554      키르기스스탄      수원국   기타     누가 먼저 총을 쏘기 시작했나  키르기즈-타지크 국경 분쟁 지역의 사건 연대기           비쉬케크 2021.05.01  키르기즈 공화국 내무부의 언론 서비스에 따르면 2021년 4월 28일에 밧켄 지역 콬타시 마을의 골로브나야 양수 지역에서 키르기즈하고 타지크 주민들 사이에 갈등이 발생하였다. 갈등의 원인은 타지크 측이 기둥에 비디오 감시 카메라를 설치하는 것이었다. 양국의 법집행 기관 및 지방 행정 대표들 간의 협상 후 갈등이 해겼되었다. 2021년 4월 29일 오후 13시30분 쯤 주민들이 기존에 설치된 카메라를 해체할 것을 요구했지만 타지크 측면에서 모인 사람들이 총을 쏘기 시작했다.      약 14시에 타지크 쪽에서 포격이 시작되었고 키리기즈 지역 주민들은 파편에 상처를 입었다.  현재까지 14명의 군인이 다양한 부상을 입었고 그들 모두는 비쉬케크와 밧켄의 의료기관에서 치료를 받고 있다. 키르기즈 공화국 내무부 장관의 지시에 따라 다양한 부상을 입은 모든 분들에게 포괄적인 지원이 제공될 것이다.                      Who started shooting first  Chronology of events in conflict zone on Kyrgyz-Tajik border   Bishkek, May 1, 2021. / Kabar /. The internal troops of Kyrgyzstan told about the chronological events that took place in the conflict zone on the Kyrgyz-Tajik border.  According to the press service of the Internal Troops of the Ministry of Internal Affairs of the Kyrgyz Republic, during the events that took place in Batken Oblast on April 28-29, 2021, the personnel of the Internal Troops of the Ministry of Internal Affairs of the Kyrgyz Republic under the leadership of the Commander of the Internal Troops of the Ministry of Internal Affairs of the Kyrgyz Republic, Colonel Islambek Kenzhekulov, together with employees of other services of the internal affairs bodies and subdivisions of power structures fulfilled the assigned task with honor and dignity.  Thus, on April 28, 2021, in the area of   the Golovnoi water intake structure in Kok-Tash village of Batken, there was a conflict between the local residents of Tajikistan and Kyrgyzstan, which gradually escalated into an armed clash between the military personnel of both countries.  The reason for the conflict was the installation of a video surveillance camera by the Tajik side on an electric pole. After the negotiations, representatives of law enforcement agencies, power structures and local administrations of the two republics, the conflict was resolved.  On April 29, 2021, at about 13.30 p.m. local residents arrived in the area of   the water intake facility and demanded to dismantle the previously installed cameras. The gathered people from the side of Tajikistan, refusing to dismantle, began to fire from several hunting weapons. From the shots of the Tajik side, the people fell to the ground, the rest in panic escaped.     At about 14.00 p.m. a mortar shelling began from the direction of Tajikistan. The first shell from a mortar shot hit the territory of the water intake. This was followed by an intensive shelling of a mortar crew from Tajikistan on the adjacent territory and the water intake facility. Local residents received shrapnel wounds from the burst of a mortar shell.  The protection and defense of the head water intake structure, at that time, was carried out by the personnel of the SHER special-purpose detachment (hereinafter SHER SPD) of military unit 707 of the Internal Troops of the Ministry of Internal Affairs of the Kyrgyz Republic under the command of Major Ibragim Akmatov. Servicemen of the SHER SPD began to withdraw the wounded citizens to the previously prepared firing positions and provided first aid, at the same time responding with fire from standard weapons. After that, the mortar shelling of Tajik servicemen spread to the firing positions of the SHER SPD.  But thanks to the skillfully and correctly chosen arrangement of firing positions and equipment, the SHER servicemen avoided being hit by fragments of exploding shells. Only a few servicemen who were assisting local residents in shelter at firing positions were wounded by shrapnel.  During the exchange of fire, the SHER servicemen noticed that several people with distinctive black clothing began to move towards them from one of the buildings from the direction of Tajikistan, firing at them. It was obvious from the actions that this was not an army, but another unit.  Servicemen of the SHER SPD, firing at this building from light machine-guns and sniper rifles, did not allow those to approach, whose actions looked more like an assault. As a result, they retreated, and the building caught fire. In addition, Tajik servicemen fired from small arms from shelters. Servicemen of the Internal Troops fired at well-fortified firing positions of the army units of Tajikistan from grenade launchers and hand grenades. Thus, they forced the Tajik servicemen to retreat into the interior of the settlement, from where they continued to fire from a mortar, specially equipped armored vehicles and other small arms.  At about 4.30 p.m., by order of the Commander of the Internal Troops Colonel Islambek Kenzhekulov, the airborne combat vehicle crew of military unit 707 of the Internal Troops arrived and supported the SHER personnel with machine-gun fire. Then at about 18.30 p.m. the Tajik servicemen retreated and the shooting stopped.  In addition, the personnel of the Internal Troops of the Ministry of Internal Affairs of the Kyrgyz Republic performed the assigned task in the settlements of Min-Bulak, Kok-Tash, Kyzyl-Bel, Min-Or k of Batken Oblast. Currently, the commander of the Internal Troops of the Ministry of Internal Affairs of the Kyrgyz Republic, Colonel Islambek Kenzhekulov, is in the Batken Oblast and personally coordinates the actions of the units.  To date, 14 servicemen have received various degrees of injury. All of them are being treated in medical institutions in Bishkek and Batken. In addition to the transfer of technical expertise, 50,000 PCR tests and extraction kits will be provided to Kyrgyz laboratories. The mission will also provide reagents for sequencing virus variations for the necessary training.  In response to the consequences of the pandemic, Germany has already supplied Kyrgyzstan with oxygen equipment, protective clothing, consumables for PCR tests and hygiene items. At the strategic dialogue meeting in Dar es Salaam, Tanzanian Government told that working in close collaboration with development partners, it will undertake several measures in efforts to spur economic development and reduce poverty.      The meeting after Tanzania graduated from a least developed country to a lower-middle income one.
