를 제공했으며, 이 중 4억 달러(61.9%)가 인프라 프로젝트의 자금으로 사용됨.  Japan remains PH’s top source of ODA      Japan remains the Philippines’ top source of official development assistance (ODA) and major infrastructure development partner, as the bulk of its financial support went mainly to the Duterte administration’s “Build, Build, Build” program.           As of the third quarter of 2020, Japan’s total official development Assistance (ODA) low-interest loans and grants to the Philippines hit $11.2 billion, of which $9.9 billion or 89.1 percent went to infrastructure projects, the government’s Investor Relations Office (IRO) said.   The country’s other major sources of ODAs or concessional financing during the period were the Asian Development Bank, the World Bank and South Korea. Despite claims of a closer Manila-Beijing ties, China ranked only fifth with an ODA to the Philippines of $600 million.      The Manila-based ADB had extended $8.5 billion in ODA, of which 25.8 percent or $2.2 billion was used to finance big-ticket infrastructure projects. The Washington-based World Bank had extended $5.3 billion in concessional financing to the Philippines, of which about $700 million or 13.1 percent went to infrastructure projects. 667      필리핀   수원국   공공행정           필리핀 10만명, 주민등록증 발급    전국에 있는 필리핀 10만여명에게 주민등록증이 발급되었음.  필리핀 통계청은 필리핀 중앙은행이 인쇄한 총 10만3935장의 주민등록증이 필리핀 신분등록 시스템(필시스)의 공식 배송 파트너인 필리핀우체국에 이미 전달했다고 밝혔다.  프로젝트 시행자 필리핀 통계청은 PhilSys 번호 발급과 물리적 ID 카드 전달을 포함하는 국가 목록 작성의 세 번째이자 마지막 단계를 계속 시행하고 있음.  통계청은 지난 5월 1일부터 신분증 배달을 시작했음.       국가 통계학자 Dennis Mapa는 앞으로 몇 주 안에 더 많은 필리핀 사람들이 필시스에 등록하는 혜택을 누릴 수 있도록 카드 제작과 배송 서비스를 강화하는 방안을 검토하고 있다고 말했음.  등록자들은 비밀 정보를 담고 있기 때문에 ID카드가 동본된 우편물을 안전하게 보관하는 것을 권고 받음.  거래 시 영구적인 필시스 번호를 보호하기 위해, 등록자들은 필시스 카드 번호를 사용할 것을 권장하는데, 이 번호는 ID 카드 앞에 인쇄된 필시스 번호의 공개 버전임.  통계청은 다른 정부 기관과 민간 기관에 ID를 다양한 거래에서 유효한 신분 증명으로 인정하고 인정해 줄 것을 요청함.  한편, 약 105만 명의 필리핀 사람들이 필시스에 온라인으로 등록했음.  온라인 등록은 건강과 안전 프로토콜을 훼손하지 않고 필시스와 대중들의 참여를 활성화하는 것을 목표로 함. 통계청은 사용자 용량을 늘리고 사이트 성능을 향상시키기 위해 서버를 업그레이드하고 있다고 말했음.  또한 사이트에 접속하는 등록자의 더 많은 트래픽을 수용하기 위해 사용자 관리와 사용자 테스트 전략을 개발하고 있음.  온라인 등록에 앞서 총 3330만 명의 필리핀인이 우선주의 도내 인구통계자료의 가구별수집을 통해 1단계 등록을 마침.  이 중 640만 명이 홍채 스캔, 지문 스캔, 정면 사진 등 등록자의 생체 데이터를 캡처하는 두 번째 단계로 발전했음.  적어도 7천만 명의 필리핀 사람들이 올해 말까지 등록될 것으로 예상됨. 2022년 말까지, 9천 2백만 명의 필리핀 사람들이 필시스에 등록될 것임.                     100,000 Pinoys receive national ID cards    Some 100,000 national ID cards have been released and shipped to registrants nationwide.  The Philippine Statistics Authority (PSA) said a total of 103,935 national ID cards printed by the Bangko Sentral ng Pilipinas were already delivered by Philippine Postal Corp., the official delivery partner of the Philippine Identification System (PhilSys).  Project implementer PSA continues to roll out the third and final step of the national listup, which includes the issuance of PhilSys number and delivery of physical ID cards.  The PSA started delivery of the ID cards last May 1.      “We are looking into ramping up our card production and delivery services in the coming weeks so that more Filipinos will be able to enjoy the benefits of registering to the PhilSys,” national statistician Dennis Mapa said.  Registrants are advised to safe keep the letter enclosed with the ID upon receipt as it contains confidential information.  To protect the permanent PhilSys number when transacting, registrants are encouraged to use the PhilSys Card Number, the public version of the PhilSys number which is printed in front of the ID card.  The PSA called on other government agencies and private establishments to recognize and acknowledge the ID as valid proof of identity in various transactions.  Meanwhile, around 1.05 million Filipinos have registered online for the PhilSys.       The online registration aims to boost the public’s engagement with PhilSys without compromising health and safety protocols. The PSA said it is now upgrading its servers to increase user capacity and enhance site performance.  It is also developing user-management and user-testing strategies to accommodate heavier traffic of registrants accessing the site.  Prior to the online registration, a total of 33.3 million Filipinos have completed the first step of registration via house-to-house collection of demographic data in priority provinces.  Of this, 6.4 million have advanced to the second step which involves the capture of a registrant’s biometric data such as their iris scans, fingerprint scans and front-facing photograph.  At least 70 million Filipinos are expected to be registered by the end of the year. 668      필리핀   KOICA   교육     KOICA, 교육부에 동화책 1,000권 기증        5월 4일, KOICA는 동화책 1,000권을 필리핀 교육부 국제협력국에 기증함.        교육부에 따르면, 이번에 기증된 동화책들은 깔라바르존(리전4-A) 주의 카비테, 라구나, 바탕가스, 리잘, 퀘존 지역의 라스트 마일 스쿨에 전달될 예정임. 또한, 교육부는 국제협력국을 통해 KOICA와 협업 가능한 분야를 모색하고 있다고 전하며, MOU 체결 가능 성을 시사함. 이 같은 일련의 협력은 기초 교육 이해관계자들에게 최대한의 혜택을 제공하는 것이 목적임.          한편, 라스트 마일 스쿨(Last Mile School)은 지리적으로 고립되고 불리한 지역(GIDAs)에 위치한 학교로, 4개 미만의 교실과 비표준화된 교실을 갖고 있으며, 전기가 공급되지 않고 최근 4년 내 수리 자금이 지원되지 않은 학교를 의미함. 또한, 학교가 마을 회관에서 1시간 이상 떨어져 있으며, 한 학급 내 여러 학년이 함께 공부하며, 5명 미만의 교사와 100명 미만의 학생, 75% 이상의 원주민 학생들로 구성됨. Republic of Korea donates 1,000 children’s books to DepEd   The Republic of Korea through its Korean International Cooperation Agency (KOICA) has donated 10 boxes of children’s books to the Department of Education  International Cooperation Office (DepEd-ICO).         The DepEd said the donated books will benefit students of Calabarzon (Cavite-Laguna-Batangas-RIzal-Quezon) Last-Mile Schools.           “DepEd, through ICO, is currently exploring areas of possible collaboration with KOICA, which may eventually lead to the drafting of a Memorandum of Understanding (MOU), to maximize the benefits of the partnership for basic education stakeholders,” the DepEd said.   DepEd Memo No. 059, series 2019 provides that Last Mile Schools are schools located in Geographically Isolated and Disadvantaged Areas (GIDAs), with indicators such as less than four classrooms, with non-standard rooms, absence of electricity, and no funds for repairs within the last four years. 671      필리핀   수원국   보건의료           필리핀 보건부, 백신 혼합 접종에 대한 지침 마련 중 5월 6일, 필리핀 식품의약국(FDA) 관계자에 따르면, 필리핀 보건부(DOH)는 코로나19 백신 1차, 2차 접종 시 각각 다른 백신의 혼합 접종을 허용하는 지침을 마련 중에 있음.       두테르테 대통령은 5월 3일 저녁 시노팜 백신을 접종했으나, 이후 중국에 시노팜 백신 1,000회분을 회수해갈 것을 요청했음. 시노팜은 5월 6일 기준, 필리핀 FDA로부터 긴급 사용을 허가받지 못함.  시노팜 백신으로 이미 코로나19 1차 접종을 마친 사람들에 대한 후속 조치를 묻는 질문에, FDA 국장은 필리핀 보건부가 현재 백신 혼합 사용 가능성에 대해 연구 중이라고 전함. 또한, 이는 특히 1차 접종 시 심각한 알레르기 반응을 경험하여 같은 종류의 백신을 2차 접종하는 것을 두려워하는 사람들을 위한 것이라고 밝힘.        필리핀 보건부는 동일한 백신을 2차에 접종 불가능할 경우에 대비하여 백신 혼합 사용에 관한 지침을 마련 중에 있다.        DOH drafting guidelines on mixed-use vaccination   FDA    The Department of Health (DOH) is already drafting guidelines to allow a person to receive different brands of coronavirus vaccine for first and second dose, an official of the Food and Drug Administration (FDA) said Thursday.           FDA Director General Eric Domingo said this following President Rodrigo Duterte’s request for China to recall its 1,000-dose donation of Sinopharm vaccine, the same vaccine that he had himself inoculated Monday night.
