451      인도네시아        공여국   공공행정           인도네시아에 디지털정부 협력센터 설립…한-인니 양해각서 체결           행정안전부는 25일 오후 인도네시아 행정개혁부와 '한-인도네시아 디지털정부 협력센터' 설치를 위한 양해각서를 비대면 방식으로 체결했다고 밝혔다.  이번 양해각서를 통해 양측은 자카르타에 디지털정부 협력센터를 설치해 다양한 협력사업을 진행한다. 디지털정부 협력센터는 주요 협력국에 우리 전문가를 파견해 디지털정부 정책연구와 기술지원, 역량강화 등을 지원하는 현지 사무소다.   이번에 설치되는 인도네시아 협력센터는 2023년 12월까지 운영된다. 협력사업비 100만달러(약 11억2천만원)는 우리나라가 지원하고 협력국은 사무공간과 집기 등을 제공한다.    행안부는 이번 협력센터 설립을 계기로 인도네시아 정부가 추진하는 정부데이터센터, 법령정보시스템 등 다양한 디지털정부 사업에 우리나라 기업의 수주 기회가 더욱 확대될 것으로 기대했다.                                                                                                  연합뉴스           https://www.yna.co.kr/view/AKR20210525134000530 input=1195m

 

452      인도네시아        국제기구           기타     ILO, 인도네시아 디지털 산업 종사자의 사회적 보호 확대                                                 Extending social protection to Indonesian digital workers    Representatives of the ILO together with the Indonesian Social Security Provider for Employment (BPJS Ketenagakerjaan) and the Trade Union Rights Centre (TURC) participated in a discussion titled “Workers behind the Glamorous Industrial Revolution 4.0”, initiated by Engage Media, a non-profit organization working for digital rights issue. The event, held on 7 May, discussed the vulnerability of digital platform workers and the urgent need to extending social protection for these non-standard workers. “Through this event, we aim at increasing awareness of legal frameworks and available social protection scheme for those who are depending on digital platforms to make money. I hope we can also build a stronger solidarity through shared commonalities among workers,” said Maria Karienova, Digital Rights Coordinator of Engage Media.        During the event, Armeilia Handayani, Advocacy Officer of TURC, highlighted the negative side of partnership between digital platform workers and business owners. She argued that this kind of partnership have placed workers in a more vulnerable position, as they do not have access to worker’s rights and social protection system.          “The partnership relationship between platform owners and digital workers makes workers ineligible to access their rights such as minimum wage, social protection, paid leave, severance pay and decent work environment. As a result, for example, the workers often work long hours yet still underpaid. 453      인도네시아        공여국   교육     해수부, 인니와 MOU…어선원 교육, 양국 현지서 이뤄진다      해양수산부와 인도네시아(인니) 인력부는 31일 온라인으로 협력 양해각서(MOU) 체결식을 갖고 근해 어선원에 대한 고용·노동 부문 협력을 강화하기로 했다고 밝혔다.     문성혁 해수부 장관과 이다 파우지야 인니 인력부 장관은 이날 각각 세종시와 자카르타에서 ‘온라인 서명식’을 통해 양해각서에 서명했다. 인니는 우리나라 어선에 승선 중인 외국인 어선원의 최대 송출국으로 우리 수산업 발전을 위해 기여하고 있는 나라로 분석된다.          이번에 양국이 맺은 양해각서는 ▷양국 정부 주도의 어선원 도입체계 구축 ▷인니 어선원의 전담 교육기관 운영 등 협력 ▷한·인니 정례 실무협의회 등 협력 관계 구축 등 내용이 담겨 있다.           이번 양해각서 체결을 통해 앞으로는 양국이 지정하는 기관에서 현지 어선원 선발과 교육이 이루어진다. 이를 통해 과도한 송출비용을 줄이는 등 외국인선원 도입체계의 공공성을 강화할 수 있게 됐다. 동시에 그동안 지적되어 온 외국인 선원들의 인권침해 문제 등도 일정 부분 해소될 전망이다.                                                                                                       헤럴드경제        http://news.heraldcorp.com/view.php ud=20210531000686

 

454      인도네시아        국제기구           기술환경에너지   UNESCO, 인터넷 보편성 지표 바하사어 버전 출간                                               UNESCO launches its Internet Universality Indicators in Bahasa Indonesia      Following the launch of UNESCO’s Internet Universality Indicators in English, French, Spanish and Chinese, the publication is now available in Bahasa Indonesia.      UNESCO’s Internet Universality Indicators were first agreed upon by UNESCO Member States in 2015. They are a comprehensive set of indicators meant to assess Internet development by addressing both the challenges and opportunities at the national level according to the R.O.A.M. principles.          The set of 303 indicators, including 109 core ones, aims to assess how well national stakeholders, such as governments, companies and civil society, perform in adhering to the R.O.A.M principles and to a number of  79 cross-cutting indicators relating to gender equality, youth, ethical dimensions and sustainable development.     UNESCO is working with regional, national and international stakeholders to conduct national assessments based on the Indicators framework. 455      인도네시아        국제기구           보건의료           ICRC, 파푸아州 소재 인니 적십자사 지사와 협력 세션 개최                                              Indonesia: Collaboration with the PMI in the Papua Province           In support of strengthening the capacity of the Indonesian Red Cross (Palang Merah Indonesia/PMI) at the provincial and district level, the International Committee of the Red Cross (ICRC) Regional Delegation to Indonesia and Timor-Leste together with the PMI organized a series of orientation and dissemination sessions on humanitarian values and Red Cross principles to the board members of PMI from 12 regencies in the province of Papua. These sessions were held in Jayapura and Nabire on 6-9 April 2021.    In the 2-day sessions, the participants learned the code of conduct in working with the International Red Cross and Red Crescent Movement, PMI organization and governance, how to work and deliver relief safely as well as the guidelines while working in the field, that could guide them when conducting their humanitarian work.  Prior to these sessions, in March the ICRC also joined PMI to bring relief items to communities in needs in the highlands of Papua Province and to encounter representatives of the newly established branch of the PMI in Intan Jaya.      The chairperson of PMI Nabire, dr. Andreas Pekey, Sp. PD welcomed the sessions organized for the new board members of PMI branches from Meepago area. I really appreciate the orientation sessions. 456      인도네시아        국제기구           기타     ILO, 코로나-19 기간 트랜스젠더 기업가 지원을 위한 비즈니스 코칭 실시                                                  Business coaching to help transgender entrepreneurs thriving the pandemic           To assist transgender entrepreneurs surviving the pandemic, the ILO in collaboration with two business coaching organizations, Action Coach and Business and Export Development Organization (BEDO), had selected 12 transgender entrepreneurs to participate in the intensive business coaching for three months from August to November. The business coaching aimed to provide new business techniques and strategies to help them reviewing their own business, making priorities, and strengthening and improving the participants’ businesses.      Early Dewi Nuriana, the ILO’s programme officer on HIV and AIDS, explained that business coaching is a common practice for entrepreneurs to improve their business strategies and management. However, this is not a practice that could be easily enjoyed by transgender entrepreneurs. In addition to the high-cost, they tend to do business within their own communities and have no access to interact with other entrepreneurs.         “Therefore through this pilot business coaching progamme, we hope that the participating entrepreneurs could get innovative business insights and share new business skills and strategies that they have learnt during the training programme to their communities and helped their fellow entrepreneurs to improve their businesses as well,” added Early.       The participating entrepreneurs came from three transgender communities in three cities, namely Srikandi Pasundan Foundation in Bandung, West Java; Kebaya Foundation in Yogyakarta; and Srikandi Sejati Foundation in Jakarta. 457      인도네시아        국제기구           보건의료           ILO, 코로나-19 기간 인도네시아 산업안전보건(OSH) 시스템의 회복탄력성 평가                                            The resilience of Indonesia’s OSH System is tested during the pandemic          In conjunction with the commemoration of the World Day for Safety and Health at Work, the ILO conducted two series of events: media briefing for journalists and media organizations and national occupational safety and health (OSH) webinar. Under the theme of “the Portrayal of OSH Investments in Indonesia”, the media briefing and webinar were organized on 27 and 29 April, respectively.     These events aimed to raise the awareness about the importance of OSH investments and the vital role that safe workplaces played for crisis recovery and prevention. Drawing on the current lessons learned, the events also focused on strengthening national OSH systems as an effort to build resilience in dealing with the current COVID-19 and the future crises.           The two events presented Yuka Ujita, ILO’s OSH specialist. She highlighted the ILO’s OSH latest report titled “Anticipate, prepare and respond to crises. Invest now in resilient OSH systems ”. The report examines risk prevention and management related to pandemic. Half of all households (50.8%) received a cash transfer.     Key finding 3: Children are missing out on education and healthcare Almost three in four parents are concerned about learning loss due to disruptions to their children’s education. Access to reliable internet is a major obstacle to children learning from home successfully, with 57.3% of households that have children reporting this to be a major concern. Rural and poorer households faced more internet problems and device constraints than their urban and wealthier counterparts. 459      인도네시아        국제기구           기술환경에너지   아세안 회원국, 플라스틱 오염과제 해결을 위한 권역 액션플랜 채택                                                ASEAN Member States adopt Regional Action Plan to Tackle Plastic Pollution           The Association of Southeast Asian Nations (ASEAN) launched the ASEAN Regional Action Plan for Combating Marine Debris in the ASEAN Member States (2021   2025), which provides a scalable, solution-focused joint strategy to address marine plastic debris across the region.     Adopted ahead of World Environment Day on June 5 and World Oceans Day on June 8, the Action Plan represents a milestone for ASEAN, signifying a renewed, bolder collective commitment through regional actions, aligned with national agendas towards tackling a critical environmental challenge.           Plastic is estimated to account for 80% of all marine debris in the oceans. In six of the ten ASEAN Member States alone, over 31 million tons of plastic waste was generated in a year. While many of them are engaged in national efforts to combat plastic waste, this challenge knows no borders. Shared river systems, connected coastlines and the international trade in plastic products and plastic waste exacerbate the threat of marine debris for the entire region. 460      인도네시아        공여국   보건의료           신한금융, 코이카와 인도에 2억 규모 의료장비 및 물품지원    신한금융그룹은 31일 코로나19 대확산으로 어려움을 겪고 있는 인도에 총 2억원 규모의 의료장비 및 물품을 지원한다고 밝혔다.           신한금융은 2019년부터 코이카(한국국제협력단)와 함께 민관협력 사업의 일환으로 네팔 태풍 몬순 피해지원, 필리핀 코로나19 관련 긴급구호 활동 등 해외 재난·재해와 관련된 긴급구호 사업을 진행해왔다.  인도는 코로나19로 인한 피해가 가장 큰 국가이나 코로나19 치료를 위한 병상과 산소호흡기 등의 의료 용품이 부족해 저소득 가구 중심의 지역사회 감염이 점차 확산되고 있는 추세다.  이에 따라 신한금융은 인도의 조속한 안정을 돕기 위해 2억원 지원을 결정했으며, 코이카의 협력기관인 월드비전, 한국해비타트와 함께 현지 물품 조달 및 구호활동을 실시할 예정이다.                                                                                                    아시아경제        https://n.news.naver.com/article/277/0004911456

 

461      중앙아프리카      국제기구           공공행정           국제통화기금(IMF), 중앙아프리카공화국 임무 수행    2021년 5월 4일부터 20일까지 에두아르 마틴( douard Martin)이 이끄는 국제통화기금 수행팀이 중앙아프리카공화국 정부 관계자들과 스태프 모니터링 프로그램(SMP)에 대해 논의하기 위해 가상 온라인 임무를 수행하였음. 중앙아프리카공화국 관계자들과 국제통화기금 직원들은 스태프 모니터링 프로그램의 기초를 형성할 수 있는 경제 정책과 구조적인 개선에 대한 논의를 나누었음. 프로그램은 7개월 동안 진행될 예정이며, 중앙아프리카공화국 정부를 지원해 코로나19 팬데믹과 최근 안보 위기로 인해 야기된 여러 경제적 과제를 해결하는 것에 주안을 둘 것임.         올해 초에 악화된 안보 상황과 중앙아프리카공화국 수도 방기(Bangui)와 카메룬 사이의 계속되는 무역 통로의 봉쇄는 상당한 사회적, 경제적 악영향을 초래함. 중앙아프리카공화국의 주된 공급로가 단절되어 시장의 소비자 물가가 급격하게 치솟았고 투입재의 부족으로 생산 활동에 믾은 차질을 빚었음.  1분기 중앙아프리카공화국 정부의 총세입은 예상치보다 20% 떨어진 수준이었고 안보 관련 지출은 크게 늘어났음. 이것이 작년 말 예산 삭감과 적은 예산 지원과 결부되어 중앙아프리카 은행(BEAC)에 대한 중앙아프리카공화국 정부 예금을 상당히 감소시켰음. 이와 같은 상황에서 국제통화기금 수행팀은 해당 정부가 다음 몇 달 동안 재정적인 부채를 감당할 수 있도록 우선 순위에 없는 지출을 하향 조정하도록 강조했음. 이는 추가적인 예산 법의 집행 안에서 중앙아프리카공화국의 늘어난 안보 지출을 상쇄하기 위한 것임.   또한 국제통화기금 수행팀은 코로나19가 다시끔 악화되는 상황에서 중앙아프리카공화국 정부 당국에게 기술적, 재정적 파트너들의 지원과 함께 백신 접종 계획의 실행을 가속화할 것을 권장함.   IMF Staff Completes Mission to the Central African Republic   An International Monetary Fund (IMF) team led by Mr.  douard Martin conducted a virtual mission from May 4 to 20, 2021, to discuss a staff-monitored program with the authorities. The Central African authorities and the staff of the International Monetary Fund (IMF) discussed economic policies and structural reforms that could form the basis of a staff-monitored program (SMP). The 7-month SMP will aim at helping the authorities address the economic challenges caused by the security crisis and the pandemic.       The deterioration of the security situation at the beginning of the year and the prolonged closure of the trade corridor between Bangui and Cameroon have had a substantial social and economic impact. The cut-off of the country's main source of supply led to a sharp rise in consumer prices and affected production owing to a lack of inputs.         Domestic government revenues in the first quarter were about 20 percent below expectations, while security spending increased sharply. This, combined with budgetary slippages at the end of 2020 and lower budget support, led to a rapid decline in government deposits with BEAC. 462      차드     공여국   보건의료           카타르, 차드 보건부에 의료 장비 갖춘 구급차 기부   차드 주재 카타르 대사관 대리 대사, 모하메드 무스피어 알카티미(Mohammed Mousfir Alkatimi)는 지난 월요일 의료 장비가 갖춰진 구급차 2대를 차드 보건부에 기부하였고 차드 보건부 장관, 압둘라예 사브레 파둘(Abdoulaye Sabre Fadoul)이 대표하여 받음. 카타르 대리 대사는 이번 기부를 통해 차드의 보건 복지 정책을 지원하고자 한다고 밝혔으며 시민들의 생활 조건을 개선시키려는 차드 정부의 노력에 카타르가 함께 한다는 뜻을 전달했음.          장관은 보건 및 사회 정책 시행과 관련된 차드 보건부의 필요에 즉각적으로 대응해준 카타르 대사관에게 감사함을 표했음.  또한 기부받은 2대의 구급차와 의료 장비가 차드 국민들을 위해 올바르게 사용될 것이라 강조하였음.       Qatar Hands over Equipped Ambulances to the Ministry of Health in Chad    The Charge d'Affaires of the Qatar Embassy in Chad, Mohammed Mousfir Alkatimi, handed over two equipped ambulances to the Ministry of Health on Monday. The donation was received by the Minister Dr. Abdoulaye Sabre Fadoul.       The Qatar diplomat explained that this donation aims to support the health welfare policy of Chad. He assured that Qatar is prepared to support Chad on its efforts to improve living conditions of Chadian citizens.        The Minister expressed his gratitude to the Qatar Embassy for responding promptly to the need of the Ministry of Health in Chad regarding the implementation of health and social policy. 463      차드     공여국   긴급구호           일본, 차드 식량 원조를 위해 유엔세계식량계획(WFP) 에 공여금 제공   일본은 차드의 86,410명의 취약계층에 1년에 걸쳐 식량 원조가 제공될 수 있도록 유엔세계식량계획에 새롭게 250만 달러(13억 세파 상당)를 공여하였음. 일본은 유엔세계식량계획의 기술, 재정적 파트너 상위 10개국 중 하나로 이번 공여금을 지속가능 개발 목표(SDGs)를 이루기 위한 하나의 일환으로 보고 있음. 특히 2030년까지 시행되는 기아 근절과 지속가능한 농업 발전 추진, 개발 파트너십 강화 목표와 관련 있다고 보면 됨. 일본 정부로부터의 공여금으로 세계식량계획은 선별적 현금 지급을 위한 대규모 프로그램을 펼칠 계획임. 프로그램의 대상은 락(Lac), 로곤 옥시당탈(Logone Occidental), 로곤 오리앙탈(Logone Oriental), 망둘(Mandoul), 무아얭샤리(Moyen-Chari), 살라마(Salamat), 실라(Sila), 와다이(Ouaddai) 주의 86,410명의 취약계층으로서 이들의 기본적인 삶의 조건을 충족시키기 위한 현금 지급이 이루어질 예정임.         해당 원조는 가장 취약한 계층이라고 할 수 있는 난민, 귀환자, 실향민들에게 끼친 코로나19의 사회경제적 영향을 완화하고자 하는 목적 또한 가지고 있음. 원조 수혜자 중 어린 아이가 있는 가정, 장애인, 임산부 또는 수유부에게 우선적으로 현금이 선별 지급될 예정임.        Japan Makes a Contribution to the WFP to Provide Food Aid       Japan has made a new contribution of US$2.5 million (1.3 billion FCFA) to the World Food Programme (WFP) to provide food aid to 86,410 people from vulnerable families in Chad over a one-year period.       Japan, which is one of the WFP's top ten technical and financial partners worldwide, sees this gesture towards Chad as a contribution to achieving the Sustainable Development Goals (SDGs), particularly with regard to eradicating hunger and promoting sustainable agriculture and strengthening partnerships for development by 2030.           With this new contribution from Japan, WFP will implement a large-scale programme of targeted cash transfer distributions to cover the basic household needs of 86,410 people from vulnerable families in the provinces of Lac, Logone Occidental, Logone Oriental, Mandoul, Moyen-Chari, Salamat, Sila and Ouaddai.         The assistance is designed to also help to mitigate the socio-economic impact of Covid-19 on the most vulnerable refugees, returnees and displaced populations. 464      카메룬   공여국   긴급구호           캐나다, 카메룬에 30억 FCFA 이상의 인도주의 지원 제공       카메룬의 주요 인도주의 대응 파트너국 중 하나인 캐나다는 2021년 인도주의 지원을 위한 580만 달러 이상의 자금 지원 계획을 밝혔음.           카메룬 주재 캐나다 고등판무관 리차드 베일(Richard Bale)이 해당 지원 계획을 밝혔으며 5월 11일 야운데에서 있었던 카메룬의 인도주의적 국제 비정부기구, 인도주의 지원 공여자 협력 회의에서 언급되었음.       5월 25일 발표된 언론 보도에 따르면 캐나다의 인도주의적 지원을 통해 식료품, 휴대용 식수, 위생용품이 공급될 것이며 보호 서비스 또한 제공될 것으로 보임. 인도주의적 대응은 유엔 기구, 국제 적십자 위원회(International Committee of the Red Cross)를 비롯한 여러 비정부기구를 통해 이루어질 예정임. 캐나다 고등판무관 리차드 베일은 캐나다가 분쟁의 한 가운데에 있는 카메룬의 최북단, 북서, 남서, 동부 지역의 갈등을 줄이기 위해 지속적으로 인도주의적 지원을 제공할 것이라고 강조하였음.         Humanitarian Aid: Canada offers more than three (3) billion FCFA      Cananda, one of the main humanitarian response partners of Cameroon, announced its financing plan for 2021 humanitarian aid which amounts to more than 5.8 million dollars.           This was informed by the High Commissioner of Canada to Cameroon, H.E. Richard Bale at the meeting of humanitarian donors in coordination with international humanitarian NGOs in Cameroon that took place on May 11th in Yaound .           In a press release on May 25th, it was specified that the Canadian humanitarian aid will include food supplies, portable water and sanitary items as well as provide protection services.      This humanitarian response will be delivered through United Nations agencies, the International Committee of the Red Cross as well as non-governmental organizations. Richard Bale emphasized that Canada remains determined to provide continuous humanitarian support to the extreme north, northwest, southwest and east regions in the midst of crises to reduce ongoing conflicts.                                              Cameroon Tribune        

 

465      카메룬   수원국   기타     영국, 카메룬 국가인권위원회의 개편에 관심 5월 10일 야운데에서 카메룬 국가인권위원회(CDHC) 위원장 제임스 무앙그 코빌라(James Mouangue Kobila)와 카메룬 주재 영국 고등판무관 크리스티안 데니스 매클루어(Christian Dennys-McClure)는 위원회의 재편 건에 대해 논의하기 위해 만남을 가짐.      카메룬의 인권의 보호와 향상'이라는 주제는 2019년 7월 19일, 카메룬 국가인권위원회의 조직과 운영에 관련된 법이 발효되면서 많은 변화를 겪었다고 볼 수 있음. 그중 하나의 변화로 기존의 국가인권자유위원회가 국가인권위원회로 새롭게 개편되었음. 주된 의논 주제는 2019년에 새롭게 발효된 법에 의해 진행된 위원회의 변화와 혁신이었으며 영국 고등판무관은 2021년 4월 29일에 구성원들이 취임 선서를 하면서 본격적으로 개편을 맞은 해당 위원회가 추진하는 중점 사항에 대해 설명 들었음.    두 파트너의 만남이 있기 직전에 국가인권위원회 위원들은 인권의 보호와 향상, 고문의 방지에 각각 대응하기 위한 위원회 조직을 위하여 회의를 가졌으며, 이번 만남을 계기로 카메룬, 특히 안보 위기 문제가 심각한 극북부, 북서부, 남서부 지역의 인권 실태가 다시 한 번 검토되었음.           The National Commission of Human Rights : Great Britain shows interest in the recent innovations      Yesterday, May 10, in Yaound , the Chairman of the Human Rights Commission in Cameroon(CDHC), Dr. James Mouangue Kobila, and the High Commissioner of Great Britain and Northern Ireland to Cameroon, Christian Dennys-McClure, met to discuss the reorganization of the Commission.       The protection and promotion of human rights have undergone a lot of changes since the enactment of the law July 19th, 2019 which is related to the creation, organization and functioning of the Commision of Human Rights in Cameroon. The National Commision of Human Rights and Freedom was newly replaced by the National Commision of Human Rights in this context.          The innovations that were carried out by the law in 2019 were at the center of discussions during the meeting. The High Commissioner of Great Britain and Northern Ireland could be informed of the priorities of the new commission whose the members took the oath of office this April 29th, 2021.       On the eve of this meeting, the members of the CDHC had come together to form three commissions to deal with the promotion and protection of human rights and the prevention of torture. The discussion between the two partners allowed to review the situation of human rights in Cameroon, particularly in the extreme North, North West and South West regions; three regions that are often hardly hit by security crises.                                             Cameroon Tribune

          

466      카메룬   수원국   기술환경에너지   카메룬과 콩고, 철광업 프로젝트 재추진      카메룬 음발람(Mbalam)과 콩고 공화국 나베바(Nabeba) 지역의 철광석 관련 사안이 지난 금요일 카메룬 총리 조셉 디온 응구트(Joseph Dion Ngute)와 콩고 광업지질환경부 장관 피에르 오바(Pierre Oba)의 만남에서 의논되었음.       해당 철광석 프로젝트에 대해서는 과거에 여러 번 공지되었지만 제대로 실행된 적은 없었으며, 콩고 광업지질환경부 장관은 그 원인이 프로젝트에 연관된 양국 파트너, 캠 아이언(Cam Iron SA)과 콩고 아이언(Congo Iron SA) 회사의 무능에 있다고 보고 있음.           철광업 프로젝트는 두 국가가 오랫동안 함께 착수시키고자 했던 국경을 넘어 진행되는 프로젝트이며 이러한 맥락에서 프로젝트 재추진 건이 이번 만남에서 다시 한 번 논의되었음.       과거의 경험을 발판으로 삼아 양국은 생산적인 결과를 가져올 수 있는 새로운 파트너를 물색하며 프로젝트 재추진을 준비 중임.       Cameroon-Congo: Relaunch of the Iron Mining Project       The issue of iron in Mbalam, Cameroon and Nabeba, Republic of Congo was discussed last Friday during the meeting granted by the Prime Minister, Head of Government, Joseph Dion Ngute, to the Minister of State for Mining Industries and Geology of the Republic of Congo, Pierre Oba.     The iron ore project was announced many times before but it never got off the ground. The Minister of State for Mining Industries and Geology of Congo said the reason is the inability of partners of the two countries that are involved, namely Cam Iron SA in Cameroon and Congo Iron SA in Congo.   The iron ore project is a cross-border project that the two countries have long decided to develop together, so the relaunch of the project was discussed in this sense.         Based on the unfortunate experience in the past, Cameroon and Congo have decided to turn this page and embark on the search for new partners capable of bringing fruitful outcomes from the project.                                            Cameroon Tribune        

 

467      카메룬   공여국   기술환경에너지   독일국제협력공사(GIZ)와의 파트너십, 카메룬 다목적 커뮤니티 텔레센터 재활성화        지난 목요일 카메룬 우정통신부는 디지털 융합 공간을 개발하기 위하여 독일국제협력공사(GIZ)와의 협정을 재갱신하였음.     카메룬 우정통신부 장관이 대표로 독일국제협력공사 도시 개발 지원 프로그램에 파트너십 협정을 체결하였으며, 이는 다목적 커뮤니티 텔레센터를 재활성화시키기 위한 목적임. 정보의 디지털화라는 목적 안에서 이루어진 양측의 협력 덕분에 해당 지역민들이 양질의 디지털 서비스에 쉽게 접근할 수 있을 것임. 정보통신기술의 혁신 솔루션 구축이라는 목표로 진행된 독일국제협력공사의 '카메룬 분권화 과정 지원 시범 사업'이 마요울로(Mayo-Oulo), 비베미(Bibemi), 마다마(Madama) 시에서 좋은 결과를 낳았기 때문에 예측 가능하다고 볼 수 있음. 현재까지 텔레센터 두 곳이 시장에 의해 새롭게 개조되었으며 마요울로의 31개의 디지털 지점이 와이파이 네트워크를 통하여 오프라인, 온라인 콘텐츠를 접할 수 있게 되었음. 마요울로의 학교, 의료 시설, 시립 숙박 업소, 시청 등 31곳에 와이파이 네트워크가 설치되었음.       Partnership with the GIZ: The Revival of Multipurpose Community Telecentres      The Minister of Posts and Telecommunications renewed the agreement with GIZ last Thursday with the aim of developing these digital inclusion spaces.    The Minister of Posts and Telecommunications(MINPOSTEL) and the GIZ Municipal Development Support Program(PRADEC II) signed last Thursday a partnership agreement relating to the revitalization of Multipurpose Community Telecentres.   A collaboration that will make it possible, as part of the digital transformation, to offer local populations quality access to digital services. This is because the pilot phase of this GIZ project which supports the decentralization process in Cameroon with, among other objectives, the implementation of innovative ICT solutions, especially in rural areas, has produced good fruits in the municipalities of Mayo-Oulo, Bibemi and Madama.  To date, therefore, two telecentres have been entirely renovated by the mayors and the 31 digital points of Mayo-Oulo are given access to offline and online contents through three Wi-Fi access networks. 468      카메룬   수원국   기타     카메룬의 두 파트너 국가, 유럽 연합과 영국 카메룬 중소기업·사회경제·수공예부 장관 아킬레우스 바셀리킨 III(Achille Basselikin III)은 지난 6월 2일과 3일 유럽 연합 카메룬 대표부 대사, 필립 반 담(Phillippe Van Damme)과 카메룬 주재 영국 고등판무관, 크리스티안 데니스 매클루어(Christian Dennys McClure)를 각각 접견하였음.           중소기업의 육성이 앞서 언급했던 논의의 중점이 되었으며 카메룬 중소기업·사회경제·수공예부와 유럽 연합은 몇 년 전에 시작되었던 양측의 교류를 지속시키기 위한 방안에 대해 논의했음. 유럽 연합은 교류를 통하여 카메룬의 중소기업, 수공예 장인, 기타 사회 경제 조직을 지원하려는 목적을 가지고 있음.        카메룬의 글로벌 이노베이션 센터(Global Innovation Center)는 유럽 연합의 협력 도구 중 하나이며 미팅에서 이와 관련된 논의가 2시간 이상 이루어짐. 카메룬 중소기업·사회경제·수공예부와 유럽 연합의 파트너십 확립에 대해서도 활발한 토의가 진행되었음.  중소기업·사회경제·수공예부 장관과 영국 고등판무관 크리스티안 데니스 매클루어(Christian Dennys McClure)와의 접견에서는 다가오는 6월 29일부터 7월 4일까지 개최될 예정인 '메이드 인 카메룬(Made in Cameroon)' 가구 박람회가 논의되었음. 이에 대해 장관은 이번 박람회를 통해 여성 수공예 장인들의 활동을 장려하고 합법적인 목재 사용의 중요성에 대해서도 홍보할 수 있는 기회가 될 것이라고 밝혔음.           Two partners of Cameroon, The European Union and Great Britain   The Minister of Small and Medium Enterprises, Social Economy and Handicrafts (MINPMESSA), Achille Basselikin III, granted two audiences respectively on June 2 and 3 to Philippe Van Damme, Ambassador, Head of the European Union (EU) Delegation and Christian Dennys McClure, British High Commissioner to Cameroon.   The issue of the promotion of Small and Medium Enterprises (SMEs) was at the center of the discussions with the two partners. The MINPMEESA and the European Union discussed ways to continue their exchanges that was started a few years ago. The exchanges aim at supporting cooperation instruments of the European Union in favour of SMEs, artisans and other social economy organisations.        One of the cooperation instruments is Global Innovation Center in Cameroon that was discussed more than 2 hours during the meeting. 469      카메룬   수원국   기타     카메룬과 적도 기니, 다리 건설 공동 프로젝트 추진   적도 기니 지역통합부 장관 발타사 응공가 에조(Baltasar Engonga Edjo'o)는 지난 금요일 응템 강(Ntem River) 다리 건설과 기타 다른 주제에 대해 논의하기 위해 카메룬 대통령 폴 비야(Paul Biya)를 접견하였음.   2021년 2월 18일, 적도 기니 지역통합부 장관은 하위 지역 협력에 대해 논의하기 위해 폴 비야 대통령을 방문한 적이 있음. 카메룬과 적도 기니는 중부 아프리카 경제 통화 공동체(CEMAC)에 속해 있는 회원국임.    1시간 넘게 이루어졌던 이번 접견에서 중부 아프리카 하위 지역의 통합이 중점적으로 논의되었음.           장관은 적도 기니 대통령의 말을 전하며 적도 기니와 카메룬은 응템 강 다리 건설이라는 공동의 프로젝트를 가지고 있으며, 이를 통해 양국의 교역이 활발해질 뿐만 아니라 하위 지역 간 여러 상호적인 활동이 전개될 수 있을 것이다. 중요한 의미를 가지고 있는 해당 인프라 건설을 통해 양국 전체가 이익을 볼 수 있도록 하겠다.라고 언급했음.     Cameroon and Equatorial Guinea Initiate a Joint Project for the Construction of a Bridge     Baltasar Engonga Edjo'o, Equato-Guinean Minister of State for Regional Integration was granted an audience with the President of the Republic, Paul Biya to discuss about the construction of a bridge over the Ntem River and other different subjects at the Unity Palace on Friday.           On February 18th, 2021, the Equato-Guinean Minister of State for Regional Integration had already come to the Unity Palace to discuss subjects related to sub-regional cooperation with the President of the Republic, Paul Biya as both of the two countries belong to the Central African Economic and Monetary Community (CEMAC).        Integration of the Central African sub-regions was the main agenda of the discussion that was lasted more than 1 hour. The minister said while delivering a message from the President of the Republic of Equatorial Guinea, Equatorial Guinea and Cameroon have a common project which is the construction of a bridge over the Ntem River. It will facilitate trade between the two countries, improve the development of interactive activities between them and even at the level of the sub-region. During this audience, the promotion of Information and Communication Technologies in Cameroon was discussed. In this regard, Huawei reaffirmed its support to the Cameroonian government in the development of the ICT industry in Cameroon.         In addition, this national strategic partner also donated 20 units of Huawei IdealHub Board to the Cameroonian government. This is in support of Huawei's celebration of the 20th anniversary of mobile telephony in Cameroon.       On another note, Terry HE stressed that Huawei's management attaches great importance to cooperation with the Cameroon government. In this regard, a strategic partnership agreement in the field of ICT between the Republic of Cameroon and Huawei, is in force. It will allow the operator to train 2,000 candidates in ICT in 2021 as part of the Huawei ICT Academy programme in partnership with the seven Cameroonian universities.           In March 2021, Huawei have trained 525 students and 39 teachers in the framework of the cooperation with SUP’PTIC(National Advanced School of Post, Telecommunication and ICT), ENSP(National Advanced School of Engineering), IUC(University Institute of the Coast), University of Douala, IAI Cameroon, IFTIC-Sup(Private Institute of Higher Education) and CUIB(Catholic University institute of Buea), said Mr. Terry HE. He also indicated that other projects are underway in Cameroon. 471      카메룬   국제기구           농림수산           유엔개발계획, 카메룬 초소기업체에 지원 제공         유엔개발계획이 긴급자금조달(Rapid Financing Facility) 프로젝트를 통하여 코로나19에 영향 받은 로컬 체인들을 지원하기로 하였음.   코로나19 영향은 여성과 청소년에 대해 부가가치가 높은 로컬 체인을 비롯하여 농식품 산업 관련 도시 및 시골 지역의 소상공인, 중소기업들에 더 큰 염려가 된다고 할 수 있음.  긴급자금조달 프로젝트를 통해 유엔개발계획은 해당 기업들의 역량과 회복력을 강화하여 코로나19의 경제적, 사회적 피해를 완화하려는 목적을 가지고 있음.    유엔개발계획은 코로나19 사태로 큰 타격을 받은 기업들을 대상으로 프로젝트를 착수하였으며 생산, 변형, 포장, 마케팅 분야에서 해당 기업들의 경쟁 입찰이 이루어질 것임.     Support of the UNDP to Micro-enterprises in Cameroon      Through its Rapid Financing Facility(RFF) project, the United Nations Development Programme supports businesses in local value chains that are impacted by Covid-19.           This is more of a concern to urban and rural micro, small and medium sized enterprises to invest in food and agricultural sectors, as well as local value chains which has strong added value to the women and youths.       Through its project Rapid Financing Facility, the United Nations Development Programme aims to reinforce capacity and resilience of the corresponding enterprises to alleviate economic and social impacts of Covid-19.           To this regard , the UNDP is opening a call for a project from these enterprises whose activities have been hard hit by the COVID 19. This will be through a complete package of integrated measures ( financial and non financial). The Secretary General of the Ministry of Employment and Vocational Training (MINEFOP), Prudence Forchap Esandem Nkong, has received Covid-19 preventive kits destined for the National Institute for Vocational Training and Programme Development (NIVTPD). The Covid-19 items, donated by the Korea International Cooperation Agency (KOICA) were handed over by the Country Director of KOICA, Gyuhong Lee, yesterday, June 2, 2021 at the school premises in Yaounde.    The event was an occasion for the Secretary General of MINEFOP to extend her Minister’s gratitude to their Korean partners for the commitments to provide high quality vocational training in the country as well as the support to combat Covid-19. Prudence Forchap Esandem mentioned the construction and equipping of the Vocational Training Centre of Excellence in Douala, Limbe and Sangmelima as well as NIVTPD.     The Secretary General said besides vocational training, the Korean partner has come again to assist in curbing the global pandemic which is affecting the world at large.
