403      요르단   국제기구           공공행정           요르단, EU, UNDP 500만 유로 협정 체결     요르단 내무부, 요르단 유럽연합 대표단, 유엔개발계획(UNDP)은 요르단지방행정부와 공동으로 요르단의 지방 통치 강화를 위한 500만 유로 규모의 협정을 체결함.         54개월 간의 지역 차원의 분산, 책임 및 무결성 프로그램은 공공기관의 권한 이행 능력 강화, 자금 조달 기회 모색 및 시민의 적극적인 참여를 목적으로 서비스를 개선하고 개발 기회를 제공하는 것을 목표로 함.   요르단 내무부 장관은  Irbid, Balqa, Aqaba, Ajloun, Madaba, Tafileh까지 총 6개 지역에 대한 정책시행에 있어 역량 구축, 기술 지원 및 책임성, 효율성, 효과성 향상을 도모하고자 지방행정절차을 간소화하는 디지털화된 도구를 마련하기 위해  EU와 UNDP의 지원 역할을 지지함.   동 지원에는 모든 정부 차원에서 우선적으로 추구해야 하는 법치주의와 청렴에 대한 정책적 우선순위가 포함되어 있음.         이니셔티브의 직접적인 수혜자는 시도지사, 행정 및 시의회, 지방공무원, 시범지역 지역사회 등임. Jordan, EU and UNDP sign 5-million-euro agreement         The Ministry of Interior, the European Union Delegation in Jordan, and the United Nations Development Programme (UNDP), in collaboration with the Ministry of Local Administration signed a five-million-euro agreement for a programme that aims to enhance local governance in Jordan by encouraging accountability and effective policymaking.   The “Decentralisation, Accountability and Integrity at the Local Level” 54-month programme aims to improve service delivery and offer development opportunities to people by improving public institutions’ ability to fulfil their mandate, seek funding opportunities and implement projects involving the active participation of citizens, according to a UNDP statement.     The interior minister endorsed the role of the EU, and UNDP for their continuous support to Jordan through capacity building, technical support and digitalised tools designed to streamline local administration and development through improving accountability, efficiency and effectiveness in placing and implementing policies in the six selected governorates of Irbid, Balqa, Aqaba, Ajloun, Madaba and Tafileh.   This includes the government priorities in policies that support rule of law and integrity that require the follow up of priorities on all government levels.           Direct beneficiaries of the initiative will include governorate, executive and municipal councils, local civil servants, and communities in the pilot localities.                                            Jordan Times    https://www.jordantimes.com/news/local/jordan-eu-and-undp-sign-5-million-euro-agreement

405      요르단   국제기구           공공행정           UNESCO-TVET 장학금, 시리아 청년들을 위한 직업교육 지원   요르단에 살고 있는 25세의 시리아인 모하마드 셰하닷은 한국 정부가 후원하는 유네스코 프로젝트의 지원으로 성공적인 과정을 거쳤음.           그는 2013년 그의 가족과 함께 시리아에서 요르단으로 이주했음. 그 당시 그는 절망적이었고 요르단에서 3년 동안 불확실한 생활을 하면서 동기부여를 받음. 그는 자신의 미래가 그가 안정적인 직업을 찾을 수 있도록 하는 교육을 받고 기술을 향상시키는 것에 달려 있다는 것을 깨달았음.      그는 다른 인도주의 단체들과 함께 연구 분야에서 자신감 있고 유능한 자원봉사자가 되었음. 그는 이전에 월드비전 인터내셔널에서 프리랜서 연구원으로 일했음. 셰하닷은 또한 갈등의 휴유증을 겪는 사람들을 개인 교사와의 만남을 주선 시키는 것을 목표로 하는 비영리 단체인 페이퍼 플레인즈(Paper Flanes)에서 자원봉사자로 일하고 있음, 모하마드는 학생들의 교육과 직업 개발을 지원함. UNESCO는 양질의 교육을 보장하기 위한 UN의 SDGs의 4번쨰 목표에 따라 공평한 교육의 지속성을 확보하기 위한 요르단 정부의 역할을 지원하고 있음. 이 사업은 2016~2025년 국가인적자원개발전략, 요르단 시리아위기대응계획(JRP) 2020~2022년 등 다양한 국가 정책과 전략과 연계됨.         UNESCO-TVET scholarship helps open doors for young Syrian man    Mohammad Shehadat, a 25-year-old Syrian man living in Jordan, paved his way to success with the support of a UNESCO project funded by the government of South Korea.           Shehadat moved from Syria to Jordan with his family in 2013. At that time, he was feeling hopeless. After living in uncertainty for three years in Jordan, Shehadat was motivated to turn his life around. He realised that his future depends on him pursuing education and improving his skills such that he could find a stable job.       He has become a confident and competent volunteer in the research field with different humanitarian organisations. He previously worked as a freelance researcher with World Vision International. Shehadat is also working as a volunteer with Paper Airplanes, a non-profit organisation aiming to match conflict-affected individuals with personal tutors. Through this initiative, Mohammad supports students in their education and professional development.       UNESCO, in line with the UN Sustainable Development Goal 4 on ensuring quality education, is supporting the Government of Jordan in ensuring equitable continuity of education. 406      요르단   공여국   공공행정           네덜란드, 요르단 관광산업 지원    네덜란드 외교부의 후원을 받는 네덜란드의 수입촉진센터(CBI)가 4년동안 진행될 요르단 관광산업 지원 프로젝트를 발표함. CBI는 포괄적이고 지속 가능한 경제로의 전환을 지원함. 이는 중소기업과 그들 기관의 지속가능성을 강화하고 중소기업의 부가가치 상품을 유럽과 현지에 수출하도록 유도하는것으로 이루어짐.  CBI는 요르단 관광유물부, JTB, 요르단 관광여행사협회(JSTA), 요르단 입국관광사업자협회(JITOA) 등 관광 관련 단체와 협력할 예정임.   이 프로젝트의 핵심 원칙 중 하나는 이러한 지속 가능한 지원이 기술 지원만을 통해 이루어지기 때문에 재정적 지원에 기초하지 않는다는 것임. 이러한 방식으로 민간 부문과 함께하는 프로젝트를 통해 체계적 변화를 창출하기 위한 활동을 수행하고 공동 투자를 진행할 예정임.                    Dutch project to support Jordanian tourism industry The Centre for the Promotion of Imports (CBI), an agency in the Netherlands funded by the Dutch Ministry of Foreign Affairs, has announced a project to support the Jordanian tourism industry for a period of four years.  The CBI has a mission to support the transition towards inclusive and sustainable economies, read the staetment. This is done by strengthening the sustainability of SMEs and their organisations and encouraging the export of value-added products of SMEs to Europe and to the local region.  The CBI will work together with the Ministry of Tourism and Antiquities of Jordan, the JTB, the Jordan Society of Tourism and Travel Agents (JSTA), the Jordan Inbound Tour Operators Association ( JITOA) and other tourism related organisations.   One of the core principles of the project is that this sustainable support is done through technical support only and thus is not based on financial support. 407      요르단   공여국   공공행정           UNFPA Jordan, 시리아 난민과 피해주민을 지원하기 위한 한국의 지원 환영           한국은 2021년 4월 요르단 시리아 사태로 피해를 본 3개 여성·소녀 안전공간(WGSS), 동부 암만, 그리고 요르단 3개 여성·소녀 안전공간(WGSS)에 대한 포괄적인 통합 SRH 및 GBV 개입 제공을 위해 UNFPA Jordan에 50만 달러를 기부하기로 함. 이 기부를 통해 UNFPA Jordan은 여성과 소녀에 초점을 맞춘 전문화된 통합 SRH 및 GBV 서비스의 이용 가능성과 접근성을 높일 수 있을 것이라고 밝힘.     한국 정부는 대규모 인도적 위기에 직면한 요르단에 있는 시리아 난민들에 대한 인도적 지원을 지속하는 한편 장기화된 위기를 해결하기 위한 국제사회의 노력에 적극 참여할 것이라고 밝힘.      이 기금은 UNFPA의 두 가지 주요 프로그램인 SRH와 GBV와 관련된 활동을 수행하는 데 도움이 될 것임. 이 기금은 여성과 소녀들이 고품질의 포괄적이며 혼용되지 않는 SRH와 GBV 예방, 정보 및 응답 서비스에 안전하고 확실하게 접근할 수 있도록 함.                  UNFPA Jordan welcomes Korean contribution to support Syrian refugees, affected populations In April 2021, the Republic of Korea decided to make a contribution of $500,000 towards UNFPA Jordan for the provision of integrated comprehensive SRH and GBV interventions for populations affected by the Syria Crisis in Jordan at three women and girls safe spaces (WGSS) in Dair Alla, East Amman and Madaba in Jordan. 408      요르단   공여국   교육     한국어 및 한국문화 전문가' 세미나 개최     KOICA 요르단 사무소는 KAAJ(KOICA 요르단 연수생동창회)와 함께 한국어 및 한국문화 전문가에 대한 주제로 지식공유 세미나를 개최함.       지식공유 세미나는 발표자가 KOICA의 연수 프로그램을 통해 얻은 지식과 배움을 지역사회의 더 광범위한 사람들에게 확산하기 위한 KOICA 지속적인 노력을 바탕으로 개최되었음. 요르단 대학교의 영어/한국어 전공 학생 70명 이상이 세미나에 참석함.        세미나 말미에는 요르단 전체 발전량의 약 20%를 차지하는 세계적인 에너지 그룹 한전(한국전력) 그룹 설명회가 진행됨. 이번 세미나에서 KOICA는 한전그룹의 요르단 내 6개 자회사에 대한 고용 기회를 홍보함.          1991년부터 KOICA는 요르단의 사회경제적 발전을 위한 인적자원 역량 형성에 대한 지원의 일환으로 연수 프로그램을 제공해 옴. 현재까지 800명 이상의 요르단 공무원들이 한국에서의 연수 프로그램에 참가하였음. 2021년에는 약 70명의 신규 참가자가 온라인 교육에 참여할 예정임. Seminar held on ‘Korean Language and Culture Experts’     KOICA Jordan Office in cooperation with KAAJ (KOICA Alumni Association of Jordan), organised a knowledge sharing seminar on the “Korean Language and Culture Experts” on Wednesday.       The knowledge sharing seminar was organised as part of KOICA’s continued efforts to disseminate the acquired knowledge and lessons learned from the Korean experience through KOICA’s training programmes to a wider range of people who can benefit from these opportunities and bring a substantial change to their communities, a KOICA statement said. More than 70 students from the University of Jordan, mostly from the Korean and English languages departments, attended the online seminar. At the end of the seminar, an introductory session was conducted by KEPCO (Korea Electric Power Corporation) Group, a leading Korean energy group globally, which covers about 20 per cent of Jordan's total power generation. During the seminar, KOICA promoted available employment opportunities in six Korean energy companies.         Since 1991, KOICA has been providing training programmes to Jordan as one part of it assistance in building capacities of human resources for the socio-economic development of the country. To this date over 800 Jordanian officials have been invited to partake in training programmes in Korea. 409      요르단   공여국   교육     요르단 문화부, UNESCO 미디어 교육 프로젝트 착수  문화부는 암만 UNESDO 사무소와 협력해 잘못된 정보가 포함된 디지털 콘텐츠에 대한 시민과 소셜미디어 이용자의 경각심을 위한 미디어·정보교육을 위한 '미디어21' 사업을 시작함.     이 프로젝트의 시작은 2021년 세계 언론 자유의 날과 동시에 이루어졌음. 올해 세계언론 자유의 날 주제인 '공공재로서의 정보'와 관련된 인식을 높이기 위한 영상물이 문화부의 웹사이트와 SNS에 게시됨.          문화부 장관은 성명에서 요르단이 2007년 정보 접근권을 보장하는 법을 승인한 최초의 아랍 국가라고 언급하며 공공재로서의 정보의 중요성을 강조했음. 또한 미디어와 정보 교육을 교육 시스템에 포함시키고 사회의 모든 부문, 특히 젊은이들에게 제공할 필요성을 강조함.                 Culture ministry, UNESCO launch media education project    The Ministry of Culture, in cooperation with the UNESCO office in Amman, launched the “Media 21” project for media and information education, aimed to draw citizens and social media users’ attention to digital content in times of misinformation. The launching of the project, coincided with World Press Freedom Day 2021. It included a set of videos to raise awareness, in line with this year’s World Press Freedom Day theme “Information as a Public Good”, to be published on the ministry’s website and social media platforms, according to the Jordan News Agency, Petra. Culture Minister Ali Al Ayed, in a statement, highlighted the importance of information as a public good, noting that Jordan was the first Arab country that approved a law to ensure the right to access information in 2007. 410      요르단   국제기구           교육     UNICEF의 Makani 프로그램, 코로나19 전염 속에서 원격 학습에 대한 국가적 노력 지원  Makani(영어로는 My Space) 프로그램은 교육 학습 지원 서비스, 지역사회 기반 아동 보호, 유아기 개발 및 아동, 청소년, 가족 및 지역사회 구성원을 위한 기술 개발 훈련을 포함한 통합 서비스 패키지를 제공함.    휴교와 원격학습으로의 전환은 요르단의 237만 명의 아이들에게 영향을 미쳤음. UNICEF 요르단 대표는 요르단 타임스에 2020년 3월 정부는 TV로 수업을 진행하기 시작했고 요르단 내의 모든 학생들에게 원격 학습을 무료로 제공하는 온라인 학습 플랫폼 Darsak을 설립했다고 말했음.  디지털 교육으로의 전환은 경제적 자원이 부족해 자녀에게 필요한 전자 기기를 제공할 수 없어 자녀의 학습의 저해 위험에 놓이게되는 많은 취약 가정에 부정적인 영향을 미쳤음.           UNICEF는 학령기 자녀를 둔 2만 가구에 데이터 패키지를 제공하고 있음.  UNICEF는 최근 KFW(독일개발은행)와 다른 공여기관들과 제휴해 Makani 프로그램 참여하는 아동의 가정에 약 1만 개의 태블릿을 제공함. UNICEF’s Makani programme supports national efforts in remote learning amid COVID pandemic          The Makani (“My Space” in Arabic) programme provides an integrated package of services including educational learning support services, community-based child protection, early childhood development and skill-building training for children, young people, families and community members.          The closure of schools and the switch to remote learning has impacted 2.37 million children in Jordan. 412      우간다   공여국   긴급구호           대한민국, 우간다 난민 대응 59억실링(약 19억원) 지원계획 실현         대한민국은 우간다의 난민 대응의 포괄적인 완충을 위해 59억실링($160만/약 19억원) 이상 지원하겠다는 서약을 실현함. 유엔 난민기구인 UNHCR은 의료, 물, 위생 서비스 강화에 중점을 두고 우간다 난민 및 수용 지역주민을 지원하기 위해 2021년 대한민국으로부터 $1,666,667을 지원받음.    이번 지원금은 2020-2022년 3년간 지원될 총 $5백만의 일부임. 지원금을 통해 2019년 12월 제네바에서 열린 글로벌 난민 포럼에서 대한민국이 우간다의 포괄적 난민 대응을 지원하겠다고 서약한 바를 이행할 수 있게 됨.    하병규 주 우간다 대한민국 대사는 우간다가 난민과 수용 지역주민이 공존 및 번영할 수 있는지에 대한 방향을 제시하고 있다고 발언하며 “이것이 한국 정부가 유엔 난민기구를 통해 우간다를 지원하기로 결정한 이유이며 한국의 기여가 난민과 공존하는 지역사회의 부담 또한 덜어줄 것으로 기대한다”고 덧붙임.           South Korea actualises sh5.9b for Uganda refugee response           South Korea has actualized its pledge to comprehensively cushion Uganda’s refugee response with over sh5.9b (over $1.6m). UNHCR, the UN refugee agency received $1,666,667 from the Republic of Korea in 2021 to support refugees and host communities in Uganda, with a focus on strengthening healthcare, water, hygiene and sanitation services across the response.    This contribution is part of a three-year grant totalling $5m for 2020-2022. It fulfils South Korea pledge made at the Global Refugee Forum in December 2019 in Geneva, committing to support a comprehensive refugee response in Uganda.         Ambassador of the Republic of Korea in Uganda, Ha Byung-Kyoo said Uganda feted as a guiding light on how host communities and refugees can co-exist and prosper. “This is why the Korean government made a decision to support Uganda through UNHCR. Money for the project will be sourced from the African Development Fund- ADF which will provide 356.61 billion shillings, the African Development Bank- ADB (825.52 billion) and the Corporate Internationalization Fund of Spain (110.72 billion shillings).      The 250-kilometre Kampala-Malaba railway connects Uganda’s capital with Kenya at the Malaba border. 417      우간다   수원국   농림수산           농민을 위한 디지털 작물 보험 개시           소규모 농가를 대상으로 한 디지털 작물 보험 제도 플랫폼인 Inputi가 개발됨. 보험사는 자연 재해로 인한 손실에 대비하여 농부의 예상 작물 수확량의 최대 75%를 보상하도록 할 것이며, 홍수, 가뭄 등 모든 자연재해가 보상항목에 포함됨.    그간 농민 일부는 낮은 인식과 높은 보험료로 인해 보상 기반 보험 서비스를 접근하지 못했으며, 오랫동안 보험사는 멀리 위치한 시골에서 농촌고객을 확보하고 서비스를 제공하는 비용 고려 시 수익성이 낮은 고객층이라고 판단하여 소규모 농가를 간과해온 바 있음. 이에 따라 동 아이디어는 우간다 농부들에게 획기적인 희소식임.                               Taking digital crop insurance to farmers    Inputi   a digital platform housing a digital crop insurance scheme targeting small holder farmers - has been developed. The insurer covers up to 75 per cent of the farmer’s expected crop yield against losses that are caused by natural disasters. These include floods, drought, and anything in this category.       The idea of insurance is a novelty especially among many Ugandan farmers. Some are unable to access indemnity-based insurance services due to low awareness coupled with a high cost of premium. The Permanent Secretary at the Ministry of Education, Mr Alex Kakooza after the inspection, said the ministry established that some schools received fewer copies than the number of students they have. Today, we call these means  “technology”, and we use it daily to communicate, learn, work, and connect to the outside world. Technology has continued to develop, reaching the advanced stages of Artificial Intelligence (AI),           Machine Learning, Internet of Things (IOT), including programming languages and much more. Most recently, these helped level up our daily practices, and sustained communities at a time of disconnection during the COVID-19 pandemic.   Back in April, 2020, the UNDP Accelerator Lab in Iraq sensed potential opportunities in advanced technology to design and find local solutions to the current situation related to the coronavirus pandemic. Following this, the UNDP AccLab Iraq started to engage with mapped technology-based local initiatives and groups to design digital solutions for a set of worth-solving problems within country development challenges. 448      이집트   수원국   기술환경에너지   이집트, 청년 기술 개발을 위한 4개의 신규 파트너십 체결     이집트의 정보통신기술부는 이집트에서 활동하는 주요 국제 기술 개발 기업 4개와 MoU를 체결함.  정보통신 기술부가 체결한 해당 MoU는 학생들이 데이터 과학, 데이터 분석 및 인공 지능 등 신흥 기술 분야의 기본기 계발 지원을 목적으로 함.  정보통신기술부의 아미르 탈랏 장관이 참석한 체결식은 이집트 디지털 역량 구축 이니셔티브(Egyptian Digital Builders initiative)의 일환으로 진행됨. 파트너십 체결 기업은 델테크놀로지(Dell Technologies), 보다폰 이집트(Vodafone Egypt), 카스퍼스키(Kaspersky), 화웨이 총 4곳임.  해당 파트너십은 이집트 디지털 역량 구축 이니셔티브에 지원한 청년층의 기술 역량을 강화하기 위해 진행됨.            정보통신기술부는 이집트 대학 내 공학, 컴퓨터 및 정보 기술 분야 유수의 졸업생 역량 개발을 위한 이니셔티브를 시작한 바 있음.  이를 통해 해당 졸업생들은 정보통신기술(CIT) 분야 심화 과정의 석사 학위를 취득할 수 있음.  탈랏 장관은 역량 강화가 정보통신기술부 중점 전략의 가장 중요한 분야 중 하나라고 언급함. 해당 이니셔티브는 정보통신기술 분야 내에서 광범위한 범위의 심층적으로 훈련된 전문가 양성을 통해 디지털 이집트를 구축하고 산업 분야에서 이집트의 입지를 강화하는 것을 목적으로 함.    해당 이니셔티브를 통해 정보통신기술부는 행정 기술 개발 분야 내 각 개인의 역량 강화를 위해 주요 국제 대학, 기업 및 기관과 협력하고 있음.  또한, 청년들이 국제적으로 동종 업계 종사자들과 소통할 수 있는 언어 능력 개발을 위해 주요 전문 기업과도 협력할 예정임.      또한, 해당 이니셔티브를 통해 CIT 분야의 선도적 인 국제 기업과 파트너십을 구축하여 실무 교육을 제공하게 되며, 다양한 정보통신기술 전문 분야의 지식을 갖춘 신세대 역시도 나타나게 될 예정임. 현지 대기업 및 스타트업 기업 역시도 전문성을 갖춘 인력 양성의 수혜를 받게 됨.  기업 및 이니셔티브 수료자 간 커뮤니케이션 활성화 외에도, 가상 실험실에서의 학술 콘텐츠 및 실무 교육이 제공됨.  또한, 스타트업 지원을 위한 인큐베이팅 시스템을 개발하고 수료 프로젝트를 위한 기술 자문, 후원, 재정 지원 및 다양한 플랫폼을 통한 지식 확산을 제공하게 됨.           Egypt signs 4 new partnerships to enhance student technology skills           Egypt’s Ministry of Communications and Information Technology and four major global technology developers operating in Egypt have signed Memoranda of Understanding (MoU).  The MoU signed with the Ministry of Communications and Information Technology aims to help students develop basic skills in emerging fields such as data science, data analytics and artificial intelligence.  The signings, which were witnessed by Minister of Communications and Information Technology Amr Talaat, come as part of the Egyptian Digital Builders initiative. The companies with which the new partnerships have been signed are Dell Technologies, Vodafone Egypt, Kaspersky, and Huawei Technologies.   The partnership agreements aim to enhance the skills of young people enrolled in the Digital Egypt Builders initiative. The Ministry of Communications and Information Technology launched the initiative to develop the capabilities of outstanding graduates of Faculties of Engineering, and Computer and Information Science, at Egyptian universities. This would ensure that these graduates obtain a professional Master’s degree in one of the in-depth specialisations in the field of communications and information technology (CIT).  Talaat said that capacity building is one of the most important aspects of his ministry’s strategy. A signing ceremony was attended by South Korean ambassador in Egypt Jin-wook Hong, Egyptian Minister of Transportation Kamel al-Wazir, and Egyptian Minister of Planning Hala Elsaid, according to a statement from the South Korean embassy in Egypt on Wednesday.  “The project aims at exporting subway cars made in Egypt to the third countries as well as strengthening Egypt’s capability in the transportation infrastructure which Egyptian people use every day,” said Ambassador Hong during the ceremony.           On Tuesday, President Abdel Fatah al-Sisi received CEO of Hyundai Rotem Lee Young-Bae, discussing cooperation opportunities in the fields of green hydrogen production, and powering trains with new and renewable energy.  The meeting tackled the localization of the manufacturing of trains as well as signaling, communications, control, and driving systems in Egypt.           President Sisi reiterated that the localization of industries and technology transfer are a priority to Egypt in international partnerships and that they constitute a preferential factor when making deals, the presidency's statement reads. 450      이집트   수원국   기타     IMF, 이집트에 대기성 차관 52억 달러 전액 지원 완료 발표   IMF는 이집트에 대기 협약(SBA) 3차 지급분인 16억 달러 지급 건에 관한 논의가 완료되었다고 화요일에 밝힘.  IMF의 셀린 알라드 위원은 이집트 당국과 함께 5월 4일부터 24일까지 화상 회의를 진행함. 해당 회의에서는 이집트와의 2021년 연례 협의(2021 Article IV Consultation) 및 IMF의 12개월 대기성 차관을 통해 지원되는 이집트 경제 프로그램에 대한 재검토 관련 논의가 이루어짐.  알라드 위원에 의하면, IMF와 이집트 당국은 52억 달러 규모의 대기협약을 통한 이집트 경제 프로그램의 재검토를 완료했으며, 실무진 수준의 합의에 도달함.  IMF 집행 이사회의 승인이 완료되면 이집트에 추가 특별인출권(SDR) 11 억 6 천만 (약 16 억 달러)이 제공될 예정임. 알라드 위원에 의하면, 이집트의 보유고 순 누적액과 기초 재정수지는 프로그램 목표를 돌파했으며, 3월 경기 상승률 (4.5 %)이 통화 정책 협의 조항의 내부 하한선을 돌파하면서 국가의 인플레이션이 완화됨.  또한, 재정 투명성 및 거버넌스, 사회 보호 및 비즈니스 환경 개선과 관련된 개혁을 더욱 진전시키는 등, 모든 구조적 지표가 충족됨. 또한 부채 취약성을 줄이고 우선 순위 지출에더 많은 예산을 배정하기위한 지속적인 노력이 이어짐.      알라드 위원은 “정부의 강력한 정책 프로그램 덕에 경제가 회복되고 있으며 2020/21년도의 성장률 2.8%는 5.2%로 증가할 것으로 예상된다”고 했으며, “그러나 여전히 팬데믹 관련 불확실성이 남아 있기 때문에 단기적인 회복을 지원하는 동시에 중기적으로 성장 잠재력을 끌어올릴 수 있는 구조 개혁을 심층적으로 확대해야 한다”고 주장함.   2022-23 회계연도부터 GDP의 2 %의 흑자 전환을 목표로 하는 정부의 노력과, 경제 회복이 확고해짐에 따라 공공 부채를 줄이고 재정 지속 가능성을 지원하는 것이 필수적이게 될 것이라고 지적하며 알라드 위원은 이집트가 인프라, 건강 및 교육에 더 투자하는 방면으로의 전환을 환영한다고 덧붙임.           이집트는 최근 NSRP (국가 구조 개혁 프로그램)을 통해 인적 자원 개발, 더 효율적이며 투명한 공공 기관 조성, 경쟁력있고 수출 지향적인 민간 부문, 보다 친환경적인 경제 육성을 위해 노력하고 있음.  그러나 알라드 위원은 향후 몇 개월 간 정부가 위의 목표를 지원하기 위해 구체적인 정책 조치를 지정해야 할 것이라고 언급함.  보다 구체적인 정책 조치의 예시는 민간 부문이 경쟁적인 환경에서 운영할 수 있도록 하는 유동성 확보 및 무역 장애 감소와 수출 장려가 있음.         IMF announces completion of Egypt’s SBA $5.2 bln loan programme       The International Monetary Fund (IMF) announced on Tuesday the completion of Egypt’s stand-by agreement (SBA) programme, which paves the way for Egypt to receive the third tranche of the programme’s loan with an amount of $1.6 billion.  The IMF said that its team led by Celine Allard held a virtual mission from 4 to 24 May 2021 with the Egyptian authorities. The mission held discussions on the 2021 Article IV Consultation with Egypt and the second review of Egypt’s economic program supported by the IMF’s 12-month SBA.  “The IMF staff team and the Egyptian authorities have reached a staff-level agreement on the second review of Egypt’s economic program supported by the IMF’s $5.2 billion Stand-by Arrangement . This agreement is subject to approval by the IMF’s Executive Board, which will take place in the coming weeks. Upon approval, an additional SDR 1.16 billion (about US$1.6 billion) will be made available to Egypt,” Allard explained.       Egypt’s net international reserve accumulation and the primary balance exceeded the program targets, according to Allard. She also mentioned that the country’s inflation continued to be subdued with March outturn (4.5 percent) breaching the lower inner bound of the monetary policy consultation clause.   All structural benchmarks were met including further advancing reforms related to fiscal transparency and governance, social protection, and improvement in the business environment, while continuing efforts directed towards reducing debt vulnerabilities and creating more budget space for priority spending, according to Allard.      “Supported by the authorities’ strong implementation of their policy program, the economy has shown resilience. Growth is expected to be 2.8 percent in FY2020/21, rising to 5.2 percent in FY2021/22. However, uncertainty remains against the backdrop of lingering pandemic-related risks. Policies are appropriately focused on supporting the recovery in the near term while deepening and broadening structural reforms to unleash Egypt’s enormous growth potential in the medium term,” Allard expounded.  “The government’s commitment to returning to a primary surplus of 2 percent of GDP starting in FY2022/23 and as the economic recovery becomes entrenched will be essential to reduce public debt and support fiscal sustainability,” Allard pointed out.
