351      알제리   KOICA   공공행정           알제리, 싱글윈도우 통관시스템 도입          알제리 정부는 공식 저널(Journal Officiel Alg rie)을 통해 무역 통관의 입출국 및 경유를 위한 싱글윈도우 시스템 도입에 대한 행정령을 발표함.        싱글윈도우 시스템은 해외물류체인의 통관에 필요한 정보와 서류 흐름을 관장하는 전자인터페이스로, 세관 관련 필요 서류 및 절차를 처리하는 거점으로 기능함.           싱글 윈도우 시스템은 기타 통관 관련 전자 플랫폼과 호환 가능하며, 세관에 필요한 정보 시스템을 제공함. 싱글 윈도우 시스템의 목적은 국경 관리, 입국 포인트에서의 국제무역 관리에 필요한 절차의 획일화, 입출국 흐름 관장 관계 기관 및 부처 간의 협력 제고임.   Customs import formalities: Establishment of the single-window          A single-window dedicated to completing customs formalities for import, transit and export has just been set up. An executive decree has just been issued in this direction in the latest issue of the official journal.       The single-window is a single entry point for completing customs formalities and submitting documents related to import, transit and export controls. 352      알제리   공여국   기술환경에너지   알제리-독일, 두 환경 분야 프로젝트 협약 체결        알제리 환경부와 독일 국제협력단 'GIZ'는 지난 월요일 알제에서 △환경보호 및 생물다양성 확보와 △환경 관련 세금 제정에 대한 국제협력 프로젝트 협약을 체결함.      이 협약은 알제리 환경부 본청에서 알제리 환경부장관 부제마(Dalila Boudjemaa)와 주알제리 독일대사 Elisabeth Wolbers에 의해 체결됨. 이 자리에서 장관은 GIZ와의 파트너십과 협력을 공고히 하는 데 해당 프로젝트들의 중요성을 강조함.      두 프로젝트의 총 예산은 약 138억임. 환경보호 및 생물다양성 제고 프로젝트는 지속가능한 개발을 염두로 14개의 알제리 연안 州들의 환경보호 정책과 천연 자연의 합리적 소비, 그리고 지역 개발을 검토하는 것을 목표로 함.           첫번째 프로젝트는 해양 및 내륙 생물자원 발전을 목표로 함. 이는 알제리 대통령의 미개발지역 발전 가이드라인에 부합함.  Algeria-Germany: signature of execution contracts for two projects relating to the environment          The Ministry of the Environment and the German Cooperation Agency GIZ proceeded on Monday in Algiers to the signing of contracts for the execution of two cooperation projects in the fields of environmental protection and biodiversity, as well as an improvement in environmental tax legislations.          The signing ceremony took place at the headquarters of the Ministry of the Environment under the supervision of the Minsiter Dalila Boudjemaa and the German Ambassador, Elisabeth Wolbers. Mrs. Boudjemaa emphasized that these two projects are extremely important for Algeria in concretizing the partnership and cooperation with the GIZ. The total cost of the projects are estimated to b 10.2 million euros. 353      알제리   수원국   공공행정           알제리 중소기업지원청(ANADE), 영세업자 대상 'Khadamate' 플랫폼 구축           알제리 중소기업지원청(ANADE)는 젊은 기업가들의 관련 정보 접근성 향상을 위한 'Khadamate' 플랫폼을 구축했음을 발표함.         해당 플랫폼은 △온라인 등록, △관련 부처 및 기관 간의 업무 협약 서명 열람, △재정난을 겪는 기업에 대한 금융지원 신청, △수출품 생산 기업에 대한 금융지원 신청, △고객센터로 이루어져 있음.        이는 알제리 대통령의 현대화 및 디지털화 캠페인의 일환으로 제작된 플랫폼임. 중소기업지원청은 올해 3만여 개의 기업 창설 지원 요청을 접수했으며, 이 중 10,777개의 기업을 지원 대상으로 등록함. 해당 플랫폼은 더 많은 중소기업을 지원하는데 기여할 것임.        Micro-enterprises: ANADE launches its new 'Khadamate' platform  The National Agency for Support and Development of Entrepreneurship(ANADE) launched itws new platform called 'Khadamate' which aims to make information more accessible to young promoters wishing to embark on entrepreneurship in through the agency.           The platform is consisted of five areas: online registrations, agreements signed with various departments and organizations, registration of companies in difficulty, companies with exportable products, and collecting concerns of young entrepreneurs.           This platform was developed as part of the modernization and digitalization campaign set by the president of Algeria.  ANADE registered 30,000 business creation requests this year, and among them 10,777 business were registered. Before the appointment, she was responsible for the publications of the Inter-American Development Bank (IDB) and the World Bank in Ecuador.           Minister Vianna Maino will be responsible for issuing public policies and general plans aimed at closing the inequality gap, ensuring fair opportunities for success for all Ecuadorians. 392      에티오피아        수원국   보건의료           티그라이 지역 보건국, 세계보건기구(WHO) 지원을 통한 코로나19 무료 콜센터 재가동    세계보건기구(WHO)의 지원을 받아 티그라이 지역 보건국은 지난 11월, 해당 지역 분쟁으로 중단되었던 무료 코로나19 콜센터(6244)를 재가동함.        콜센터는 코로나19 관련 보건 서비스 제공과 더불어 기타 건강 관리 지원을 제공하며, 문제 발생 시 발신자로부터 접수된 지원요청에 대한 감시 강화 등 확대된 역할을 수행함.  콜센터는 한 번에 8건의 전화를 받을 수 있으며, 월요일~토요일 오전 8시부터 오후 5시까지 운영함. 콜센터는 정확하고 시기적절한 정보를 지역사회에 제공하는 것에 핵심적인 역할을 할 것으로 기대됨.    재활성화 과정의 일환으로 30명의 보건요원이 교육을 받았고, 세계보건기구(WHO)의 지원을 통해 커뮤니케이션 자료와 공공 서비스 알림 기능이 개발됨.         Tigray Regional Health Bureau reactivate the COVID-19 toll-free call center with the support from WHO       With the support from WHO, Tigray Regional Health Bureau reactivated the Tigray toll-free COVID-19 call center (6244) which was discontinued in November due to the conflict in the region.  The call center has been reactivated with an expanded scope   covering other health problems, besides the COVID-19 and with the role of strengthening event-based surveillance through alerts received from callers.       The call center can receive 8 calls at a time and it is open from 8:00 am to 5:00 pm Monday through Saturday. The program focuses on livestock feed, vaccination and health monitoring supports while capacitating livestock extension workers. Besides, the project is to enhance gender mainstreaming dairy marketing via providing relevant equipment for 500 women. FAO establishes that in the targeted region the marco-economy and food security has been negatively impacted due to political tension, and the damage from the locusts, which resulted in below average agricultural and livestock productivity. The medical equipment and supplies have been procured by United Nations Office for Project Services (UNOPS), including 21 priority items for the Ministry of Health, out of which 12 items were delivered to Ethiopia Pharmaceuticals Supply Agency warehouse and the remaining 9 items are in the procurement process. 395      에티오피아        국제기구           농림수산           유엔식량농업기구(FAO), 티그라이 지역 분쟁으로 피해를 입은 지역사회의 농가 생계대책을 위한 프로그램 시작      UN OCHA에 따르면, 티그라이 지역 전체 인구의 93%에 해당하는 520만 명의 주민들은 긴급 식량 지원이 필요함. 또한, FAO는 농촌 인구의 15%가 매우 심각한 식량 안보 위기에 처해 있다고 이야기함. 해당 프로그램은 농작물 및 원예 종자 공급, 농업기술 전수를 통한 농업 생산성 향상과 가축 질병치료 및 백신 접종을 통한 안전한 축산물 생산에 초점을 맞추고 있음. 이 프로그램은 5만 명의 농가에 종자를 지원하고 10만 명의 목축농가에 가축과 관련된 지원을 제공함.  유엔식량농업기구(FAO)는 중장기적으로 티그라이 지역 내 식량 문제, 분쟁, 사막 메뚜기 문제, 코로나19 바이러스 등으로 인한 낮은 농업 생산성 문제에 대한 지원을 실시할 계획임.                              FAO launches programme to restore agricultural livelihoods of communities affected by conflict in Tigray, Ethiopia      According to UN OCHA 5.2 million resident in Tigray needs an emergency food support which is 93% of the total population of the region. The emergency program's intervention focuses on agricultural production via crop and horticulture seed provision and targeted training and extension support for farmers; and livestock products throughout livestock health treatment and vaccination. 396      엘살바도르        국제기구           농림수산           엘살바도르 의회, 커피산업 증진을 위해 미주개발은행(IDB)의 4,500만 미불의 차관을 승인         동 차관은 기후변화로부터 커피나무 식생의 회복력 증진과 커피종 개종을 꾀하고 있는 엘살바도르 농림축산부의 커피산업 증진 프로그램을 수행하는데 집중 투입될 예정임. 현재 엘살바도르 산림의 44%가 커피나무로 구성되어 있으나, 2000년 162,000 헥타르에서 2016년 140,000로 2000 헥타르 줄어드는 등 커피 산림 면적이 감소세에 듬.           동 프로그램을 통해 커피 식생의 기후변화 대응에 2,550만 미불, 커피 상업화에 600만 미불, 나머지는 커피산업 현대화에 투입될 예정임.        더불어, 국립 커피 정보 시스템의 현대화와 커피 연구 및 혁신 시스템의 현대화, 커피 산업의 지속가능한 현대화 사업 인프라 구축 등 다양한 하위 프로그램들이 진행될 예정임.             A loan for $45 million USD from Interamerican Development Bank (IDB) is approved by the Legislative Assembly of El Salvador to renovate the coffee park and to create of The Coffee Institute        The loan will focus on implementing the ¨program for the renewal of the coffee sector¨ by the Ministry of Agriculture and Livestock (MAG) that seeks to strengthen the resilience of the coffee forest to climate change, as well as for the renewal of the Salvadoran coffee forest.  The 44% of the national forest is made up of the coffee park. However, its extension has been reduced, going from 162,000 to 140,000 hectares between 2000 and 2016.   The program has three major projects, which are committed to a resilient renovation of the national coffee park. These are: 1. The adaptation of climate-smart technologies for $ 25.5 million USD, 2. The commercialization and associativity in the sector with the investment for $ 6 million USD. The rest on the loan will be invested in a 3rd project aiming  the modernization of the coffee sector, with the implementation of a Specialized Institute for Coffe Sector, that will lead the governance of the sector.          The various subprojects will be carried out, including the Modernization of the National Coffee Information System, through a digital agenda. This caused the rejection of different international organizations such as the Organization of American States (OAS), the Inter-American Commission on Human Rights (IACHR) and Human Right Watch that warned that what happened was a violation of the independence of powers in El Salvador.           The United States Government responded immediately to these actions, expressing its concern about democracy in El Salvador as well, through Vice President Kamala Harris. This framework agreement seeks to add $ 500 million USD  in investment. Economic support and technical assistance projects will be executed, including plans for infrastructure, access to drinking water, energy, social welfare, culture, tourism, transportation projects, among other sectors of mutual interest for both countries.         Among the already known plans to be implemented  with these funds are: the construction of the “Francisco Gavidia” National Library, which is aimed to becoming the best in the Central American region and one of the most prominent in Latin America. Within this framework agreement ratified, a new, Modern and High-capacity National Stadium will also be built. 399      엘살바도르        국제기구           교육     엘살바도르 의회, 정부의 유아교육 프로젝트 'Grow Together' 집행을 위한 미주개발은행(IDB)의 6억 미불 차관을 승인         엘살바도르 정부는 의회가 승인한 6억불의 차관을 통해 영부인 Gabriela de Bukele 여사가 적극 홍보하고 있는 엘살바도르 유아교육 정책 프레임 워크 'Grow Together' 산하 프로젝트에 투입하고자 함.       그 중 1억불의 경우 '출생부터 성장, 학습까지 모두 포함하는 교육 서비스의 질적인 개선'을 목표로 하는 엘살바도르 교육부 프로젝트에 투입될 예정이며, 2억5천만불은 국제부흥개발은행(IRDB)을 통한 'Grow and Learn Together' 프로젝트, 즉 엘살바도르 교육부의 유아교육 통합개발 프로젝트에 투입될 예정임.    나머지 2억5천만불 역시 IRDB를 통해 지원이되며, 동 금액은 'Grow Healthy Together' 즉, 엘살바도르 보건부의 영유아 보건 통합적 개발 프로젝트에 투입될 예정임.     상기 프로젝트는 세계은행(World Bank)과 공동 기획되었으며, 세계은행은 사업 전과정에서 자금의 집행과 투명성 확보를 담당할 예정임.       Legislative Assembly approves  $600 million USD  loan from  Inter-American Development Bank (IDB) for the execution of the National Early Childhood Policy  called Grow Together        The Legislative Assembly approved financing for $600 million USD to invest in the salvadoran early childhood, in favor of three projects in the framework of the National Early Childhood Policy Grow Together, which has been promoted by the First Lady of the Republic, Gabriela de Bukele.            A loan from the Inter-American Development Bank (IDB) was approved for $100  million USD, to aim the project Improving the quality of educational coverage: born, grow and learn, which will be led by the Ministry of Education. Likewise, the funds for $ 250 million USD from the International Bank for Reconstruction and Development (IBRD) were approved for the project Grow and learn together: integral development of early childhood in El Salvador, which will also be executed  by the Ministry of Education.   Similarly, $250 million were approved from IBRD for the project Growing healthy together: comprehensive development of early childhood in El Salvador, to be implemented through the Ministry of Health.                                                These projects were planned together with the World Bank (WB) and other multilateral organizations in 1.5 years.
